Chair
Wimbush Nick Nicholas (Nick) Wimbush was appointed as Deputy Chief Panel Member in early 2018, following 13 years as a Senior Panel Member. He has undergraduate qualifications in environmental science and postgraduate qualifications in public policy and law. He has significant expertise in environmental assessment, coastal planning and strategic planning. He has previously worked in the private sector in Australia and overseas. Nick is a Fellow of the Victorian Planning and Environmental Law Association. Nick has chaired a number of Panels, EES Inquiries and Advisory Committees, including the West Gate Tunnel Project EES Inquiry in 2017, and was Deputy Chair of the East West Link (Eastern Section) Project Assessment Committee in 2014.

Cook Dalia Dalia Cook was appointed as a Senior Panel Member in June 2018 and has qualifications in law and arts. She is a qualified and experienced mediator. She has substantial experience as a solicitor advising local government, statutory authorities and the private sector in planning, environmental and administrative law matters. Dalia previously worked in private practice which included a two‐year local government secondment. Before being appointed as a Senior Panel Member, Dalia worked as a Non‐Sessional Member of the Victorian Civil and Administrative Tribunal for over 10 years. Many of these proceedings involved statutory and strategic planning, legal, environmental and infrastructure issues.

Edwards Peter Peter Edwards is an experienced engineer providing local and strategic traffic and civil engineering expertise to and for several local, and state agencies as well as private industry. He has extensive experience in feasibility and traffic impact assessments for various developments, traffic and transport planning issues and parking strategies and investigations, Disability Discrimination Act (DDA) compliance. Peter has previously worked in private practice at HDS Australia and John Piper Traffic, VicRoads, and a number of local councils. He has been involved in a range PPV matters since being appointed as a Sessional Member in 2015 including the Fishermans Bend Advisory Committee, Metropolitan Landfill Expansion (Ravenhall) and Westfield Doncaster Development Plan. Peter has a Bachelor of Engineering, Graduate Diploma in Municipal Engineering and Business Administration, and is a Member of the Institute of Engineers Australia.
Elliott Mandy Mandy has qualifications in social science, applied science (environmental management) and environmental law. Mandy is a Principal Environmental Scientist with over 20 years of professional experience in both the private (consulting) and public sector, including 10 years at the Department of Planning and Community Development within the Environmental Assessment Unit. Mandy’s key role at DPCD was to manage large private and public projects that required environmental impact assessment under the Environment Effects Act 1978. From February 2010 Mandy has been working in the private sector as a consultant, based in the Geelong region and commenced as Director of EnviroME Pty Ltd in 2011. As a consultant, Mandy has undertaken projects for and provided advice to State Government Agencies and a range of private clients. Mandy has credentials in Environmental Impact Assessment and is the author of Environmental Impact Assessment in Australia: Theory and Practice 6th Ed. (February 2014). Mandy is a Certified Environmental Practitioner (Impact Assessment Specialist) under the EIANZ’s certified environmental practitioner scheme. Mandy has been a Sessional Member of Planning Panels Victoria since 2012 and has been a Member of a range of Panels, EES Inquiries and Advisory Committees, including the Melbourne Petro Rail Project EES Inquiry in 2016, the West Gate Tunnel Project EES Inquiry in 2017 and the Mordialloc Bypass EES Inquiry in 2019.
Hui Elizabeth Elizabeth graduated from Monash University with a Bachelor of Engineering (Mechanical) with Honours in 1988. She worked in the automotive industry in the field of noise vibration and harshness (NVH) as well as training and development before joining MDA Melbourne in 1991. Elizabeth has over 20 years of experience in sound insulation, building services noise control, and planning and environmental noise and has extensive experience in providing expert evidence at Victorian Civil and Administrative Tribunal (VCAT). Elizabeth was a member of the Melbourne Metro Rail Project EES Inquiry in 2016 and the Mordialloc Bypass Project EES Inquiry in 2019.
