The Victorian Government is removing 27 dangerous level crossings and building 17 new stations, making the Frankston Line level crossing free by 2029 and improving safety, reducing congestion and allowing more trains to run more often. We’re removing the level crossings at Warrigal Road, Mentone and Parkers Road, Parkdale, and building a new Parkdale Station.

What we’re doing

Works will take place during the following times:

  • 6pm to 7am each night from Sunday 1 to Wednesday 4 October 2023
  • 7am to 6pm each day from Wednesday 4 to Saturday 21 October 2023
  • 12.30am, Sunday 22 October to 3am, Saturday 4 November (24-hour works)

We will be:

  • moving the boom gates at Warrigal Road and Parkers Road to line up with the new temporary rail track and build a new pedestrian crossing near Warrigal Road
  • transplanting trees near Parkdale Station on Como Parade West
  • clearing vegetation along station platform on Como Parade West
  • closing and demolishing the existing Parkdale Station
  • joining the existing rail track to the temporary rail track
  • decommissioning overhead cables and enabling the 22kV underground cables
  • carrying out site excavation and earth works
  • building temporary pedestrian crossings at Cremona Street, Warrigal Road and Parkers Road
  • completing drainage and piling works in the rail corridor.

What to expect

  • Crews using site offices, compounds and laydown areas out of hours
  • Moderate to high noise from construction machinery
  • Vibration and noise during the demolition of Parkdale Station, sheet piling and track construction
  • Changes to pedestrian crossings and road closures
  • Traffic management near the work sites and additional workers, vehicles, and equipment.

Managing construction impacts:

During construction, we actively monitor noise, dust, and vibration levels to ensure they are within Environment Protection Authority (EPA) control guidelines. To minimise community impacts we:

  • use quieter reversing alarms on vehicles and machines, and noise blankets (when we can)
  • use a range of measures to minimise dust to maintain air quality
  • use targeted lighting to safely illuminate work areas, and reduce project lights shining into homes
  • will keep in touch with directly affected residents
  • engage with local schools regarding changes to local roads to ensure students and buses can travel safely.

Changes to the way you travel

Road and footpath changes

Como Parade West

  • Footpath and parking closing (rail side) between Alameda Street and Parkers Road from Wednesday 4 October for the duration of the project.
  • Road reduced to one lane (northbound) between Lucerne Street and Dickens Street from 9pm Wednesday 4 to 11.30pm Saturday 21 October.
  • Single lane closure at the Parkers Road roundabout from Sunday 22 to Tuesday 24 October.

Como Parade East

  • Parking closed (trader side) between Stewart Avenue and Parkers Road from mid-October to early November.
  • Road closed between Barry Street and White Street from 9pm Wednesday 4 to 11.30pm Saturday 21 October. Local access maintained.
  • Short-term traffic stoppages to allow trucks to enter and leave the construction site between Rogers Street and White Street.

Warrigal Road

  • Road closed at the level crossing from 9pm Wednesday 4 to 11.30pm Saturday 21 October.

Parkers Road

  • Road closed at the level crossing from12am Sunday 22 October to 12am Saturday 4 November.

Pedestrian rail crossing changes

Warrigal Road

  • Pedestrian rail crossing north closed for the duration of the project
  • Pedestrian rail crossing south closed from Wednesday 4 to Saturday 21 October.

Pedestrian detours 350m towards Mentone, or 850m towards Mordialloc.

Cremona Street / Rogers Street

  • Pedestrian rail crossiong closed from Sunday 22 October to Friday 3 November.

Pedestrian detour 560m towards Mentone, or 350m towards Mordialloc.

Parkers Road

  • Pedestrian rail crossing north closed from Sunday 22 October for the duration of the project.
  • Pedestrian rail crossing south closed from Sunday 22 October to Friday 3 November.

Pedestrian detour 630m towards Mentone, or 850m towards Mordialloc.

Rail changes

  • Buses replace trains on the Frankston Line between Morrabbin and Mordialloc from 8.30pm to last service each night, Sunday 1 October to Wednesday 4 October.
  • Buses replace trains on the Frankston Line between Moorabbin, Cheltenham and Frankston and on the Stony Point Line between Frankston and Stony Point from 11.30pm Saturday 21 October and last service Friday 3 November.
  • Parkdale station will be closed from 11.30pm Saturday 21 October to mid-2024. A shuttle bus will operate between Mentone and Mordialloc stations to connect Parkdale Station passengers to Frankston Line trains. The shuttle bus will also provide access across the rail line for the community.

Signs will be in place at all stations to direct passengers.
