Overview
We’ve completed planning for upgrades to two intersections in Essendon:
- Mt Alexander Road and Napier, Fletcher, and Russell streets
- Mt Alexander, Bulla, Keilor, and Lincoln roads.
Planning
Planning work included traffic modelling, community engagement and environmental investigations. This helped us understand environmental and community engagement, develop design options, and confirm scope and costs of different options.
Through our planning work for the intersection upgrades we identified that safety improvements are a priority.
Community feedback
From 24 March to 13 April 2025, we asked for community feedback via Engage Victoria to help inform our planning for the upgrades.
Feedback provided important local insights that helped us to understand community views on safety, traffic flow and what to consider in our planning.
The top three improvements the community asked us to consider at both intersections were:
- replacing the roundabouts with traffic lights
- making upgrades to the existing roundabouts, and
- providing safer access for pedestrians and cyclists.

Transport Victoria will deliver safety upgrades at the intersection of Mt Alexander Road and Napier, Fletcher, and Russell streets intersection. This includes safer pedestrian crossings and clearer line marking to make the intersection easier to navigate.
Transport Victoria will provide more information about this upgrade in 2026.
Mt Alexander, Bulla, Keilor, and Lincoln roads intersection
Transport Victoria will upgrade the intersection at Mt Alexander, Bulla, Keilor, and Lincoln roads to make it safer and more accessible for everyone as they get ready to welcome the new G Class trams.
These works will include:
- Fully signalising the tram movements at the intersection to improve efficiency and safety.
- Constructing a new dedicated right-turn lane from Bulla Road into Keilor Road. The existing right-turn lane will be converted into a dedicated right-turn lane into Lincoln Road.
- Removing Stop 46 on Mt Alexander Road at Lincoln Road to make tram services more efficient and reliable.
Other works include providing safe crossing points for people to access Stop 47 on Keilor Road, installing tactile ground surface indicators and landscaping at the centre of the intersection.
