The statements listed in this part outline the functions of the Major Transport Infrastructure Authority (MTIA) and provide a non-exhaustive list of the types of information and documents we hold in relation to our functions.

Statement 1: Organisation and functions
MTIA was established on 1 January 2019 as an Administrative Office in relation to the Department of Transport and Planning under the Public Administration Act 2004 (Vic).
The Director-General has been appointed by the Premier as Administrative Office Head of the MTIA, and in that capacity is responsible for the general conduct and the effective, efficient and economical management of the functions and activities of the MTIA.
MTIA is responsible for planning, development and delivery of a program of major transport infrastructure projects including the Level Crossing Removal Project, North East Link, Metro Tunnel Project, Regional Rail Revival, Melbourne Airport Rail, West Gate Tunnel Project and a portfolio of major road projects.
MTIA is comprised of the following Project Offices:
- Level Crossing Removal Project
- Major Road Projects Victoria
- North East Link
- Rail Projects Victoria
- West Gate Tunnel Project
MTIA’s Project Offices each have their own CEO who leads the delivery of their respective projects.
Statement 2: Categories of documents
MTIA creates and manages a large number of documents relating to its projects. These documents are stored on Electronic Document and Records Management Systems.
The types of documents held by MTIA include but are not limited to:
- briefs and reports
- contracts and agreements
- maps, plans and drawings
- registers
- correspondence
- meeting records
- rules, policies and procedures
- multimedia including photographs, images and videos
- financial records.
This list is a representation of information that is held by MTIA and may not be an exhaustive list.
Statement 3: Freedom of information arrangements
Under the Freedom of Information Act 1982 (Vic) (FOI Act), members of the public have the right to request access to documents and information held by MTIA about their personal affairs and the activities of MTIA.
A Freedom of Information (FOI) request needs to be made in writing to the agency that holds the documents being requested.

Statement 4: Publications
MTIA produces a wide range of publications which can be found here on our website.
These publications include but are not limited to:

- technical documents and reports.
Please read through these first as they may provide you the information you require, or may help to focus any request for information. Also note, due to the dynamic nature of MTIA’s projects, these publications are regularly added to or updated.
Statement 5: Rules, policies and procedures
MTIA has internal policies and procedures which operate within a whole-of-government and Department of Transport and Planning (DTP) policy framework. They include:
