We're upgrading the Eastern Freeway with new express lanes, new traffic management technology, Melbourne's first express busway and a seamless connection to North East Link.

As part of a major new interchange at Bulleen Road, we’ll build new noise walls to meet a stringent daytime noise standard of 63 decibels, upgrade local walking and cycling paths, and build a new shared path underpass to fully separate pedestrians and cyclists from traffic in Bulleen.

We’ll build the new underpass beneath the Bulleen Road citybound exit ramp from Viewpoint Road and connect to the other side of Bulleen Road near Leonis Avenue.

Once complete, cyclists and pedestrians will seamlessly travel along the Koonung Creek Trail without crossing Bulleen Road, avoiding any traffic.

What we're doing

To support construction of the new underpass and noise walls, we'll build a temporary walking and cycling path along the northern boundary at Belle Vue Primary School. See map below.

We'll carry out these works during the school holiday period, from 9pm Friday 19 September to Sunday 5 October 2025, to minimise disruption to the school term.

Our work will involve:

• installing temporary fencing within the school oval
• building a 2.4-metre-high timber fence to safely separate shared path users from the school
• removing some trees and vegetation at night
• earthworks and building a solid working platform, asphalting and line marking to build the temporary shared path
• installing traffic calming measures and signage on Highview Road to ensure the safety of pedestrians and cyclists.

Where and when

• Day and night - From 9pm Friday 19 September until Sunday 5 October 2025 within the Belle Vue Primary School oval off Highview Road. 

The site will close for the AFL Grand Final weekend from Friday 26 September until Monday 29 September inclusive. During this time, only minor maintenance work is planned to take place. Security staff will be present over the break

What to expect

During these works you'll notice:

• increase of construction vehicles entering and exiting the school oval at Highview Road
• traffic controllers and signage to safely guide road users through the area
• temporary removal of some on road parking near the corner of Highview and Viewpoint roads
• speed reductions and lane closures on Bulleen Road at night and use of directional lighting
• medium levels of noise and vibration from machinery and equipment.

Managing impacts

We carefully manage our works in line with the project's strict Environmental Performance Requirements including:

• scheduling noisier works during the day, where possible
• monitoring noise, dust and vibration
• minimising light spill with targeted lighting
• working behind barriers to keep our workers and road users safe.
