Suburban Rail Loop is a city and state-shaping project that will transform Victoria’s public transport system, revitalise Melbourne’s middle suburbs and create a long pipeline of jobs.

Suburban Rail Loop East from Cheltenham to Box Hill (SRL East) will connect our growing health, education, retail and employment precincts in Melbourne’s east and south east.

SRL East will be built as a standalone 26km underground rail line that will be fully integrated with the existing public transport network.

A high-tech fleet of energy efficient trains will run on the line, stopping at the six new underground stations at Cheltenham, Clayton, Monash, Glen Waverley, Burwood and Box Hill.

Making a submission

An Environment Effects Statement (EES) and draft Planning Scheme Amendment (PSA) (GC197) has been released for SRL East.

The SRL East EES identifies the project’s benefits and potential impacts on people and places during construction and operation and proposes ways to manage any effects.

The SRL East EES and draft PSA is on public exhibition from Friday 5 November until 11:59pm on Thursday 16 December 2021.

During this time, members of the public can view the EES and make written submissions.

Each submission will be treated as a submission about the EES and draft PSA. Only 1 submission is needed to address all of your views about the project, its effects and the relevant documents.

For the first time in Victoria, a fully digital EES has been prepared to provide enhanced access to information for everyone. The digital EES is easy to search and connects people with information they want, so they can see what SRL East means for them.

How to make a submission

Submissions on the EES and draft PSA must be made in writing to Planning Panels Victoria (PPV) and received by 11:59pm on Thursday 16 December 2021.

Online submissions are preferred and can be made via the Engage Victoria website.

If you are unable make a submission online and need to submit in hard copy, you can contact PPV through the DELWP Customer Service Centre on 136 186 (select option 6) and request a hardcopy submission coversheet.

Each hardcopy submission must be accompanied by a coversheet issued by PPV.

All submissions must include a name and address of the person making the submission.

Submissions will be treated as public documents and will be published on the Engage Victoria website. Do not include personal information in the body of your submission (such as your address or phone number or photographs of people, particularly children). Your submission and your name will be made public.

Members of the public and any other parties seeking to be heard at the public hearing are required to lodge a written submission and indicate on the submission form that they would like to appear at the hearing.

In order for your submission to be considered, it must relate to topics in the SRL East EES.

All submissions must be made directly to PPV.

Suburban Rail Loop Authority cannot accept submissions.
