We're upgrading the Eastern Freeway with new express lanes, new traffic management technology, Melbourne's first express busway and a seamless connection to North East Link.
As we continue to relocate local sewer and water services to make space for an upgraded Eastern Freeway, there will be additional closures, shared path diversions and night works along Estelle Street until late 2026.
We'll be in touch with impacted residents regarding specific times for construction activities and to offer support.
What we're doing
Sewer and watermain relocations
From early June to mid-September, we’ll complete sewer and watermain works near the roundabout.
During these works, we'll set-up temporary work areas, traffic management and have closures in place on sections of Estelle Street and near the Yarraleen Trail. See map overleaf for closure points and detours.
Works include:
- night works at times between early June and mid-August to protect the live sewer
- removing sections of timber fencing, and setting up temporary fencing and concrete barriers
- saw cutting and trenching across sections of the street with an excavator to install new sewer and watermain pipes at times between mid-June and early September
- 24/7 works from late August for up to one week to allow the utility provider to undertake connection works for the new watermain
- asphalting sections of the street once works are complete.
Retaining wall works
From mid-June to mid-September, we’ll also work at night to continue building retaining walls within our worksite along Estelle Street between Balwyn Road and Colite Street.
Works include:
- excavating, placing and compacting soil
- concrete works to build the foundations
- installing retaining wall panels.
When we're working
Day works: 7am to 6pm Monday to Friday and 7am to 3pm Saturdays
Night works: 6pm to 7am Monday to Friday. We’ll let you know ahead of time when this will occur.
24/7 works: We’ll let you know ahead of time when this will occur.
What to expect
During these works, you'll also notice:
- minor delays due to vehicle detours in place on Estelle Street
- minor delays due to shared path diversions in place on Estelle Street and the Yarraleen Trail
- removal of on-street parking on Estelle Street near the work areas
- temporary waste bin collection points
- use of directional lighting when working at night
- construction vehicles, machinery, equipment and workers in Estelle Street at times
- medium to high levels of noise, dust and vibration from machinery and equipment.

Managing impacts
We'll carefully manage our works in line with the project's strict environmental performance requirements by:
- monitoring noise, dust and vibrations levels with real time monitoring technology, when required
- traffic controllers and signage to help guide you through Estelle Street
- maintaining access to your property at all times
- preventing dust and water runoff using street sweepers and water carts
- shared path diversions for pedestrians and cyclists around our work areas
- directing lights away from properties to reduce light spill.
The project team will relocate waste bins to a collection point on either Sefton Street or Millicent Avenue for properties along Estelle Street from number 45 to 57A. We will speak with you directly if your property is affected by waste bin relocation.
