The Victorian Government is removing 27 dangerous level crossings and building 17 new stations, making the Frankston Line level crossing free by 2029 and improving safety, reducing congestion, and allowing more trains to run more often. We’re removing the level crossings at Warrigal Road, Mentone and Parkers Road, Parkdale, and building a new Parkdale Station.

What we’re doing

Works will take place during the following times:

• 7am to 6pm each weekday and Saturdays 7am to 5pm
• 9pm to 5am each night from Friday 15 December to Monday 18 December
• The worksite will shut down for the holiday period from Saturday 23 December 2023 to Sunday 7 January 2024.

At times we may need to work outside normal construction hours. We will be in touch with residents directly affected by these works.

With trains now operating on the new temporary rail track until mid 2024, the Warrigal Road and Parkers Road boom gates are relocated a few metres east to provide safe pedestrian and vehicle crossing points.

Outside the rail corridor we will be:

• completing drainage and utility works along Como Parade East and Como Parade West
• delivering construction materials and concrete structures to the work sites.

Inside the rail corridor we will be:

• excavating and constructing base slabs and abutment walls
• undertaking piling and delivering and building large concrete structures
• installing storage tanks and drainage.

What to expect

• Moderate to high noise and vibration from machinery, including excavators, trucks and piling rigs.
• Minor delays and detours for road, footpath, and lane closures.
• Minor delays near site access gates due to increased truck movements and concrete structure deliveries.
• Lighting to safely illuminate targeted work areas during scheduled night works.
• Street parking temporarily unavailable in sections of Como Parade West.

Changes to the way you travel

• No right turns from Warrigal Road onto Como Parade East until the new rail bridge is operating in mid 2024 and we remove the temporary track.
• Como Parade East closed northbound from Barry Street to Parkers Road until project completion.
• Como Parade West closed between Cremona Street and Warrigal Road closed intermittently and for 4 weeks from January.
• Warrigal Road closed from Monday 18 to Wednesday 20 December and for one week in mid February.
• Parkers Road closed for one week in early February.
• Pedestrian rail crossings will be closed intermittently at Warrigal Road and Parkers Road.
• Shuttle buses will operate between Mentone and Mordialloc stations.
• Buses replace trains between Mordialloc and Frankston from 9pm Friday 15 December to last service Sunday 17 December.

• Delivery of concrete structures at night and movement of concrete structures during the day.
• Road closure between Lucerne Street and Warrigal Road at night when lifting concrete structures.
• Short-term stoppages in between Warrigal Road and Antibes Street during the day when lifting concrete structures.
• Increased noise from trucks and machinery.
• Light towers to safely illuminate work areas.
• Nearby residents likely to be impacted by night-time noise will be contacted directly by the project team ahead of time.
• NBN* outages are likely to be necessary during night shifts from 12am to 6am. Service disruptions will be notified ahead of time by the relevant service provider.

Between Birdwood Street and Parkers Road

• Formwork on station crossheads.
• Night works for five consecutive nights.
• Nearby residents likely to be impacted by night-time noise will be contacted directly by the project team ahead of time.

Between Dalmor Street and Royal Parade

• Material laydown area on the rail side until project completion.
• Truck and vehicle access.
• Short term traffic delays.

Level crossings

Warrigal Road

• Road closed from Monday 18 December to Wednesday 20 December.
• Mid February for one week for concrete structure installation (non-concurrent with Parkers Road).

Parkers Road

• Road closed in early February for one week for concrete structure installation (non-concurrent with Warrigal Road).

Como Parade West

• Road closed between Cremona Street and Warrigal Road for short periods at night throughout December and January.
• From Tuesday 9 January to Friday 2 February for drainage works.
• Intermittent stoppages and road closures between Lucerne Street and Parkers Road for beam and concrete structure lifts.

Como Parade East

• Northbound lane closure between Barry Street and Parkers Road until project completion.
• No right hand turn between Como Parade East and Warrigal Road intersection until project completion.

Pedestrian rail crossing

Warrigal Road

• Pedestrian rail crossing closed (south side) in mid December and early January for 2 weeks.
• Pedestrians can alternatively use Cremona Street or Parkers Road pedestrian crossings.

Parkers Road

• Pedestrian rail crossing closed (south side) in early December (for 2 days) and late January for 10 days.
• Pedestrians can alternatively use Warrigal Road or White Street pedestrian crossings.

Other pedestrian crossings closed until project completion

• Warrigal Road pedestrian rail crossing (north side) closed until project completion.
• Bethell Avenue/Alameda Street pedestrian rail crossing closed until project completion.
• Seventh Street/Antibes Street pedestrian rail crossing closed until project completion.
• Parkers Road pedestrian rail crossing (north side) closed until project completion.

Rail changes

• Buses replace trains on the Frankston Line, between Mordialloc and Frankston from 9pm Friday 15 December to last service Sunday 17 December.
• Buses replace trains on the Stony Point Line, between Frankston and Stony Point from 9pm Friday 15 December to last service Sunday 17 December.
• Signs will be in place to direct passengers.

A shuttle bus will run between Mentone and Mordialloc stations to connect you to trains. There will be additional stops along Como Parade East and Como Parade West in Mentone and Parkdale to help you move around the area.
