9 April 2025

We’re removing the level crossings at McDonald Street in Mordialloc and Station Street in Aspendale by building new rail bridges.

We’re also closing the Bear Street level crossing in Mordialloc and building a new Mordialloc Station, creating a vibrant new station precinct with modern facilities and safe access for pedestrians and cyclists in 2026.

As part of the project, we need to change some nearby roads to make way for:

  • the new rail bridges and elevated station
  • a vibrant new station precinct, enhancing connections to transport and nearby shops
  • a smoother traffic flow in the boom gate-free area, ensuring safer and more efficient journeys
  • safer pedestrian and cyclist connections, including signalised crossings at key intersections like Albert and McDonald Streets
  • a new road connection in Aspendale, providing safer access to the Nepean Highway for residents and drivers.

To do this, we’ll:

  • permanently close Bear Street to vehicles, maintaining pedestrian and cyclist access
  • make Albert Street one-way southbound between Lewis and McDonald Streets, improving traffic flow and safety
  • build a new link road under the rail bridge in Aspendale, providing smooth access to the Nepean Highway
  • introduce a left-turn option at the new set of traffic lights on Nepean Highway, improving travel options for drivers
  • construct a roundabout on Station Street to keep traffic flowing onto the new link road.

Project benefits

  • Three dangerous level crossings gone for good
  • New premium station with modern facilities
  • Improved traffic flow
  • Improved safety for drivers, pedestrian and cyclists.

Why these level crossings need to go

  • 33 trains run during the morning peak
  • Around 26,000 vehicles travel through these 3 level crossings every day
  • Boom gates are down for around a third of the morning peak (7am to 9am)
  • 12 near misses at these crossings since 2016 and 1 fatality.

Mordialloc traffic changes

Albert Street

As the rail line will move east towards Albert Street, we'll make the road one-way southbound between Lewis Street and McDonald Street.

Drivers will be able to turn left into McDonald Street from the one-way section. Drivers travelling north can access Albert Street via Barkly and Lewis streets.

Vehicles travelling along Albert Street from Bear Street (northbound) will be able to safely turn left or right into McDonald Street.

Bear Street

When we build the new rail bridge and remove the level crossings, Bear Street will close permanently to vehicles, with pedestrian and cyclist access maintained.

This will create space for a vibrant new station precinct with safer connections to transport and nearby shops.

Traffic updates

We’ve finalised elements of the project design, including traffic and intersection arrangements.

Left turn onto Nepean Highway from new link road

The project design now includes a left turn from the new link road onto Nepean Highway, allowing drivers to go straight, right or left at the new set of lights.

This is the positive result of community feedback and ongoing engagement with the Department of Transport and Planning and Kingston City Council.

To ensure this turn is safe for all road users, vehicles 8.8m and over will not be allowed to turn left at the new link road onto Nepean Highway.

Other traffic updates

We’ll build a new turning circle at the end of Station Street near Mordialloc College, allowing cars to turn around safely during school pick up and drop off. We’ll also build 30 new car spaces at the end of Station Street.

We’ll then landscape near the former level crossing site, creating a continuous flow of green space from Attenborough Park to Groves Reserve.

The current connection between Nepean Highway and Station Street, Aspendale will be replaced by the new link road further down Nepean Highway.

The existing Nepean Highway and Station Street intersection traffic lights will be replaced with a give way sign to maintain access to Scope Disability Services and support traffic flow.

Car parking changes

There will be some adjustments made to on-street car parking to make way for traffic and road changes.

To keep traffic flowing smoothly and safely through the area we'll need to adjust on-street parking so we can:

  • build a slip lane for vehicles turning left from McDonald Street onto Nepean Highway
  • build a pedestrian crossings on Albert, McDonald and Station streets
  • make Albert Street one-way between Lewis and McDonald streets to keep traffic moving smoothly through the new boom gate free area
  • build a roundabout on Station Street, Aspendale to keep traffic moving onto the new link road
  • build a signalised intersection at the new link road at Nepean Highway, Aspendale.

We’ll build new car spaces at:

  • Station Street, Aspendale
  • Albert Street, Mordialloc.
