Area 3 (Corrigan Road to Chandler Road) Stakeholder Liaison Group (SLG)

Meeting 1 executive summary

The first meeting of the Area 3 Stakeholder Liaison Group (SLG) provided attendees with a summary of the project, including an overview of construction and community engagement planning and activities undertaken to date. Key points of discussion included: current offset car parking arrangements and future potential car parking opportunities; construction and demolition of Sportsmart's impacts including potential parking impacts in and around Noble Park Station; traffic flow issues at the Heatherton Road/Douglas Street intersection and roundabout; design integration with AMES, and future interactions between the SLG and the Community Open Space Expert Panel (COSEP).

Areas of interest for discussion at future meetings include tree removal and retention plans; parking locations during and beyond construction; preferred truck routes; detailed design discussion, including multicultural integration, and provision of a four-week look ahead of construction activities.


Meeting 2 executive summary

The second meeting of the Area 3 SLG provided an overview of upcoming construction milestones; the detailed design process currently underway and summarised the tree retention and removal planning process.

Key points of discussion included: releasing specific details of vegetation removal including the future plans for trees in the area; bus interchange designs with the new Noble Park Station precinct; social enterprise opportunities, and partnership opportunities for Noble Park Secondary College VCAL students.

Topics flagged for discussion at the Octobermeeting include: further information about project design, specifically tree plantingand urban design opportunities, and the future opportunity for a presentation from Tim Entwisle (COSEP Chair).


Meeting 3 executive summary

The third meeting of the Area 3 SLG provided an overview of upcoming construction milestones, a design development update andan explanation of the piling process.

Key points of discussion

An overview of upcoming construction milestones was provided along with a synopsis of activities including start of permanent pier erection in October 2016, start of Corrigan and Heatherton superstructure erection in December 2016, start of Mile Creek and Chandler superstructure erection in January 2017 and start of construction of Noble Park ground level station buildings in March 2017.

Construction 4-week look ahead:

  • Piling testing, piling platform construction, driven piling works to be conducted during the day at Chandler Road and between Corrigan and Heatherton roads
  • Concrete works for pile caps and piers, fencing works between Corrigan Road and Chandler Road
  • Piling works to be conducted during the day at Chandler Road
  • Signalling and cable work activities, power pole relocations, construction of new substation at Dandenong
  • Underbore and non-destructive digging works at Corrigan, Heatherton and Chandler roads
  • Temporary pedestrian footpath and level crossing closure at Heatherton Road while piers are constructed
  • Partial lane closures on Heatherton Road and Mons Parade while piers are constructed.

Vegetation retention was discussed, including in the context of the movement of the tracks near Mile Creek. Also discussed were traffic impacts and road changes, in particular Council feedback that treatment of the Lightwood Road intersection is on the Council's wish list of potential project add-ons to the project. It was acknowledged that this will form part of ongoing discussions with LXRP.


Meeting 4 executive summary

The fourth meeting of the Area 3 SLG was provided with an overview of upcoming construction works including activity in the Noble Park station precinct, piling and concrete works, fencing around Corrigan and Chandler Roads, power pole relocations, relocation of signalling works and the tree land vegetation removal.

The meeting was advised that there would be a temporary closure of the footpath and level crossing at Heatherton Road while piers were constructed. There would also be partial lane closures on Heatherton Road and Mons Parade while piers are constructed.

The construction update included a presentation of a roll plot with discussion including a description of the station design and superstructures.

Information was provided regarding the relocation of the electrical substations as part of the works.

The meeting was advised that timber and bluestone has been salvaged during demolition works for reuse in the project with the remainder being made available for community use. If members of the community or community organisation wished to utilise the timber or bluestone they should register their interest.

Upcoming Disruptions

The meeting was advised of upcoming disruptions for Saturday 17 December until the first service on Monday 19 December between Caulfield and Westall.

Communication update

The meeting was provided with communication material produced in the last month, including the tree retention summary report, quarterly and monthly updates, a project design guide and information on the new Murrumbeena Station design. Publications are available on the LXRP site.

Introductory COSEP video with Brett Summers was played along with the Dr Tim Entwisle COSEP video. Members were introduced to the COSEP portal.

The meeting was encouraged to utilise online channels to receive further information regarding the COSEP portal.

Feedback was provided on the monthly newsletter.

The meeting was advised that local secondary students viewed the changes associated with the removal of the level crossing as a positive change.


Meeting 5 executive summary

The fifth meeting of the Area 3 SLG was provided with an overview of upcoming construction works including piling activities occurring progressively throughout the rail corridor between Corrigan and Chandler roads, concrete works for the pier bases at Noble Park Station and between Corrigan and Heatherton roads, preparatory works will continue in the Noble Park Station area and fencing works between Corrigan Road and Chandler Road

It is anticipated that January 2017 will see the standing of the first pier, the start of Mile Creek and Chandler road superstructure.

February will see the start of Corrigan and Heatherton superstructure

The meeting asked whether there was a time lapse camera set up to track construction activity on site. Advice will be provided to the February meeting

The meeting asked about the availability of timber sleepers from the project. The meeting was advised that while there was a register for the bluestone and timber from the deconstructed stations, advice would be provided to the next meeting as to whether this included timber sleepers.

Upcoming Disruptions

The meeting was advised of upcoming disruptions for Saturday 17 December until the first service on Monday 19 December between Caulfield and Westall.

As well as Friday 6 January until the first service on Monday 9 January between Oakleigh and Dandenong.

Construction activity will require temporary footpath closures and level crossing closure at Heatherton Road while piers are constructed, and partial lane closures on Heatherton Road and Mons Parade while piers are constructed.

Communication Update

The meeting was advised of the recently announced Noble Park Station design and was provided with material associated with that announcement.

The meeting was provided with communication material produced in the last month, including the monthly updates and information supporting the launch of the public open space portal.

In addition, the meeting was advised that the structure's elevated design would be launched shortly, supported by imagery of the design.

General Business

The meeting discussed traffic flows at the Heatherton Road roundabout was raised. Further information on the traffic flows through the Heatherton Road roundabout will be sought for the February meeting.


Meeting 6 executive summary

The sixth meeting of the Area 3 SLG was provided with an overview of upcoming construction works including piling activities occurring progressively throughout the rail corridor, concrete works for pile caps and piers, surveying of underground services using vacuum trucks, relocation of signalling cable and the installation of viaducts for services near Bennett Street.

The Noble Park Station precinct will see the installation of site facilities and pier construction.

It is anticipated that February 2017 will see the standing of the first pier, March 2017 will see the start of Mile Creek and Chandler road piling, pile caps and piers, and the start of Corrigan Road and Heatherton Road superstructure. April will see the start of construction of Noble Park ground level station buildings.

A presentation was provided on the considerations and planning involved in the selection of trees and other vegetation for the open space.

The meeting was advised of upcoming disruptions for 1 – 8 April Dandenong to Pakenham, 8 – 10 April Caulfield to Dandenong, 22 – 24 April Flinders Street to Caulfield, 20 – 22 May Flinders Street to Caulfield

To ensure safe construction activity there will be temporary pedestrian footpath and level crossing closure at Heatherton Road while pile caps and piers are constructed, permanent closure of the Heatherton pedestrian crossing (west side) and partial lane closures on Heatherton Road and Mons Parade while piers are constructed.

Communication Update

The meeting was provided with communication material produced in the last month:

  • A letter to property and business owners from the Brett Summers, regarding the outdoor art gallery and trees and vegetation.
  • And an information sheet on trees and vegetation, and
  • the monthly area update which has been distributed along the corridor.

Time lapse footage of Noble Park construction was presented.

General Business

The meeting was advised that if individuals were interested in utilising timbers sleepers salvaged for the works they should work through the wood register


Meeting 7 executive summary

The seventh meeting of the Area 3 SLG was provided with an overview of upcoming construction works including piling activities occurring progressively throughout the rail corridor, In-situ concrete works for pile caps and piers, Installation of pre-cast piers in Noble Park Station area, beam placement and bridge deck pours for the elevated viaduct, surveying of underground services using vacuum trucks, relocation of signalling cable and the installation of viaducts for services near Bennett Street.

It is anticipated that March 2017 will see the start of Mile Creek and Chandler road piling, pile caps and piers, and the start of Corrigan Road and Heatherton Road superstructure. April will see the start of construction of Noble Park ground level station buildings.

The meeting was provided with communication material produced in the last month:

  • the quarterly newsletter which has been distributed along the entire corridor.

In addition, the meeting was provided with Your Level Crossing and encouraged to participate in the survey on the linear park which closes at the end of the month.

General Business

MTM presented on the work done by to minimise the impact of the construction works on the public particularly when passengers are required to travel on buses instead of trains.

Council advised of work being undertaken on the City of Greater Dandenong's Noble Park Structure Plan.
