The Victorian Government is removing 27 dangerous level crossings and building 17 new stations, making the Frankston Line level crossing free by 2029 and improving safety, reducing congestion, and allowing more trains to run more often. We’re removing the level crossings at Warrigal Road, Mentone and Parkers Road, Parkdale, and building a new Parkdale Station.

What we’re doing

During September, we will:

  • set up a temporary rail (slew) track in the rail corridor
  • construct a lift pit behind barriers
  • relocate services along Como Parade West behind barriers
  • perform drainage and utility work along Como Parade East and Como Parade West
  • extend sewer infrastructure on Alameda Street
  • transplant trees near Parkdale Station on Como Parade East and West
  • clear vegetation along station platforms on Como Parade East and West
  • Zinfra* electricity work, including moving cables underground, planned power outages, and installing new overhead cables for residential areas

During October, we will:

  • close Warrigal Road, Mentone from Wednesday 4 to Sunday 22 October 2023, to relocate the existing boom gates to line up with the new temporary track
  • relocate the pedestrian crossing at Warrigal Road, Mentone to line up with the new temporary track
  • during this time, most of the works will be done throughout the day. However, construction will take place overnight between 9pm Wednesday 4 October and 3am on Thursday 5 October
  • further updates will be provided about works occurring throughout October

What to expect

  • Changes to access for vehicles and pedestrians
  • Moderate to high noise from construction machinery, including excavators
  • Vibration during installation of sheet piles through 24-hour works
  • Crews accessing site offices, compounds and laydown areas out of hours, including at night
  • Short-term parking and footpath impacts along Como Parade West in the trader precinct
  • Delays at times for drivers and pedestrians – please follow signage and directions of traffic controllers
  • Night and day work by Zinfra* for electricity relocations. This will include power outages. Zinfra* will contact you directly if your service is impacted by these works.

Changes to the way you travel

  • Buses will replace trains from Saturday 2 September to Sunday 3 September
  • Como Parade East one-way operation southbound from Barry Street to White Street
  • Road closures and intermittent single lane closures on Como Parade East and Como Parade West, minor delays expected and vehicle detours in place
  • Additional pedestrian rail crossings closed until project end. Detours to Warrigal Road south or Parkers Road pedestrian rail crossings
  • Footpath closures on Como Parade East  West. Traffic management in place to safely direct pedestrians
  • Additional rail side parking closures on Como Parade West until project end.

Como Parade East

Stewart Avenue to Parkers Road – late September until early November

  • Lift pit construction and slew track formation
  • No on-street parking (resident side) between Stewart Avenue to Parkers Road

Station precinct – throughout September and October

  • Tree transplanting in the station precinct
  • Barrier installation between Bethell Avenue and Parkers Road from
  • Footpath closed (rail side) until project completion

Peter Avenue – throughout September

  • Installation of a new water main
  • Drainage works
  • Single lane closure and parking impacts on Peter Avenue and the corner of Como Parade East
  • Footpath closure on Peter Avenue (south side) for watermain installation followed by (north side) for drainage works
  • Short-term road closure on Como Parade East between Laburnum Street and Peter Avenue

Parkers Road and Seventh Street – late September

  • Telstra** works
  • Relocation of existing underground Telstra** network
  • Telstra** to notify you directly if your service is impacted by these works
  • Road impacts, traffic management to assist with detours routes

Como Parade West

Between Cremona Street and Warrigal Road – late September for one day

  • Barrier installation
  • Intermittent single lane closure, directed by traffic controllers
  • Short-term stoppages for plant and machinery
  • Rail side parking closed until project end
  • Shared user path closure

Warrigal Road to Dalmor Street – throughout September and October

  • Electricity works by Zinfra*
  • Loss of power and access required to some properties
    • Zinfra* will be in contact with you directly if your service is impacted by these works
    • Dates to be confirmed by Zinfra*
  • Street parking may be temporarily unavailable in discrete sections and pedestrian crossing closures may be required
  • Night works between 7pm and 4am
  • Intermittent single lane closures with traffic in both directions diverted through one open lane, minor delays expected

Alameda Street and Alameda Place – mid September for 4 weeks

  • Sewer extensions
  • Road closure from Como Parade West to Alameda Place intersection for 4 weeks
  • The intersection of Alameda Street and Alameda Place will be closed mid September for up to 2 weeks
  • We’ll be in touch with directly impacted residents
  • Traffic management will be in place to assist with detours and local traffic

Station precinct – throughout September and October

  • Tree transplanting
  • Rail side footpath and parking closed between Parkers Road and Alameda Street from mid September until project completion

Como Parade West between Rennison Street and Dalmor Street – early September for 2 weeks

  • Installation of a new water main
  • Road closure between Rennison Street and Dalmor Street
  • Traffic crews will be onsite to direct traffic with signage in place
  • Local access maintained

Como Parade West between Dalmor Street and Royal Parade – until project completion

  • Laydown area
  • Truck and vehicle access required
  • Short-term stoppages to be expected
  • Traffic management in place

  • Closed for construction activities in the rail corridor from Sunday 4 September until project completion

Rail changes

  • Buses replace trains on the Frankston Line, between South Yarra and Mordialloc from 11.30pm, Friday 1 September until last service, Sunday 3 September

Road and footpath changes

  • Warrigal Road closed at the level crossing from Wednesday 4 October until Sunday 22 October.
