Work is powering ahead to make the Lilydale Line level crossing free by 2024, a year ahead of schedule.

Works are ramping up to remove the congested level crossing and roundabout by elevating the rail line, building a new Croydon Station and transport hub, and creating new road links to connect Croydon’s town centre.

What we’re doing in March

Croydon Station

  • Croydon Station is closed until the new station opens by spring 2024. During this time, Lilydale Line trains are not stopping at Croydon Station. A shuttle bus connects passengers from Croydon to train services at Mooroolbark and Ringwood East stations.
  • The pedestrian walkway through the old station car park is closed until the new station opens by spring 2024. To cross the train line, use the pedestrian level crossings at:
    • Mount View Street to Alto Avenue
    • Coolstore Road
    • Kent Avenue to Main Street (near Vinnies at the roundabout).
  • The status of pedestrian walkways may change as works progress, please observe signage on footpaths and walkways.

Main Street and Lacey Street

  • Lane closures will be required throughout March to carry out Telstra relocation and footpath reinstatement works on Main Street and Lacey Street. Pedestrian and vehicle detours will be required. Impacted properties will be notified by the service provider.
  • Drainage relocation works are currently underway within the existing project site at the intersection of Main Street and Pierson Drive. Pedestrian detours will be required, and two car spaces will be temporarily closed while these works are carried out.
  • From Thursday 4 April, we'll start major works to construct the new road connection between Kent Avenue and Lacey Street, including:
    • drainage relocation
    • installation of new underground cables for traffic signals and public lighting
    • construction of the new road surface.
  • Sections of Main Street and Lacey Street will be closed throughout April and May, however traffic access will still be maintained in one direction on Main Street. Further information will be provided in a separate works alert with additional information about how to get around the precinct while these works are undertaken.
  • Please refer to signage and follow the direction of our traffic management staff during these works.

Coolstore Road

  • As part of works to build new road connections and a new elevated rail line, we'll close Coolstore Road at the level crossing from Monday 15 April. Further information will be provided in a separate works alert with additional information about how to get around the Croydon precinct.
  • The new road connections linking Croydon’s town centre will open by spring 2024.

Pierson Drive

  • A temporary road closure is currently in place until early April on Pierson Drive between 57 and 93 Main Street while drainage relocation works and roadworks continue. Rear driveway access is temporarily closed throughout this period. Pedestrian access is temporarily closed so we can build the kerb adjacent to the back of the buildings.
  • Pierson Drive is also closed at the intersection of Pierson Drive and Railway Grove until early April so we can install cables for the new traffic and public lighting and carry out major roadworks. Traffic management is in place to ensure safe vehicle movements throughout the area. From Tuesday 12 March, local access to the car park will be impacted for up to three weeks. Alternative parking is available at the Devon Street multi-deck car park during this period.

Gallipoli Parade

  • Work to build a construction working platform within the rail corridor at Gallipoli Parade will continue throughout March and April in preparation for building the retaining walls for the rail bridge. Delivery of materials and compaction of the ground will be undertaken throughout these works.
  • From Thursday 4 April to late July, concrete barriers will be placed on Gallipoli Parade between Anzac Street and Lemnos Street to store rail sleepers. Traffic will operate in a one-way direction during this period and on-street parking will be temporarily closed between 13 and 17 Gallipoli Parade. Traffic management will be in place while the deliveries are being undertaken.

Wicklow Avenue

  • The main entry and exit driveway into Croydon Central on Wicklow Avenue is temporarily closed until 6pm Thursday 28 March. During this time, works are taking place on the road and footpath between 7am and 6pm Monday to Friday and Saturdays, 7am to 3pm. The entrance beside Platter Pantry on Wicklow Avenue remains open, as well as all other entry and exit points on Kent Avenue.
  • Footpath reinstatement works will be carried out along Wicklow Avenue adjacent to Alto Avenue and adjacent to Platter Pantry throughout March. A pedestrian detour is in place. Please follow the signage in place and our traffic control staff.

Croydon Road, Kent Avenue and roundabout

  • In preparation for the construction of new road connections, works to remove traffic islands and relocate drainage and sewer assets will take place throughout March on Kent Avenue and Croydon Road, near the roundabout. When it is safe to do so, these works will take place during the day, behind safety barriers. To minimise traffic disruptions, additional works take place overnight. Information on these works can be found overleaf.
  • Throughout March, Telstra and NBN relocation works, including reinstatement of sections of road and pedestrian walkways and cable hauling will continue on Kent Avenue and Croydon Road, near the roundabout.
  • Shuttle flow traffic management and pedestrian detours will be in place during these works. Please refer to signage and follow directions from traffic management staff.
  • Associated service outages may be required following these works. Impacted businesses and households will be contacted by their service provider.

Coolstore Road and roundabout

  • Works will continue beside Coolstore Road in the rail corridor to build bridge foundations, including construction of piers and crossheads for the new rail bridge. For vehicle and pedestrian safety while these works take place, occasional off-peak closures of the Coolstore Road westbound lane will be in place at times from 10am to 2pm throughout March. This closure will not be in place every day, only on selected days to construct large crossheads across Coolstore Road.

Railway Crescent

  • Works will continue throughout March to build bridge foundations, including concrete pouring for the construction of piers and crossheads. On some occasions, these works may exceed normal construction hours while concrete pours are carried out. We’ll keep nearby residents updated when this happens.
  • Rail bridge retaining walls will continue to be installed in the rail corridor throughout March. There may be minor delays for traffic while materials are safely moved to the site.

Upcoming out of hours works

At times, out of hours works are required to complete work safely. Out of hours works may include delivery of materials, plant, and machinery, utility relocations, road asphalting, reinstatement and other work activities. We will provide detail of these works to impacted residents and businesses. Outside of these times, construction works will take place from Monday to Friday, 7am to 6pm and Saturdays, 7am to 3pm.

Rail corridor and across various locations

  • We’ll work 24/7 along the rail corridor and at the Coolstore Road level crossing from 7.30pm Tuesday 19 March to 7am Sunday 24 March while trains are not running. During this time, we will:
    • trench and install underground and overhead rail equipment
    • continue building bridge foundations (including concrete pours to construct piers and crossheads)
    • install bridge beams
    • complete rail signalling works
    • relocate underground water services within the rail corridor
    • investigate services.

Wicklow Avenue

  • Night works will continue to take place each night from 7pm to 7am until Thursday 28 March on Wicklow Avenue. While night works are underway, there will be traffic management in place on Wicklow Avenue, Kent Avenue and Croydon Road, assisting road users and pedestrians safely around the works areas, road users may experience minor delays.
  • Overnight on Monday 18 March, a pre-fabricated station building will be delivered to the Croydon Station northern car park via Mount Dandenong Road and Wicklow Avenue. The building will be delivered in modules and stored in sections of Wicklow Avenue before being lifted into place on Tuesday 19 March. There will be short delays of up to 15 minutes on Wicklow Avenue as the building is delivered to site.

Railway Crescent and Coolstore Road

  • Piling works to build bridge foundations, construct piers and crossheads for the new rail bridge will continue throughout March within our site in the rail corridor. Some out of hours works will take place as machinery is moved between the Railway Crescent and Coolstore Road sites. Nearby residents will be provided with more detail via works notifications and SMS updates. Text ‘Railway Crescent’ to 0438 942 094 to receive street specific updates.

Northern car park area

  • From Wednesday 13 March and Saturday 16 March, 7pm to 5am each night, works will take place overnight in the northern car park to carry out significant concrete pours and install steel to prepare for the upcoming station building delivery.
  • Night works will continue to take place each night in the northern car park from Tuesday 19 March to Thursday 28 March. Following the Easter break, night works will continue until late May to install bridge beams, install station services and carry out significant concrete pours to prepare for upcoming station building deliveries. These works will also take place on Saturdays and Sundays between 7am to 5pm.

Bridge foundation works across various locations

  • Works are underway to build the new rail bridge foundations, which include piling, pier and crosshead construction works. On some occasions, these works may exceed normal construction hours while significant concrete pours are carried out and large machinery is being transported between sites. We’ll keep nearby residents updated when this happens.

Changes to the way you travel

  • Buses will replace trains on sections of the Belgrave and Lilydale lines between Blackburn, Belgrave and Lilydale stations from 8.30pm Tuesday 19 March to late March.

Shutdown period

  • The site will shut down from Friday 29 March to Wednesday 3 April for the Easter break. No works are expected to take place during this time.

What to expect

There will be changes to the way you travel around the precinct while we work. Please take care when moving. At times local traffic changes involving lane and road closures will be required to facilitate delivery of materials, plant, and machinery, utility relocations, road asphalting and reinstatement and other work activities. We will provide detail of these works to impacted residents and businesses.

You may experience moderate noise from machinery such as piling, cranes, rollers, and excavators. Please be aware that works can sometimes take longer than expected or need to be rescheduled due to weather and other factors outside of our control.
