We're upgrading the Eastern Freeway with new express lanes, new traffic management technology, Melbourne's first express busway and a seamless connection to North East Link.
To build the new Eastern busway lanes and upgrade the Eastern Freeway, we need to relocate sections of Melbourne's sewer network.
A sewer line currently runs across the freeway connecting homes on the southern side of the freeway to the Koonung Creek Main Sewer on the northern side. However, the current location of this sewer clashes with the future alignment of the freeway and needs to be relocated to ensure ongoing access for maintenance to the sewer network.
To relocate this sewer, we'll establish a temporary worksite on Kosciusko Road to install the new section of sewer under the road and connect it to a different point in the existing sewer network.
To ensure the safety of road users and workers, we need to reduce Kosciusko Road to 1 lane and traffic will only be able to travel in a westbound direction during these works. We'll have detours in place and maintain driveway access at all times.
There may be further changes to traffic conditions on Kosciusko Road later this year as part of these works. We'll continue to update you of any changes as works progress.
What we're doing
From early September to late November 2025, Kosciusko Road will be reduced to 1 lane between 407 Balwyn Road and 29 Central Avenue and traffic will only be able to travel in a westbound direction. Works will include:
- soil sampling to understand the ground conditions
- setting up traffic management and installing signage
- installing concrete barriers and fencing to create a new work area
- undertaking sewer relocation works including road sawing, excavation, trenching and concrete works to build sewer shafts and install new pipes
- asphalting to reinstate Kosciusko Road
- commissioning the new sewer.
As part of these works Boroondara City Council will trim 5 trees on both sides of the road.
When are we working
- Day works - 7am to 6pm Monday to Friday and 7am to 3pm Saturdays.
All works are scheduled for during the day. If this changes, we'll let residents know about planned night works ahead of time.
What to expect
During these works, you'll notice:
- a road closure near the work area for up to 2 days during tree trimming, driveway access maintained
- minor delays as Kosciusko Road will be temporarily reduced to 1 lane and become 1 way
- the temporary removal of on-street parking on Kosciusko Road near the work area
- detours in place via Central Avenue, Prose Street and Balwyn Road or Hill Road, Millicent Avenue and Balwyn Road
- construction vehicles, machinery, equipment and workers in the area
- moderate levels of noise, dust and vibration from machinery and equipment.
Managing impacts
We carefully manage our works in line with the project's strict environmental performance requirements, including:
- traffic controllers and signage to help guide you through Kosciusko Road
- ensuring driveway access is always maintained
- available on street parking along Kosciusko Road between Hill Road and Central Avenue
- monitoring noise, dust and vibrations levels with real time monitoring technology if required
- preventing dust and water runoff using street sweepers and water carts.
