Area 2 (Clayton Road to Centre Road) Stakeholder Liaison Group (SLG)

Meeting 1 executive summary

The first meeting of the Area 2 Stakeholder Liaison Group (SLG) provided attendees with a summary of the project, including an overview of construction and community engagement planning and activities undertaken to date. Key points of discussion included: current offset car parking arrangements and future potential car parking opportunities, construction impacts including road closures around Clayton Road, extended communication notifications for Monash Health to ensure minimal impact to supply lines, and future interactions between the SLG and the Community Open Space Expert Panel (COSEP).

Areas of interest for discussion at future meetings include road and rail closures, provision of a four-week look ahead of construction activities and discussion about design including parking, and multicultural design elements.


Meeting 2 executive summary

The second meeting of the Area 2 SLG provided an overview of upcoming construction milestones, the detailed design process currently underway and summarised the tree retention and removal planning process.

Key points of discussion included: current use of offset car parking, concept design progress for the revitalised Avenue of Honour community space, progress of the detailed design development, creation of a clear schedule of upcoming construction events for discussion at future meetings, the possibility of releasing 4-week construction look ahead information on the LXRP website, and the as early as possible release of project communications.

Topics flagged for discussion at the October meeting include: attendance by Tim Entwisle (COSEP Chair) to discuss COSEP design initiatives, and an updated presentation on the project detailed design.


Meeting 3 executive summary

The third meeting of the Area 2 SLG provided an overview of upcoming construction milestones, a design development update and an explanation of the piling process.

Key points of discussion

Construction 4-week look ahead: driven pile testing, piling platform construction, driven piling works to be conducted during the day between Clayton Road and Centre Road, CFA piling works around Clayton Station, fencing works near Centre Road, signalling and cable work activities, power pole relocation, installation and commissioning of Clayton Station down platform temporary station building, removal of Clayton Station heritage, building on the down platform, trenching across Centre Road to install conduits (pipe), temporary footpath closure at the Clayton Road pedestrian crossing, construction of new substation in Clayton, overhead line equipment related service, investigations and piling at Centre Road, overhead line equipment steel erection and removal of redundant infrastructure.

An overview of upcoming construction milestones was provided along with a synopsis of activities including start of permanent pier erection in October 2016, start of Clayton and Centre superstructure erection in December 2016, start of construction of Clayton ground level station buildings in March 2017, and rail systems installation start and Clayton and Centre roads superstructure completion in June 2017.

Discussion occurred around the use of hoarding along the corridor in area 2. The hoarding will be used to promote traders and project specific information with the opportunity for further promotion of community events and information.

Consultation and local feedback

General SLG member feedback was provided that there is increasing positive talk and interest around the project, that recent bus replacement services have improved.

SLG members identified that the project must consider the Clayton Festival which is held in February and involves the closure of Clayton Road and can attract audiences of 20,000.


Meeting 4 executive summary

The fourth meeting of the Area 2 SLG was advised of construction enabling works being undertaken at Clayton Station construction site, the relocation of the heritage shelter at Clayton station and the track slew at the Centre Road crossing.

The construction update included a presentation of a project drawing roll plot with additional detailed design of preliminary bus access and bay design. Questions were addressed regarding proposed bus facilities in Clayton and car parking plans for the Clayton Station precinct.

CTD Alliance will hold discussions with Clayton traders in Clayton with the outcome of those discussions being provided to COSEP and Urban Design Review Panel for consideration in the detailed design.

The meeting was advised that timber and bluestone has been salvaged during demolition works for reuse in the project with the remainder being made available for community use. If members of the community or community organisation wished to utilise the timber or bluestone they should register their interest.

Upcoming disruptions

The meeting was advised of upcoming disruptions for Saturday 17 December until the first service on Monday 19 December between Caulfield and Westall.

Communication update

The meeting was provided with communication material produced in the last month, including the tree retention summary report, quarterly and monthly updates, a project design guide and information on the new Murrumbeena Station design.

Questions were addressed regarding reduction in the height of station canopy, security systems.

Introductory COSEP video with Brett Summers was played along with the Dr Tim Entwisle COSEP video. Members were introduced to the COSEP portal.

The meeting was encouraged to utilise online channels to receive further information regarding the COSEP on-line portal.

There was discussion seeking feedback from SLG members regarding the distribution of newsletters.


Meeting 5 executive summary

The fifth meeting of the Area 2 SLG was advised of up-coming construction activity including the works associated with the Centre road track realignment, Clayton Station piling works, signalling and service relocations and construction of access tracks, continued piling activity along the corridor and fencing works near Centre Road.

A presentation was provided on the considerations and planning involved in the selection of trees and other vegetation for the future open space along the corridor and an updated on work with the Clayton RSL on the Avenue of Honour and the Cenotaph.

Upcoming disruptions

The meeting was advised of upcoming disruptions for Saturday 17 December until the first service on Monday 19 December from between Caulfield and Westall.

Friday 6 January until the first service on Monday 9 January from between Oakleigh and Dandenong.

Construction activity will require temporary footpath closures and diversions at the Clayton Road pedestrian crossing.

Communication update

The meeting was advised of the quantum of material distributed along the corridor and was provided with communication material produced in the last month, including the monthly updates and information supporting the launch of the public open space portal.

The meeting was advised that the COSEP public open space on-line engagement 'portal' is the most appropriate forum for discussions regarding the adequacy of commuter car parking. SLG were members encouraged to participate on-line and to promote it throughout their community.

An update was provided on engagement with local traders.

General business

Monash City Council advised that they had submitted a proposal to the Community Open Space Expert Panel (COSEP) on the future use of the open space and that it is being considered by the project. City will also be undertaking public engagement regard the design of open space during February and March 2017.


Meeting 6 executive summary

The sixth meeting of the Area 2 SLG was advised of up-coming construction activity including piling works, surveying of underground services and the installation of viaducts for services, overhead line and equipment installation and temporary footpath closures and diversions at the Clayton Road pedestrian crossing.

The meeting was provided with anticipated milestones with pylons being stood in March, the superstructure in April, Clayton station ground level construction in May and rail systems installation start August.

In response to questions regarding the duration of the works the meeting was advised that driven piling works were due to be completed by 13 March and the Alliance committed to following up whether the notification incorporating duration of works was provided to the residents.

The meeting was advised of the relocation and works associated with the Telstra communications tower.

A presentation was provided on the Community Open Space Expert Panel and its work on proposals for beneath the elevated structure. Questions were taken and SLG members were encouraged to contribute their ideas through the open space portal.

The meeting was advised of upcoming disruptions for 1 to 8 April Dandenong to Pakenham, 8 to 10 April Caulfield to Dandenong, 22 to 24 April Flinders Street to Caulfield, 20 to 22 May Flinders Street to Caulfield.

Communication update

The meeting was provided with communication material produced in the last month:

  • A letter to property and business owners from the Brett Summers, regarding the outdoor art gallery and trees and vegetation.
  • And an information sheet on trees and vegetation, and
  • the monthly area update which has been distributed along the corridor.

The Alliance advised that there were seeking to establish a platform to view construction works in Clayton, and flagged the possibility of the March SLG meeting incorporating a viewing from the platform.

RSL advised that they were holding a public event of 2 April.


Meeting 7 executive summary

The seventh meeting of the Area 2 SLG was advised of up-coming construction activity including pier construction, piling works for both the piers and the overhead line between Hughesdale, Oakleigh, Huntingdale, Springvale and Sandown stations, tree and vegetation clearing and removal where necessary, surveying of underground services and the installation of viaducts for services, overhead line and equipment installation.

In the Clayton Station precinct construction activity would include cable route, signalling and utility relocations and temporary footpath closures and diversions at the Clayton Road pedestrian crossing.

The meeting was provided with anticipated milestones with pylons being stood in March, the superstructure in April, Clayton station ground level construction in May and rail systems installation start August.

Communication update

The meeting was provided with communication material produced in the last month:

  • the quarterly newsletter which has been distributed along the entire corridor.

In addition, the meeting was provided with Your Level Crossing and encouraged to participate in the survey on the linear park which closes at the end of the month.

MTM presented on the work done to minimise the impact of the construction works on the public particularly when passengers are required to travel on buses instead of trains.

RSL advised that they were no longer holding a public event of 2 April.

General business

Monash City Council advised that queries were circulating regarding the capacity freight trains running on the elevated rail. The meeting was advised that freight trains could run on the elevated rail.

Monash Medical Centre advised that they found the communication team at the AllIance to have been helpful with minimising construction impacts on their business.

The Medical Centre also advised that they would be holding an open a day on 2 April.


Meeting 8 executive summary

The eighth meeting of the Area 2 SLG was taken on a 40 minute site tour of the Clayton construction site. While conducting the tour a construction update was provided and questions were addressed.

The meeting was advised of up-coming construction activity including pier construction, piling works, beam installation, parapet installation, bridge deck construction and relocation of level crossing booms and lights at Clayton Road.

The meeting was provided with anticipated milestones with the start of the Clayton superstructure in April, Clayton station ground level construction in May and rail systems installation starting in August.

Upcoming disruptions

The meeting was advised of upcoming disruptions for 22 to 24 April Flinders Street to Caulfield, 20 to 22 May Oakleigh to Dandenong, 17 to 19 June Caulfield to Dandenong.

Communications update

The meeting was provided with the communications material produced in the last month:

  • Carnegie Station Design.

In addition, the meeting was encouraged to utilise the COSEP portal to provide feedback on the open space.

The meeting was advised that the finalised Clayton station design would be launched shortly.

Time lapse footage of the Clayton construction site was shown, as were the latest images from the entire Caulfield to Dandenong project.

Questions were asked regarding the notifications being provided to the community regarding piling activity. Additional information would be provided to the next meeting.

General business

RSL provided an update on work with the Alliance on the cenotaph.

Monash City Council provided an update on its public open space strategy.


Meeting 9 executive summary

The meeting was advised of up-coming construction activity including driven piling, pile cap and pier construction, bridge span and parapet installation, bridge deck construction and the relocation of level crossing boom gates and lights at Clayton Road.

The meeting was provided with anticipated milestones including the installation of Clayton Station spans in May, the start of construction of Clayton station buildings in June and rail systems installation starting in August.

Communication update

A presentation was provided to the SLG by the Small Business Mentoring Service (SBMS).  If members are aware of businesses that may benefit from the services provided by the SBMS please forward their contact details to the LXRP and they will be forwarded on. A copy of information provided to traders regarding SBMS is included with the minutes.

The meeting was advised that the Noble Park Info Hub would be up and running from Saturday 27 May 2018.

Meeting 10 executive summary

The meeting was advised of up-coming construction activity including the installation of haunches over Clayton Road over the weekend occupation 17/18 June and during Saturday night shifts 24 June and 1 July.

The installation of haunches will require the closure of Clayton Road.

The meeting was also advised that nightshifts will occur from time to time between 4 June and 8 September 2017.

The meeting was provided with anticipated milestones including the start of construction of Clayton station buildings in June and rail systems installation starting in August.

24 beams were now installed in the Clayton Station precinct.

During the construction update the prevention of right turn into Carinish and Haughton Roads from Clayton Road was raised.The meeting was advised that this step was taken to provide a safe environment for the installation of the haunches.It was anticipated the ‘no right turn’ into Haughton Road and Carinish Road would be in place for three months.

The Alliance would advise the traffic team of the feedback with a view to improving the situation.

In addition, there was discussion regarding construction start times following construction noise commencing at 7:15 am. Meeting asked that feedback be provided back to the construction teams and a report back to the group next month.

Communication update

A presentation was provided to the SLG of the 3D model of the project, which provides images of the elevated rail and stations from all perspectives.

Traders were keen to be provided with a viewing of the 3D model.

An update was provided on the screening.

The City of Kingston has been invited to join the SLG.

The Noble Park Information Hub opening was a big success.The Hub is opening occurred on 27 May from 9am to 11am. The Hub provides an opportunity for the public to learn more about the project and ask questions in regard to the project.

The VR goggles also proved very popular providing a sense of what the project will be like upon completion.

The Hub is open to the public from 9am to 5pm every Tuesday, from 3pm to 7pm every Wednesday, and from 9am to 12pm noon every second Saturday.

The RSL advised that they were looking forward to flag raising ceremonies in the new created Avenue of Honour in the open space.

Local government advised that works and interaction with the project was progressing well.


Meeting 11 executive summary

The meeting was provided with an update of construction activity along the corridor in the previous month and advised of up-coming construction activity including the installation of haunches at Clayton Road on the weekend of 22/23 July, beams over Clayton Road 11/12 August and the commencement of Clayton Station construction from September.

As part of the installation of beams at Centre Road there will be closure of the slow lanes in each direction from mid-August for 12 weeks.

Ongoing Murrumbeena Station Closure (until 3 September)

Communication update

An update on the design of the open space along the corridor was provided.

A question was raised regarding the shared user path crossing of the new link road west of Clayton Road. Information will be provided to the August meeting on this matter.

The meeting was advised of that the final design of Clayton Station was recently launched and a meet the experts session was held in Clayton on the finalised station design.

The new Clayton Station will include lighting, CCTV and a ground-level waiting room. Stairs, escalators and large-sized lifts (with back-up power) will give access to the elevated platforms, and a new parkiteer bike cage will provide cyclists with secure parking.

The meeting was advised that a trader engagement workshop was recently held in Noble Park.

Meeting 12 executive summary

The meeting was provided with an update of construction activity along the corridor in the previous month and advised of up-coming construction activity.

In the previous month, construction activity included the installation of the second support beam for the straddle carrier in Murrumbeena, and 50% of the super T beams have been installed in Noble Park

In Clayton, three of the four haunches were placed on piers at the Clayton Road level crossing.This is in preparation for beam placement in early September.

The project has started installing barriers along the edge of the elevated structures known as parapets.Over the next few months more than 2500 will be installed in Clayton and Noble Park.

From mid August to early November 2017, slow lanes in each direction on Centre Road will be closed to allow overhead structures to be safely installed.Two-way traffic will be maintained.

Haunches will be installed at Centre Road on the weekends of 19-20 August and 2-3 September with beams being installed on 24 September.

Over the coming months there will be continued installation of super T-beams and piers will continue appear in Clayton.

It is anticipated that late August will see the installation of the fourth haunch and 50% of the beams across Clayton Road and all piers completed in Clayton.

September 2017 will see the installation of haunches and beams at Centre Road and the remaining beams installed over Clayton Road and the commencement of Clayton Station construction.

Meeting 13 executive summary

The meeting was provided with an update of construction activity along the corridor in the previous month and advised of up-coming construction activity.

In the previous month, the first beams went over road in Clayton on the over the weekend on 2 September to 3 September. Each beam weighed 94 tons and the road was closed for around an hour for the installation.We have almost installed 100 per cent of piers in Clayton. Due to be completed in October

In the coming weeks we’ll begin the construction of the hollow core deck at Clayton Station, which will become the foundation of the platform. We will also complete the installation of piers and beams in Clayton, including the beams across Centre Road.

We’ll commence the construction of embankments that will connect the ground level rails to the elevated structure in the coming months.

The existing Telstra communications tower will also be relocated, allowing us to continue construction along the rail line.

Communication update

A presentation was provided to the meeting on the Community Open Space Expert Panel Report and the meeting was advised of the release of the Open Space Consultation report. The report outlines the key feedback, ideas and recommendations received from the community, businesses and stakeholders during the consultation program and how they have been incorporated into the open space design.

The meeting was advised that the quarterly update would be distributed shortly and that LXRP had been in contact with the Clayton Library to further community engagement.


Meeting 14 executive summary

The meeting was provided with an update of construction activity along the corridor in the previous month and advised of up-coming construction activity.

Murrumbeena Station re-opened on 2 October. While Murrumbeena station was closed 17 spans were installed and a 50 tonne debris deck and two transfer platforms for spans and the straddle carrier were constructed.We have completed 50,000 hours of work in the Murrumbeena Station area.

In Clayton, we have placed all four beams over Centre Road, completed the installation of piers and kept Carinish Road open for Diwali on 19 October, in response to local traders.

In the coming months, parapets will be installed on the beams over Clayton Road, the installation of super T beams will be completed, groundworks will continue on the Clayton Substation and works on the retaining walls will commence.

Slow lanes on Centre Road will be reinstated in coming weeks.

In Noble Park, the foundation of the new station platform is complete as is the installation of super T beams.

In the coming months, Noble Park will see the continued construction of the Noble Park Station, continued work on the abutments at Corrigan Road, Mons Parade and at Mile Creek and the lifting of 100 metre lengths of rail onto the elevated structure.

Slow lanes at the Heatherton Road crossing will be reinstated in coming weeks

Assembly of walkways will commence at Sandown.

A presentation was provided to the meeting on the sustainability performance of the Caulfield to Dandenong Level Crossing Removal Project.

A presentation was provided to the meeting open space final design.

General business

The meeting discussed opportunities to utilise the VMS Boards for positive messaging about the project.


Meeting 15 executive summary

The meeting was provided with an update of construction activity along the corridor in the previous month and advised of upcoming construction activity.

In Murrumbeena, a straddle carrier was turned around to allow the installation of spans towards Hughesdale. Spans are now being installed in both directions from Murrumbeena Station.

At Noble Park, half the canopy for the new Noble Park Station has been installed. Twenty segments have been put in place with 43 more to go.

In Clayton, ground level works for new station amenities began with the installation of the escalator and platform works picked up with the installation of paving and lighting poles.

Scaffolding is being dismantled following the completion of the hollow core and parapet installation.

Over the next four weeks station works on Clayton Station will see the installation of lifts and the start of canopy installation. In addition, Clayton Road right turn into Carinish Road to be reinstated as will the Centre Road slow lanes.Retaining wall works and the installation of rail is expected to commence.

Communication update

A presentation was provided to the meeting on the stakeholder communication of the Caulfield to Dandenong Level Crossing Removal Project and feedback sought on that communication.

The meeting was provided with copies of the monthly area update and the upcoming disruption on the rail corridor was highlighted.

General business

The local sport club advised that they found the advance notice regarding disruptions and car parking changes helpful.


Meeting 16 executive summary

The meeting was provided with an update of construction activity along the corridor in the previous month and advised of up-coming construction activity.

In Murrumbeena, construction of the station buildings continues as does the placement of beams towards Caulfield and Hughesdale.

Track is being laid in Noble Park and everything is on schedule for the crossings being removed by late February.

Clayton Station is coming along with the first piece of station canopy installed, along with significant work done on the platform and station masts.

We have started work on the retaining walls in Clayton and commenced the installation of moulding on the side of the elevated structure.

The Information Hub is moving to Clayton from Noble Park and will commence operation in early March.

In the next four weeks in Clayton, retaining wall works will continue on the abutments and canopy works will be undertaken during the night.

Upcoming disruptions

Until March 2018, Carinish Road will close intermittently to rebuild Clayton Station.

30 January to 14 February buses will replace trains from Westall to Dandenong.

After 9pm buses will replace trains on the following dates:

  • Oakleigh to Westall, 4 February
  • Caulfield to Westall, 13 to 15 February
  • Caulfield to Dandenong, 18 to 22 February and 27 February to 1 March

Hughesdale Station closure continues.

Communication update

The construction Alliance reissued a request for feedback on the Alliance’s communication strategy as presented at the December meeting.

An update was provided on communication activity during January and February and the upcoming disruptions on the rail corridor were highlighted.

In response to queries regarding screening, the screening fact sheet can be found at levelcrossings.vic.gov.au and copies will be available at the February meeting.

General business

Community representative highlighted commuter car parks remained fenced off around the Telstra tower, sought clarity on the location of taxi ranks near the new Clayton station, and questioned whether notification of works near the Prince Charles Street had occurred.

The meeting suggested a site tour as part of the next meeting.


Meeting 17 executive summary

Construction update

The meeting was provided with an update of construction activity along the corridor in the previous month and advised of up-coming construction activity.

The straddle carrier will be decommissioned in two weeks. The last over road beam for the Caulfield to Dandenong Project is scheduled to be installed this week over Poath Road. After that there are only 2 beams to go.

Works are continuing in Noble Park and the station is nearing completion. Open space works are also on schedule.

Construction on Clayton Station continues and is on schedule. Walk ways are finished along the viaducts four weeks ahead of schedule. These will be used for maintenance and for passengers to disembark unlikely event of a train breakdown.

Over the next moth station works are continuing on Clayton Station requiring intermittent closure of northwest direction of Carinish Road between Kanooka and Clayton Road (Carinish Road has been open to two way traffic for much of the break period). 24 hour works will continue on Clayton station canopy and affected residents have been offered relocation (no unknown residents have taken it up or complained about noise).

Works will also be done connecting the new elevated train tracks to the existing tracks. Continuing works on the new Clayton Station, include concourse, canopy, platform and building works. Works on the elevated structure include track, overhead wiring, signalling, screening, walkways and utilities works. Civil works, include trenching, excavation, retaining wall, abutment and embankment retention. Overhead wiring, signalling, and power activities are also continuing at ground level.

Communication update

An update was provided on communication activity during March in particular the walking tours and the opening of the information hub in Clayton.

General business

It was requested that there should be a briefing about the open spaces for the next meeting. Matters to be covered are the number of car parking spaces, the timing of works and completion dates.

A member said that they are hearing that the new Noble Park Station is impressive, however there are concerns about the escalators breaking down.

An update on taxi rank locations at the new station was given. A member raised objections in regard to the location of the Haughton Road taxi rank and gave alternate suggestions for the bus stop.

Construction update

The meeting was provided with an update of construction activity along the corridor in the previous month and advised of up-coming construction activity.Works are moving along in Area 1. We have installed canopy segments at the new Murrumbeena Station and at the new Carnegie Station. In Area 3 track and other rail infrastructure removed from ground level and ground prep for the open space well underway

Construction on Clayton Station is now open and operational. The opening on 16 April was a big success. The first train arrived at the new Clayton Station at 4.56am. This newest section of elevated rail at Clayton is 1.4km long and returns back to grade (ground level) just before Westall Station and rising again at Noble Park. We are updating rail infrastructure along the entire length of the Cranbourne and Pakenham lines, installing:

  • A system that is overallmore resilient to extreme weather such as heat or lightning strikes.
  • 740km worth of cables – enough to run end to end from Melbourne to Sydney
  • 180 new signals. We’re re-positioning these to cater for more frequent trains
  • Around 500km of overhead wire along with 2200 structures

Boom gates at Centre Road were removed on Tuesday 3 April. Boom gates at Clayton Road were removed on Tuesday 10 April.

Over the next month:

  • Early works utilities relocations between late April and mid May 2018
  • Remove ballast, hardstands, rail and sleepers between now and end of May 2018
  • Install walkway RMPs (rotated moulded plastic) between now and mid May 2018
  • Install anti-graffiti treatment between now and early May 2018
  • Completion of station facilities and buildings though to late May 2018
  • Centre Road reinstatement thought to late may 2018
  • Linear park works though to August 2018

We have had a flurry of Comms activity in Clayton including VIP Tour, Clayton Road Boomgate Removal Event, Station Opening and Upcoming Community Event.

A member requested information on whether the piers would be painted. This was confirmed.
