Work is powering ahead to make the Lilydale Line level crossing free by 2024, a year ahead of schedule.

Works are ramping up to remove the congested level crossing and roundabout by elevating the rail line, building a new Croydon Station and transport hub.

Following major works over the winter, Croydon will be boom gate free by early July 2024 – a year ahead of schedule, and cars will be travelling along the new Kent Avenue to Lacey Street connection.

The new Croydon Station will open to passengers in late July 2024, with finishing works on the new station and transport hub continuing into spring. The new station will have two entrances and forecourts, improved safety and modern facilities.

What we’re doing

Construction crews will work day and night in Croydon from Friday 24 May to early July 2024 along the railway line and in adjacent streets while trains are not running.

During this time we will:

  • decommission and remove the old rail infrastructure
  • install new infrastructure and complete construction of the new elevated rail bridge
  • complete road drainage and signalling works
  • build the new road connections to link Kent Avenue to Lacey Street and Devon Street to Wicklow Avenue.

What to expect

  • There will be changes to pedestrian access around Croydon during this time. Please refer to the detour map on page 5. Traffic management staff will be in place to ensure the safety of road users and pedestrians.
  • Vegetation trimming will be carried out within the rail corridor across various site locations.
  • There will be construction noise from machinery. There will also be an increase in workers, vehicles and construction equipment.
  • Construction vehicles will access the rail corridor via Coolstore Road, Railway Crescent, the Devon Street site compound, Gallipoli Parade, Wicklow Avenue, Pierson Drive and Lincoln Road service road.
  • During night works, targeted lighting will be used for work areas with measures in place to prevent light spill.

The site compound and site storage area located between Mount View Street and Devon Street will be used day and night throughout this period. Additional areas along the rail corridor will also be used intermittently throughout the 24/7 works to store material, equipment and facilitate deliveries and access to the rail corridor.

Please be aware works can sometimes take longer than expected or need to be rescheduled due to weather and other factors outside of our control.


Upcoming disruptions

Rail

Belgrave and Lilydale lines

  • Buses will replace trains on sections of the Belgrave and Lilydale lines from 8.30pm Friday 24 May to early July 2024.

Road

Wicklow Avenue, Croydon Road, Coolstore Road

Thursday 23 May to Monday 27 May 2024

  • Deliveries of equipment and machinery will take place in nearby streets and will be managed by traffic control. Some parking may be temporarily impacted as the deliveries take place.
  • Parking will be temporarily closed on Main Street between Lacey Street and Coolstore Road. This parking impact is short term while we construct pedestrian access across the rail line. A reconfigured temporary parking arrangement will be in place from Monday 27 May until early July 2024.

Main Street between Lacey Street and Coolstore Road

Saturday 25 May until early July 2024

  • Approximately 15 car spaces will be temporarily unavailable on Main Street between Lacey Street and Coolstore Road until early July to enable safe pedestrian access across the rail corridor.
  • A one-way eastbound traffic arrangement will be in place during this period.

Kent Avenue

Saturday 25 May to Thursday 30 May 2024

  • From Saturday 25 May, Kent Avenue will be temporarily closed at the Wicklow Avenue intersection to continue construction of the new road connection between Kent Avenue and Lacey Street.
  • During this time, bus stops will be closed on Kent Avenue, and diversions will be in place for the 380, 670, and 671 services. Plan your journey at ptv.vic.gov.au

Gallipoli Parade

7am Friday 24 May to early July 2024

  • Gallipoli Parade will be closed between Anzac Street and Mount View Street for construction activities. During this period, parking will be removed and there will be no vehicle access to residential driveways. Pedestrian access will be maintained. We have been in contact with residents impacted by these works to discuss respite options during this time.
  • A one-way westbound traffic arrangement will be in place between Lemnos Street and Anzac Street.

Pierson Drive

Friday 24 May to early July 2024

  • Pierson Drive will be closed between Main Street and Railway Grove to complete road works activities.

Railway Crescent and Surrey Road

Friday 24 May to early July 2024

  • Construction will take place day and night in Railway Crescent throughout this period and traffic management will be in place.
  • Large bridge beams will be lifted into place from Railway Crescent from 6am Monday 3 June to Monday 10 June.
  • Temporary driveway closures will be in place while the beams are being lifted into position. We have been in contact with residents impacted by these works to discuss respite options during this time.
  • To facilitate access into site for large trucks and deliveries of large concrete beams, on-street parking will need to be intermittently closed throughout June temporarily closed Surrey Road West between Croydon Road and Railway Crescent (adjacent to Silcock Reserve).

Wicklow Avenue

Thursday 30 May to Tuesday 4 June 2024 and Saturday 8 June to late June 2024

  • Wicklow Avenue will temporarily close between Alto Avenue and Toorak Avenue to enable major roadworks and bridge beam installation activities to take place.
  • Temporary driveway closures will be in place while bridge beams are lifted into position between Thursday 30 May and Tuesday 4 June and between Saturday 8 June and late June 2024.
  • The driveway into the Croydon Central car park (adjacent to Platter Pantry) will be closed during this time. The main entrance will remain open.
  • At other times, local access will be managed under traffic control. We have been in contact with residents impacted by these works to discuss respite options during this time.
  • Access to the Wicklow Medical Centre will be maintained in a one-way traffic arrangement via Alto Avenue and Ellesmere Avenue during both closure periods. Access to properties located on Ellesmere Avenue and Toorak Avenue will be via Alto Avenue during this period.

Niel Street

Saturday 25 May to Sunday 23 June 2024

  • To facilitate deliveries and access, a shuttle flow traffic arrangement will be in place at the corner of Niel Street where it meets the rail corridor.
  • On-street parking will be temporarily removed on Niel Street between the rail corridor and Dorset Road.

Pedestrian crossings

Main Street (near Vinnies) rail pedestrian crossing

9pm Friday 24 May for up to seven days

  • The rail pedestrian crossing at Main Street (near Vinnies) will close for approximately one week while an alternative temporary pedestrian crossing is constructed.
  • A free accessible shuttle bus will keep pedestrians moving around the area between 7am and 9pm daily for up to seven days. Please see map below.

Alto Avenue rail pedestrian crossing

9pm Friday 24 May until spring 2024

  • The rail pedestrian crossing at Alto Avenue will close permanently from 9pm Friday 24 May. A new signalised crossing and shared use path will open at Devon Street by spring 2024.

Surrey Road rail pedestrian crossing

Monday 17 June to Monday 1 July 2024

  • The Surrey Road rail pedestrian crossing will close from Monday 17 June to Monday 1 July to enable critical works.
  • Outside of this time, there will be delays of up to 15 minutes while machinery is moved along the rail line.
  • A temporary crossing will be available near Main Street
