The level crossing at Koornang Road, Carnegie was removed in February 2018 as part of the Caulfield to Dandenong Level Crossing Removal Project.
By building an elevated rail line, the project has opened up 22.5 hectares of open space for the community.
As additional works, we’ll be delivering a new multipurpose recreational space at Girdwood Avenue. Woorayl Street Reserve will be upgraded to include a children’s playground and traders on Egan Street will benefit from 27 additional time-limited car spaces.
Funding for the Carnegie open spaces and car parking is part of a commitment made by the Victorian Government to protect the Woorayl Street Reserve open space and to provide additional parking.
Pedestrian paths will connect the new spaces to each other and to existing pedestrian and bike paths and provide safe connections to local businesses and Carnegie Station.
Use of the area
We’ve created a concept of inclusive community space based on best-practice urban design along the Caulfield to Dandenong rail corridor.
The project area consists of 3 separate geographic areas:
- Egan Street car park
- Woorayl Street Reserve
- Girdwood Avenue recreational space.
Car parking, Egan Street
We'll be providing 27 car spaces along the south side of Egan Street, Carnegie, and a footpath to connect the car spaces with local businesses and the existing car park.
The spaces will have time limits, and which will be monitored by Glen Eira City Council.
Works are planned to begin in mid 2021 and completed by late 2021.

Girdwood Avenue recreation space
We're creating 500 square meters of multipurpose recreation space at Girdwood Avenue catering for a variety of interests, including:
- fencing for safety of court and road users
- half court for basketball
- seating
- connections to existing shared use paths
- native planting.
The area also has good passive surveillance from existing paths and roads similar to the other open spaces in the area. The space also considers CPTED (Crime Prevention Through Environmental Design) guidelines.
The multipurpose recreational space is on Girdwood Avenue, positioned between Djerring Trail and Dandenong Road, north of the elevated rail line.

The design concept was a result of LXRP engagement with Glen Eira City Council and the Urban Design Advisory Panel who advise on best practice urban design, and was modelled on the successful design along the Caulfield to Dandenong rail line.
Community feedback will help shape final designs, which we’ll release by the middle of the year.

The project will protect the existing vegetation, including the Red Gums and improve the space with supplementary indigenous planting.

The play space is designed for children aged 3 to 12. The design is intended to create a cohesive and inclusive community space.

What's included in this project?
We will be delivering new community recreational spaces located on Girdwood Avenue and Woorayl Street Reserve and 27 additional car parks on Egan Street.
At Girdwood Avenue, a basketball half court will be built with adjacent seating, connections to existing pedestrian and bike paths and native planting.
At Woorayl Street Reserve, a children’s playground will be constructed for children aged 3 to 12. There will also be timber seating, new pedestrian path connections and native landscaping.
How will local residents and businesses be informed about upcoming works?
Residents and businesses will be notified in advance about what construction impacts to expect with works notifications sent to local homes and businesses, and electronic signage on approach roads where needed. Notifications are also provided to accessibility, aged care, and other-language (CALD) organisations where relevant.
