Building a construction compound in Junction Road Reserve, Nunawading
We’re upgrading the Eastern Freeway with new express lanes, new Eastern Busway, smart technology and a connection to North East Link – slashing travel times and improving travel in Melbourne’s east.
What we're doing
From January 2026, we'll close a section of Junction Road Reserve to start building a construction compound to support works on the Eastern Freeway Upgrades. The construction compound will include office buildings, worker amenities, material and equipment storage and workforce parking.
Construction vehicle access into and out of the Junction Road Reserve will be from the Springvale Road freeway entry ramp. To ensure pedestrian and cyclist safety, we’ll close a section of the Koonung Creek Trail, with long term diversions in place.
The compound will be fully operational by mid-2026.
Over the coming months, we'll:
- install temporary fencing and timber hoarding to secure works areas and reduce visual impacts mark and protect trees to be retained
- install signage to safely guide pedestrians and cyclists around our work areas
- clear and level the ground for site offices, worker parking and laydown areas
- deliver and assemble modular site offices, including kitchen, bathroom and first aid facilities
- inspect trees for wildlife and safely relocate animals under the supervision of an ecology
- trim and remove selected trees and vegetation next to the freeway, on sections of the Koonung Creek Trail and in Junction Reserve
- remove some sections of noise wall
- build access and exit roads from the Springvale Road citybound entry ramp for construction vehicles
- connect the compound to utility services, including power and water.
When are we working?
Day works: 7am to 6pm Monday to Friday and 7am to 1pm Saturdays.

Night works: 7pm to 6am at times Monday to Sunday.
We’ll mostly works during the day, however some activities may be required at night, including on the freeway. We’ll inform residents about planned night works ahead of time. Once built, the compound will be operational 24/7 at times.
What to expect
- construction vehicles, machinery, equipment, and workers in the area
- low to medium levels of noise, dust and vibration at times
- temporary use of generators, when required, until the compound is connected to power
- use of directional lighting when working at night
- diversion of the Koonung Creek Trail around work areas
- signage to guide cyclists and pedestrians around our works.
Managing impacts
We carefully manage our works in line with the project's strict environmental performance requirements, including:
- working during the day, where possible
- scheduling noisier works early in the evening, where possible
- installing temporary fencing and barriers to create safe work areas
- monitoring noise, dust and vibrations levels with real time monitoring technology
- minimising light spill with targeted lighting
- preventing dust and water runoff with environmental barriers
- using water carts and sweepers to manage dust and mud tracking.
