The Victorian Government is committed to removing every level crossing on the Cranbourne and Pakenham lines, creating more benefits for local communities and a better transport network for all Victorians.
We’re closing Webster Street at the level crossing and building a new road under the rail line, connecting Cheltenham and Hammond roads to Princes Highway–Lonsdale Street, changing how people travel around Dandenong for the better.
Removing the dangerous and congested level crossing at Webster Street will improve safety for drivers, pedestrians and cyclists and prepare the area for future development.
It will also reduce road congestion and deliver a more reliable road network with better connections and travel times. Making the Cranbourne and Pakenham lines level crossing free will pave the way for more trains, more often and future transport upgrades.
We will close Webster Street at the level crossing in 2025 and the new road underpass will open by 2028.

Working with your business during construction
Understanding your business and working with you is important to us.
During construction, our commitment to you is to:
- have dedicated staff to keep you up to date about the project and timing of upcoming works and disruptions
- ensure you have timely information about travel disruptions to help you, your staff and customers get around
- conduct marketing campaigns to encourage the community to shop locally during the works
- encourage our workforce to shop, dine and use services locally
- manage traffic and workforce parking to keep it off local roads and away from business parking.
Keeping you up to date
During our works, we'll keep you up to date in the following ways.
- Drop in to your business or venue to provide project updates and information about disruptions and answer any concerns you may have.
- Deliver letters to local businesses about upcoming works and disruptions.
- Provide regular email updates if you sign up to the Webster Street project at levelcrossings.vic.gov.au/subscribe
- Send important information to your mobile phone. Simply SMS WEBSTER to 0428 581 917 to make sure you receive these updates.

What to expect
Large construction projects like this level crossing removal can present both challenges and opportunities to local businesses and community groups.
Changes to travel and parking
Our works will take place on and next to key local and arterial roads. This may lead to occasional changes to how you, your staff and customers drive, use public transport, park, cycle and walk through the area.
We will let local businesses know in advance of disruptions to ensure you have information about detours or changes to access to help your staff and customers get around.
We’ll make sure the community is well-informed about any changes in the area so they know how to reach you.
Noise, dust and vibration
During construction, we’ll need to dig under the rail line to build the new road underpass connection between Cheltenham Road and Princes Highway-Lonsdale Street.
We’ll also need to install piles to form the foundations of the new underpass and build retaining walls. This work can be loud and create some dust and vibration in the area.
We will work to minimise any impacts to the community and businesses where possible.
