Updated project designs released

We’re making the Frankston Line level crossing free by removing all 27 of the dangerous and congested level crossings by 2029 and building 17 new stations, improving safety, reducing congestion and allowing more trains to run more often.

We’re removing the level crossings at McDonald Street in Mordialloc and Station Street in Aspendale by building new rail bridges.

We’re also removing and closing the Bear Street level crossing in Mordialloc and building a new Mordialloc Station, creating a vibrant new station precinct with safe access for pedestrians and cyclists by 2026.

Improvements to the local road network will also help traffic and pedestrians move smoothly and safely through the local area. We have released updated project designs ahead of construction starting later this year.

Your feedback throughout 2023 has helped shape the updated designs, which reflect the community’s preferences for a station precinct that celebrates Mordialloc’s local character, as well as colours and materials that reflect the area’s connection to the beach, and safer walking and cycling connections.

In the coming months, early works, site investigations and engineering work will continue ahead of major construction in 2025.

Why these level crossings need to go

  • Around 26,000 vehicles travel through these 3 level crossings every day
  • Boom gates are down for approximately 40 minutes of the morning peak (7am to 9am)
  • 33 trains during the morning peak
  • 12 near misses at these crossings since 2016 and one fatality

How community feedback has shaped the design

In late 2023, we released concept designs and asked you for feedback on elements of the design including landscaping, overall look and feel of the station precinct, and other opportunities.

We received more than 400 valuable pieces of feedback via online surveys, community information sessions and workshops, and our contact centre.

The concept designs were informed by initial community feedback we received in June 2023, when we asked locals to provide feedback on how you move through the area and what’s important to you.

All your feedback has helped shape the updated designs, including a station precinct that celebrates Mordialloc's local character with native planting, colours, and materials that reflect the area's connection to the beach.

Concept design feedback

New station precinct

What we heard: You want a new station precinct with a look and feel that incorporates features of the local area.

Response: The new design celebrates the heritage and unique character of Mordialloc, with the historic water tower remaining an important part of the precinct. We're also incorporating the original platform one station building into the design.

The forecourt landscaping draws on the distinctive personality of Mordialloc creek and the surrounding wetland.

Moving around the area

What we heard: You said that lighting would improve the walking and cycling connections in the area.

Response: We’re creating functional and safe connections by providing lighting along all new walking and cycling paths.

Public space

What we heard: Most of the new public space should be dedicated to trees, plans and landscaping

Response: The station forecourt includes raised garden beds, seating, and landscaped areas, creating a vibrant and welcoming public space.


Your new Mordialloc Station precinct

We're creating a new station precinct that celebrates the local area. This includes planting and landscaping that reflect the natural surroundings, protecting the heritage water tower and incorporating the original station building into the precinct.

Traffic changes

We're making changes to the local traffic network as part of the project.

Station Street, Aspendale:

  • New link road connecting Station Street to the Nepean Highway, Aspendale
  • New roundabout to keep traffic moving between Station Street and Pine Crescent, providing smooth access to the Nepean Highway. The roundabout will also provide safe and easy access for residents accessing their properties and minimise traffic noise
  • New pedestrian and cycling path
  • Signalised pedestrian and cyclist crossings supporting active transport options.

Mordialloc Station precinct

  • Bear Street closed to vehicles, creating a vibrant new station precinct. Pedestrian and cycling access will remain
  • McDonald Street and the Nepean Highway intersection upgrade
  • New slip lane from McDonald Steet to the Nepean Highway
  • Signalised pedestrian crossings on Albert Street and McDonald Street
  • Albert Street one-way between Lewis and McDonald streets.

Preparing for construction

Works on the Mordialloc level crossing removal project will ramp up later this year, with the project set to be complete in 2026.

Over the next few months, we’ll set up our site facilities and continue relocating services in preparation for major works to begin next year.

Throughout works, there’ll be increased activity in the project area, including workers, construction vehicles and equipment.

We’ll continue to work with residents, local traders, schools and the broader community to help manage and mitigate disruptions caused by our works where possible.

Apply to join our Stakeholder Liaison Group

We’re looking for locals to represent the community in our Stakeholder Liaison Group (SLG).

The SLG will provide local perspectives and insights to the project team and share project information to their community.

The SLG is made up of volunteer community members who represent the views and interests of local residents, business owners, and community organisations and is an important way for us to connect with the community.

Aspendale Level Crossing Removal Project

In October 2022, the Victorian Government made the commitment to remove every level crossing on the Frankston Line. This includes the removal of the Groves Street level crossing and building a new premium Aspendale Station with modern facilities. This project will be complete by 2029. We will update the community as the project progresses.
