We're upgrading the Eastern Freeway with new express lanes, new traffic management technology, Melbourne's first express busway and a seamless connection to North East Link.
As part of work to build a major new interchange at Bulleen Road, we’re building a new underpass to fully separate pedestrians and cyclists from vehicles, as well as overhead bridge structures to connect into the North East Link tunnels. The new underpass below Bulleen Road will provide seamless travel along the Koonung Creek Trail without the need to cross Bulleen Road.
What we're doing
As part of ongoing works to build the underpass and overhead bridge structures, we'll extend the work area near the site compound at Leonis Avenue and realign the Bulleen Road citybound entry ramp.
Works involve:
- installing temporary fencing and removing some trees and vegetation within the reserve at Leonis Avenue at night
- building a 2.4m timber fence and chain link fencing with shade cloth to safely separate shared path users and community members from the work area
- earthworks and drainage between the Bulleen Road citybound entry ramp and the Eastern Freeway
- excavating and saw cutting to install underground cables at the intersection of the Bulleen Road citybound entry ramp and Bulleen Road
- removing and replacing line-marking on Bulleen Road with a high-pressure hose and asphalting.
Where and when
At the reserve on the corner of Leonis Avenue and Bulleen Road, Balwyn North.
From Tuesday 13 January to late February 2026.
- Day works: 7am to 6pm Monday to Friday and 7am to 1pm Saturdays
- Night works: We will be working some nights between 8pm to 5am Monday to Friday and we'll speak to residents about planned night works ahead of time.
What to expect
During these works you'll notice:
- overnight Bulleen Road citybound entry ramp and lane closures, including speed reductions
- increase of construction vehicles entering and exiting the site
- removal of some on-street parking on Bulleen Road and Leonis Avenue
- traffic controllers and signage to safely guide road users through the area
- speed reductions and lane closures on Bulleen Road and Leonis Avenue at night
- use of directional lighting
- medium levels of noise and vibration from machinery and equipment
- Koonung Creek Trail closures during night works
- removal of identified trees, vegetation and fencing within our worksite
- intermittent bus stop closures on the Bulleen Road citybound entry ramp, with more specific notifications to follow
- 24/7 access to the site compound until late 2027.
Managing impacts
We carefully manage our works in line with the project's strict Environmental Performance Requirements including:
- scheduling noisier works during the day, where possible
- monitoring noise, dust and vibration with real-time monitoring
- preventing and managing dust and water runoff with water carts and street sweepers
- minimising light spill with targeted lighting
- notification at bus stop ahead of any closures
- working behind barriers to keep our workers and road users safe.
