We're upgrading the Eastern Freeway with new express lanes, new traffic management technology, Melbourne's first express busway and a seamless connection to North East Link.

What we're doing

We're building new retaining and noise walls along Park Avenue to a tough new noise standard, reducing traffic noise for residents. Before construction can begin we first need to relocate sections of the Koonung Creek Main Sewer and install new pipes to connect nearby properties to the new sewer. From early-September to mid-2026, we'll be:

  • setting up traffic management – removing wooden hoarding in sections
  • increasing the work area on Park Avenue – relocating the Koonung Creek Main sewer
  • continuing earthworks to level our worksite – building concrete platforms for large machinery to work from
  • building construction vehicle access off the freeway
  • building concrete foundations for new noise walls and shared paths using a technique known as 'bored piling'
  • delivering a large crane to install noise wall panels

Where and when

  • Day works 7am to 7pm from Monday to Friday and 7am to 3pm Saturdays and Sundays
  • Night works 7pm to 6am from Monday to Friday
  • At times we may need to work at night and will notify you ahead of time.

What to expect

  • Construction vehicles, machinery and workers in the area.
  • Medium levels of noise, dust and vibration from machinery and equipment.
  • Use of directional lighting.
  • Traffic management and signage to guide motorists around Park Avenue.

Managing impacts

  • Accessing our worksite via the freeway to reduce construction vehicle movement along Park Avenue.
  • Monitoring noise, dust and vibration levels with real time monitoring, when required.
  • Traffic management and signage to help guide you through Park Avenue.
  • Preventing dust and water runoff with environmental controls.
  • Use of directional lighting, when working at night.

Traffic changes on Park Avenue

To provide room to safely build the new retaining walls and noise walls, we'll need to extend our site into Park Avenue. To keep access for local residents, the road will temporarily be reduced to one lane from Outhwaite Avenue to Park Avenue.

Traffic will be reduced to one-way at the corner, as shown on the map overleaf. The temporary traffic arrangement will be in place until early 2026.
