Making Seaford boom gate free
We’re removing the dangerous and congested level crossings at Armstrongs Road and Station Street, in Seaford by building two separate rail bridges over the roads to make Seaford boom gate free.
We’ll also build a new modern and accessible Seaford Station with better facilities for passengers.
With these level crossings gone, journeys will be safer and more reliable for drivers, pedestrians and bike riders.
The new rail bridges and elevated station will provide more opportunities for new community spaces, car parking and walking and cycling connections.
Construction will start in 2027, with the level crossings gone for good and the new Seaford Station open in 2029.
We’re removing all 27 dangerous level crossings on the Frankston Line to make journeys boom gate free by 2029,
with communities to benefit from 17 rebuilt train stations and new open space.
Why these level crossings need to go
- More than 5000 vehicles travel through these level crossings each day
- Boom gates down more than half an hour every morning peak (7am to 9am)
- Seven near misses at these crossings since 2016.Up to
- 40 trains go through these level crossings during the morning peak (7am to 9am)

New Seaford Station
Passengers can look forward to a new modern and accessible Seaford Station.
Opening in 2029, the elevated station will have better facilities for passengers, including:
- seating and standing areas on the platforms protected from weather
- upgraded modern facilities with 2 station entries
- lifts and stairs making it more accessible for everyone to catch the train
- landscaping and seating areas
- CCTV and lighting to provide a safer station precinct
- bike facilities including a Parkiteer and bike hoops.
Making the Frankston Line level crossing free
We're making Seaford level crossing free with:
- New rail bridge over Armstrongs Road
- New rail bridge over Station Street
- New elevated Seaford Station
We’re removing all 27 level crossings and building 17 new stations on the Frankston Line by 2029.
These new, accessible stations will have better facilities for passengers, including more lighting and CCTV.
Major construction is underway to remove the level crossings at McDonald Street, Mordialloc and Station Street, Aspendale by building new rail bridges and a new Mordialloc Station, with boom gates gone and new station open next year.
Removing every level crossing on the Frankston Line will reduce congestion on local roads and improve public transport journeys, paving the way for more trains, more often.
From 1 February next year, Frankston Line services will return to the City Loop – enabled by the Metro Tunnel Project and the new Train Stabling Yard at Kananook.
In 2029, we will have unlocked valuable open space, and created at least 14km of new pedestrian and cycling paths along the Frankston Line.
Why rail bridges are the best choice for Seaford
We assess every level crossing site based on its unique characteristics when identifying the best solution for a project.
Our engineering assessments determined, that elevating the rail line over the roads is the best design to remove Seaford's level crossings.
With 1km between Armstrongs Road and Station Street, building 2 rail bridges instead of one continuous rail bridge will allow for more efficient construction and shorter disruptions for passengers and road users.
Under the rail bridges and the elevated Seaford Station, we’ll include car parking, landscaping, and facilities such as seating and bike hoops.
The advantages of rail bridges over roads:
- connects the community by removing the rail line barrier
- reliable travel times with no boom gate delays
- creates space for trees, landscaping, car parking and station facilities
- shorter construction time compared toother design solutions, minimising disruptions to train passengers and road users
- reduces noise with no more boom gate bells and trains travelling in the rail bridge with new rail tracks and sleepers
- improves safety for locals and road users.

Site investigations
To help us understand more about the local area, we’re carrying out site investigation, ecological observations, heritage surveys and traffic studies over the coming months and into next year.
You may notice construction workers, machinery and vehicles and minor car parking changes in the area.
These investigations and engineering work which will help inform the project’s concept designs.

How we will engage with the community
Community consultation
We start by talking to the community about how you move around the area, how often you use Seaford Station
and how you would like to use the new space we'll create by raising the rail line.
Concept designs
We’ll release the project concept design and ask for your feedback. You’ll have the opportunity to help refine key elements of the design.
Planning approvals
We'll seek community submissions on a range of planning matters.
Final designs
We’ll share the final project designs and let you know what to expect during construction.
Construction
Throughout construction, we'll work with residents, local traders and key stakeholders including Frankston City Council and local community groups to help manage any disruption caused by our works.
