17 July 2025

We’re making the Pakenham Line level crossing free by 2025, removing 22 dangerous level crossings to improve safety, reduce congestion and run more trains more often.

As part of the Progress Street Level Crossing Removal Project, the new Fowler Road bridge has been completed and the level crossing has been permanently closed. The signalisation of the Fowler Road and South Gippsland Highway intersection will soon be completed, providing businesses with safer access to the industrial precinct.

What we’re doing

During July and August, we’ll continue works along Progress Street, Fowler Road, and South Gippsland Highway.

The South Gippsland Highway will reopen to traffic on Monday 21 July. Until then, heavy and light vehicle traffic will continue to detour via the new Fowler Road bridge, Nathan Road and Hallam Valley Road. Pedestrians, cyclists and Australia Post Electronic Delivery Vehicles (EDV’s) will continue to use Fowler Road to enter and exit the precinct. See map 1 and 2 for detour information and the new intersection layout.

Other works in the area will include:

  • drainage, parking bay and kerb works on Fowler Road
  • removal of redundant rail infrastructure at Progress Street between Friday 1 August and Thursday 14 August
  • decommissioning of Progress Street site compound and construction of Progress Street cul-de-sac from late August.

What to expect

  • Increased construction activity, noise and vibration and ongoing temporary road shoulder and lane closures in the area.
  • Ongoing temporary road shoulder and lane closures in the area.
  • Ongoing drainage and parking bay construction on Fowler Road and increased truck movements on Nathan Road and Progress Street.
  • Access to businesses and driveways may be interrupted at times, we will work closely with businesses to minimise impacts.
