The southern section of North East Link includes the area south of Lower Plenty Road, Bulleen Road and along the Eastern Freeway. It will include Victoria’s longest twin-road tunnels and a seamless interchange with the Eastern Freeway next to Bulleen Road for express connections between Melbourne’s north, east and south-east.

Victoria’s longest road tunnels

We’re planning Victoria’s longest twin road tunnels to protect sensitive environmental and residential areas. The top of the tunnels would be at least 15m under residential properties and at least 20m under the Yarra River bed. At their deepest point, the tunnels would be about 40m underground.

The tunnels between Lower Plenty Road and Bridge Street would be built using tunnel boring machines (TBMs). TBMs are large machines that tunnel deep underground, progressively installing concrete linings to support the tunnel excavation.

During construction, vibration would be carefully monitored and managed.

Manningham Road interchange

To get on and off North East Link at Manningham Road, drivers would travel down ramps about 15m underground.

Structures to manage the tunnels including a substation and an emergency smoke extraction vent would be above ground.

Southern interchange and Bulleen Road

A new interchange and tunnel portal next to Bulleen Road would link the Eastern Freeway and North East Link. To keep North East Link low, it would pass under Bulleen Road. Bulleen Road would be rebuilt over the North East Link ramps and raised by about 11m, around the same height as where it connects to the Eastern Freeway now.

Bulleen Road would be kept open for local use and have the same connections to the Eastern Freeway it does today. New signalised crossings near schools, sports fields and community facilities would make walking and cycling in the area safer and easier.
