Creating a new transport hub for Croydon
Removing the dangerous and congested level crossing at Coolstore Road, Croydon paves the way for better road connections, a unified shopping precinct and a new bus interchange.
We'll also build a new, premium Croydon Station, with improved safety and access, and modern facilities for passengers.
A new rail bridge at Coolstore Road will connect Croydon’s town centre, which is currently divided by the rail line. Removing this crossing will improve safety and reduce congestion.
We'll improve traffic flow through the town centre by building a new bus interchange and new road connections that make it easier to travel in both directions north and south of the rail line. This includes removing the congested roundabout at Coolstore Road.
We've released early concept designs and now want to hear from the community about key elements of the design to remove the level crossing and build the new station.
Why this crossing needs to go
- More than 10,000 vehicles travel over this road each day.
- Removing this level crossing will connect the Croydon precinct, which is currently divided by the rail line.
- With the boom gates gone, we can create safer and more efficient road connections for Croydon.
- More than 100 trains pass through the level crossing every week day.

As well as removing the level crossing, we'll ease congestion in Croydon's town centre by removing the roundabout at Coolstore Road and building new road connections between Devon Street and Wicklow Avenue, and Kent Avenue and Lacey Street. This will create better travel flow, with direct links north and south of the rail line.
We're also building a new Croydon Station that will have better facilities and improve safety, with more lighting and CCTV.
Raising the rail line over the road means we can improve the precinct's road network as well, with changes to traffic signals and road configurations around the station precinct. We'll also build a new bus interchange, which will provide safer connections for passengers to the station.
The new station will feature new paths through the precinct for pedestrians and cyclists, as well as a new Parkiteer, bike hoops and changes to the commuter parking layout.
Early works for the project will start in 2023 and the project will be complete in 2025.
New premium station
The new station will have two station entrances, improved safety, accessibility and connections to the local area.
New walking and cycling connections
As part of the new station precinct, we're building more walking and cycling paths to improve connections for pedestrians and cyclists.
New station parking
The new station precinct will include new station car parking with lighting, CCTV and no loss of car spaces. There will also be two drop off zones, one on each side of the rail line.
Better bus connections
To improve safety and make catching your bus easier, we’re building a bus interchange to better connect with the station and trader precinct.
Building a rail bridge
We're removing the Coolstore Road level crossing by building a rail bridge over the road.
Building a rail bridge offers the greatest opportunity to connect Croydon’s town centre, which is currently divided by the rail line.
This design links the two retail precincts and the open space, making it easier and safer to move through the area.

We want to hear from you
Now that we've released early concept designs, we want to hear from the local community. As part of the concept design process, we are currently working on the station architecture. The next phase of designs will be released in 2023 after we've had further input and feedback from you.

Planning approval survey
Planning approval for this project will proceed under Clause 52.03 – Level Crossing Removal Project of the Maroondah Planning Scheme.
LXRP is seeking community input on a range of planning matters, including:
- project boundary
- construction-related impacts
- environmental impacts
- amenity impacts
- native vegetation
- heritage.
The consultation period is now open, and we would like to provide you with the opportunity to make a planning submission.
All submissions received will be included in a consultation summary report which will inform the Minister for Planning’s assessment of the project under Clause 52.03.

Construction Liaison Group

Other projects in your area
As part of the Ringwood Level Crossing Removal Project, the Dublin and Bedford Road crossings will be removed by lowering the rail line into trenches.
When these level crossings are gone in 2025, there will be no boom gates between Ferntree Gully and the City on the Belgrave line, and the Lilydale line will be completely level crossing-free. Ringwood, Ringwood East and Croydon will be safer, less congested and easier to get around.
