We’re continuing construction between Lyons and Youell streets to complete the new two-way truncated road connecting Lyons Street with the private road at 107–109 Whitehall Street, Footscray.

What we’ll be doing

Construction of the new two-way road that connects Lyons Street to the private road at 107-109 Whitehall Street is continuing.

From Monday 1 July 2024, there will be two key steps to complete the construction of works in the area.

1. We will build the road connection between Lyons Street and the private road at 107–109 Whitehall Street, Footscray.

A site area at the east end of the private road through to the east end of Youell Street will be established on Monday 1 July, from 7.30am to carry out the construction of the new two-way road.

This step of construction will take approximately three weeks, with dates subject to weather.

Works will include excavation, asphalting, drainage, road and kerbing construction.

Once construction is complete, the road connection between Lyons Street and the private road at 107–109 Whitehall Street will open to two-way traffic, allowing a new access point to the business precinct.

2. On completion of the new road in mid-July 2024, the work area at the east end of Youell Street will extend further west to continue construction of critical northern tunnel entrance works including the
cul-de-sac at the east end of Youell Street.

This will be incorporated into the new open space which will include wetlands, landscaping, tunnel infrastructure and new shared pedestrian and cycling paths and bridges over the Maribyrnong River.

Road access changes

From Monday 1 July, the connection from the private road at 107–109 Whitehall Street through to the east end of Youell Street will permanently close.

Once the construction for the new connecting road is complete, two-way traffic can access the private road via Lyons Street.

From Step two in mid-July, the work area at the east end of Youell Street will extend further west to continue construction of critical works within the northern tunnel entrance including the cul-de-sac at the east end of Youell Street.

This will see the entry gate and driveway at the east end of Youell Street closed until early 2025.

Parking spaces at the east end of Youell Street will be reduced during these works. Surrounding properties and businesses will continue to be updated as these works progress. We want locals to keep enjoying the business precinct.

This work may be subject to approvals and permits and may change due to site and weather conditions.

Other works in the area

  • Building the elevated walking and cycling path along Harris Street and over Whitehall Street continues. The next stage of works will include deck work, pavement upgrades, painting, and the lifting and installing of the large truss across Whitehall Street.
  • Ongoing groundwater monitoring which may involve traffic changes for drivers on local roads and occasional nightworks.

Construction noise on Youell Street, Lyons Street and within the northern entry and exit for the West Gate Tunnel on Whitehall Street.

Construction on Youell Street and Lyons Street will take place between 7am – 5pm, while works within the tunnel will continue to be 24/7.

Occasional night works between 5pm – 5am may be required to complete works.

Surrounding properties will continue to be updated as these works progress

Construction vehicle 24/7 movements in the area including:

  • Various sized vehicles including excavators, concrete trucks, oversized trucks and rollers.
  • Construction materials will be transported to and from the site area.
  • Water-spray trucks and road sweepers will be used around our worksite.

The current connection between Youell Street and the private road will be closed permanently.

Step two: Traffic and parking changes on Youell Street during construction:
When construction of the new road between Lyons Street and the 107–109 Whitehall Street precinct is complete and the road is opened, construction within the northern tunnel entrance, including the new cul-de-sac at the east end of Youell Street, will begin. These works involve:
  • Extending the site boundary further west
  • Vehicle access will be via the new Lyons Street truncated road
  • Parking spaces at the east end of Youell Street will be reduced
