Stage One of Suburban Rail Loop will connect our growing health, education, retail and employment precincts in Melbourne’s south east and east between Cheltenham and Box Hill.
The 26km Stage One corridor will be built as a twin-tunnel, standalone line to fully integrate into the existing public transport network.
A new stabling facility, will be located near the start of the line in Heatherton to allow train services to start efficiently each day. When not in service trains will be stored in the facility where they will be cleaned and maintained.
An intervention and ventilation facility will be built in Mount Waverley. The facility will provide fresh air ventilation into the tunnels and emergency exits for people within the tunnel.
As part of Stage One, we are also building a power supply substation in Burwood and at the stabling facility at Heatherton. These substations will provide essential power to run a fleet of high-tech, next generation energy efficient trains on the new rail line.
Like other major infrastructure projects, Suburban Rail Loop requires assessment and statutory approvals.
Rail infrastructure for Stage One of Suburban Rail Loop will be assessed through an Environment Effects Statement (EES) – Victoria’s most comprehensive and transparent planning and environmental assessment process.
Supported by a range of technical investigations and studies, the EES will carefully consider potential effects associated with Stage One works including social, environmental and business impacts. It will also identify requirements that may be put in place to avoid, mitigate or manage these impacts on people and the environment.

The studies will gauge the potential effects of the project and provide guidance on mitigation measures. They will also inform any subsequent approvals or conditions on the project. This information, along with inputs from community and stakeholder engagement will help shape the detailed alignment, design and construction methodology.
Stage One studies
Suburban Rail Loop Authority is responsible for preparing the EES, including a range of technical investigations and studies to support the assessment of the environmental effects. The matters to be investigated and documented in the EES are presented below, grouped by investigation theme.
Amenity and environmental quality
Assess potential air quality, noise and vibration effects on the health, well-being and amenity of nearby residents and local communities and protect sensitive infrastructure.
Transport and traffic management
Assess potential impacts and benefits on the transport network (including pedestrian, cyclist, public transport and road traffic) during project construction and operation.
Aboriginal cultural and historical heritage
Assess Aboriginal and historical cultural heritage values and maximise opportunities to appropriately complement and preserve these values.
Biodiversity and arboriculture
Assess potential effects on vegetation, tree canopy, habitat and ecological communities.
Social, community and public health
Assess the potential effects on the community near the project, including community cohesion, access to services and facilities and health impacts and capitalise on opportunities to enhance benefits for communities.
Landscape, visual and recreational values and built form
Assess the potential effects on landscape, visual amenity and recreational values and capitalise on opportunities to enhance these values.
Land use planning and infrastructure
Assess potential impacts on land use and development and the project’s fit with planning policies and strategies.
Greenhouse gas emissions and resource efficiency
