First look at your new Seaford Station
We're building a new modern and accessible Seaford Station with better facilities for passengers.
We’re also removing the dangerous and congested level crossings at Armstrongs Road and Station Street by building 2 separate rail bridges over the roads to make Seaford boom gate free.
Early designs of the new station and rail bridges are available and we want to hear from the local community to help refine these designs.
Elevating the station and rail line over the roads will provide new community spaces, landscaping, walking and cycling connections and improve car park access.
With these level crossings gone, journeys will be safer and more reliable for drivers, pedestrians and bike riders.
Construction will start next year, with the new Seaford Station open and the level crossings gone for good in 2028.
We’re removing all 27 dangerous level crossings on the Frankston Line to make journeys boom gate free.

Why these level crossings need to go:
- more than 5000 vehicles travel through these level crossings each day
- boom gates are down for more than half an hour every morning peak (7am to 9am)
- seven near misses at these crossings since 2016.
How your feedback has shaped early designs
Last October and November, we asked locals how they travel in the area and what they love about Seaford.
Thanks to everyone who had their say. We received more than 690 pieces of feedback via our surveys, station pop ups and information sessions.
Your local insights and feedback, alongside technical and engineering requirements, helped shape the early designs.
Village and coastal feel
You told us you love Seaford’s coastal village feel. The new station precinct reflects the local area, featuring colours drawn from the Edithvale-Seaford Wetlands, Kananook Creek, Seaford Beach and local flora, including the Coastal Banksia.
The station forecourt will feature paving and materials that draw inspiration from the coastline and sand dunes, acknowledging Seaford’s unique surroundings and coastal environment.
Project designs are being developed in collaboration with Bunurong Land Council Aboriginal Corporation, the Registered Aboriginal Party for this Country. The final designs, materials and landscaping will reflect learnings, stories, legacy, culture and connection to lands and waterways, ecology and geology and share First Nations stories with the community.
Bunurong lands extend from the west at Werribee River, south around Melbourne CBD, through Mornington Peninsula and to the east at Tarwin River and the periphery of Warragul.
Seaford RSL and Seaford Scouts
We know how important the Seaford RSL and Seaford Scouts are to the local community.
The RSL buildings and Scout Hall will be retained and will remain open throughout construction.
We're working closely with the RSL and Scouts.
Improved connectivity and accessibility
We heard improving connectivity and accessibility is important to you.
The new station will include 2 entrances and lifts, with stairs and a lift at each end of the station's 160m platforms. Lifts will accommodate mobility scooters, wheelchairs and prams.
We’ve redesigned the station car park to make it easier to walk, drive and ride through the precinct.
The station car park will feature a brand-new connection between the eastern and western car parks, entrances and exits and new pick up and drop off areas on Railway Parade and Station Street.
With a new pedestrian crossing, you’ll be able to safely walk across Railway Parade, under the elevated station and through to the Kananook Creek Trail.
Safety will also be improved with new lighting, CCTV cameras and clear sightlines.
Trees and vegetation
We’re carefully planning our designs and construction approach to minimise impacts on local flora and fauna.
Where possible we’ll build the rail bridges and new Seaford Station from the station car park and Railway Parade, with some work from Kananook Creek Reserve.
To safely carry out works, we may need to trim or remove trees in Seaford North and Kananook Creek reserves and on Railway Parade and nearby road and rail reserves. We’ll obtain the necessary approvals, and a qualified wildlife handler will relocate any wildlife.
We’ll plant new trees, shrubs and grasses.
New plantings will feature species suited to local conditions and the surrounding coastal environment.
Passengers can look forward to a new modern and accessible Seaford Station including:
- seating and standing areas on the platforms protected from weather
- station entry and exit at each end of the 160 metre platforms for convenient access from both sides of the rail line
- lifts and stairs to the platforms making it accessible for everyone to catch the train
- landscaping and seating areas
- pathways, lighting and security cameras to provide a safer station precinct
- improved connections with new access between the station eastern and western car parks and entrances and exits on Railway Parade and Station Street. Safety will be improved with new drop off areas at Railway Parade and Station Street and a new pedestrian crossing built on Railway Parade
- secure bike storage Parkiteer and bike hoops.
Make a planning approval submission
Planning approvals for the Armstrongs Road and Station Street, Seaford level crossing removal project will be sought from the Minister for Planning under Clause 52.03 of the Frankston and Kingston planning schemes.
The Level Crossing Removal Project is seeking planning submissions on planning matters relating to the Armstrongs Road and Station Street, Seaford level crossing removal project, including:
- project boundary
- construction-related impacts
- environmental management
- amenity
- trees and vegetation removal
- heritage
- other project matters.
In addition to these planning matters, we welcome submissions related to any aspect of the Armstrongs Road and Station Street, Seaford level crossing removal project.
All submissions received will be summarised in a consultation report to inform the Minister for Planning’s assessment of the project.

Armstrongs Road level crossing removal
We're removing the Armstrongs Road level crossing by building a rail bridge over the road.
Elevating the rail line over the road will improve safety by separating trains from vehicles, pedestrians, and bike riders while maintaining access to Nepean Highway and Seaford Beach. Under the rail bridge will feature:
- planting and landscaping
- a signalised pedestrian crossing across Armstrongs Road
- a bicycle repair station
- improved connectivity to the Kananook Creek Trail and Armstrongs Road pedestrian path.
With 1km between Armstrongs Road and Station Street, building separate rail bridges will provide a more efficient construction approach and shorter disruptions for passengers on the Frankston Line and road users.
