Early concept designs released
We are delivering stage one of Melbourne Airport Rail, by transforming Sunshine Station into a new superhub and putting it at the heart of major rail upgrades in Melbourne's west. Community consultation is now open to help shape the project’s design.
The more than $4 billion joint investment by the Australian and Victorian governments will involve a major rail upgrade spanning more than 6km from West Footscray to Albion. We’ll add 2 new platforms at Sunshine Station to unlock extra capacity for a rail line to the airport and enable electrification of the rail line to Melton.
The early concept designs incorporate features of the Sunshine Station Masterplan, enabling a major refresh of the Sunshine Station precinct and unlocking opportunities for future development. Improvements being
delivered as part of the first stage of the Sunshine Station Masterplan include:
- a new, dedicated pedestrian cycling link over the rail line
- intersection upgrades on both sides of the Hampshire Road bridge
- new open space on both sides of the rail line
- upgraded bus interchange.
These upgrades to the station precinct will improve how pedestrians and cyclists move around the area and make it easier to cross the rail line to access Sunshine’s busy retail precincts.
As part of these upgrades, we will seek planning approval to update the project boundary, which incorporates features of the Sunshine Station Masterplan.
Delivering upgrades at Sunshine now, including the first stage of the Sunshine Station Masterplan, will reduce disruptions for future rail upgrades.
When works are complete in 2030, it will enable more than 1000 daily train services through Sunshine.
The new superhub will also make Sunshine Station the gateway to Melbourne’s booming west and regional Victoria. Works on the Sunshine Superhub will commence in early 2026.
New Tottenham Station
A new modern and accessible station will be built at Tottenham and will feature a dedicated pedestrian underpass, separated from Ashley Street. The new pedestrian underpass will provide easier and safer connections to the station from both sides of the busy rail lines. Detailed planning and design work is now underway, with concept designs of the new station set to be released later this year.
We are seeking community feedback on the new designs, featuring elements of the Sunshine Station Masterplan and the amended project boundary.

Sunshine Station precinct upgrades
Extended concourse and new platforms
Two new platforms for regional services will be built at Sunshine Station, improving connections for regional passengers and creating room for a rail line to the airport and an electrified line to Melton.
An extended station concourse will connect passengers to the new platforms via stairs and lifts. The extended concourse will also connect to a new station forecourt.
The station forecourt will feature landscaped, open space and better connections to local shops and businesses for passengers.
Improvements will also be made to the station carpark, providing safer access, with dedicated accessible parking spaces, pick-up and drop-off zones, lighting and security cameras.
Bus interchange upgrades
Upgrades to the existing bus interchange will be delivered as part of the Sunshine Station Masterplan and will include new undercover waiting areas providing more shelter for passengers, new landscaping and better signage.
The upgrades will also connect to the new walking and cycling link over the rail line, providing better access for passengers.
New walking and cycling links for Sunshine
Easier access over the rail line
A new walking and cycling link will provide a vital connection to shops, restaurants and services on both sides of the rail line, as well as Australia’s first Vietnamese Museum due to open in 2026.
A section of the Hampshire Road bridge will be reconfigured and upgraded to become a walking and cycling path. The path will feature accessible lifts, stairs and ramps, as well as dedicated walking and cycling lanes.
The path will connect to the station forecourts and the new City Place plaza, featuring landscaped open space for the community to enjoy. Consultation is now open to provide feedback on what you’d like to see featured in these new open spaces.
The remaining area of the Hampshire Road bridge will be modified to two-way traffic lanes. To improve the safety of pedestrians, cyclists and road users, new signalised intersections will also replace the existing roundabouts on both sides of the Hampshire Road bridge at Sun Crescent, Durham Road, and Withers/Station Street.
The new Hampshire Road walking and cycling link reflects overwhelming community feedback to the Sunshine Station Masterplan and the need for an alternative option to cross the rail line without having to travel through Sunshine Station.
The new link will provide an essential connection for the Sunshine community.
Better connections between local streets and Sunshine Station
A new walking and cycling path, featuring landscaping and green space, will be built between Derby Road and Anderson Road, providing better connections for pedestrians and cyclists between Sunshine Station and residential streets.
The path will connect to the new Hampshire Road walking and cycling link over the rail line, creating a continuous connection to the existing walking and cycling links between Albion and West Footscray stations.
We welcome your feedback on what you would like to see featured along the path, such as seating and other features.

New rail bridges and track
Rail bridges between Sunshine and West Footscray
We’re building new rail bridges to unlock capacity and untangle regional, metro and freight train lines.
A new rail bridge between Sunshine and Tottenham will take trains from the Bendigo Line to Southern Cross Station.
A new rail bridge between Tottenham and West Footscray will make room for future Melbourne Airport and Melton Line trains to travel into the Metro Tunnel.
Upgraded rail tracks
As part of untangling the regional, metro and freight rail lines, we'll move existing tracks to create space for more train services and enable future upgrades. This will involve taking away old tracks and installing more than 50km of new rail track.
Signalling upgrades will also get the rail network ready for new high capacity signalling, unlocking capacity for more services including the growing communities of Melton and Wyndham Vale and to the airport.

We are building a new Tottenham Station
The growing communities of Melbourne’s west will have better access to public transport with a new Tottenham Station which will include:
- new modern and accessible features with additional platform shelter, lighting and signage
- dedicated pedestrian underpass with lift and stair access to station platforms
- easier and safer connections to the station and activity centres on both sides of the rail line
- concept designs of the new station will be released later this year.
Help shape the Sunshine Superhub
We are seeking your input on the new designs, featuring elements of the Sunshine Station Masterplan and the amended project boundary. The further works will proceed under Clause 52.03 of the Brimbank Planning Scheme. All feedback will inform the Minister for Planning assessment of the further works and change to the project boundary.

Get involved
Construction Liaison Group nominations now open
We are looking for community members who have a passion for connecting with others to join the Sunshine Superhub Construction Liaison Group.
The group will meet regularly to learn more about the construction program and will play an important role in sharing insights and information between the community and the project team.
The Construction Liaison Group will continue throughout the project from 2026 to 2030. Each membership term will be for an initial 12 months.
We are committed to diversity and inclusion and will support the needs of future members, which may involve the use of interpreters, or any support aid required.
