Terms and Conditions have been developed online with the Victorian Commission for Gambling and Liquor Regulations conditions set out in the Gambling Regulation Act 2003 and Gambling Regulations 2015.

Newport SMS sign-up campaign

By submitting an entry into the Newport SMS sign-up campaign (Promotion), you are consenting to the following terms and conditions:

  1.   2. There is no entry fee for the Promotion.
  3. The Promotion is open to current residents of Victoria only.
  4. To validly enter the Promotion, a person must be 18 years of age or over on the date of their entry into the Promotion.
  5. The Promotion will run from 12:00AM AEST 5 March to 11:59PM AEST 31 August 2026.
  6. Entries are limited to one entry per person.
  7. Employees, contractors and suppliers of LXRP are not eligible to enter the Promotion.
  8. To validly enter the Promotion, a person must sign up to the Newport SMS notification alert by texting ‘NEWPORT’ to 0429 839 892.
  9. By entering the Promotion, you will be added to the Newport SMS subscriber list for community updates. You can opt out of the Newport SMS subscriber list at any time by texting ‘UNSUBSCRIBE’ to 0429 839 892.
  10. The validity of entries and selection of entries are at the sole discretion of LXRP.
  11. LXRP reserves the right to modify, suspend or cancel all or any part of the Promotion at its sole discretion.
  12. LXRP will draw three winners at random from the Newport SMS subscriber list on the first day of every month from 1 April to 1 September 2026.
  13. The winner will receive a gift card valued at $100 to be spent at a local trader (Prize). The Prize must be redeemed in accordance with any validity period or conditions specified by the trader issuing the gift card.
  14. LXRP will call the winner via their SMS sign-up number to arrange a suitable time and date to deliver the gift card. If the winner is unable to be contacted after reasonable attempts are made, a replacement winner will be drawn at random. LXRP will arrange a suitable time and date with the winner to deliver the gift card to them.
  15. The Prize is not transferable. Neither the Prize, nor any unused part of the Prize, can be sold, scalped, auctioned, raffled, pledged, or promoted as an incentive or reward. LXRP is not liable for the Prize being lost, damaged, unavailable, uncollected or undelivered. To the extent permitted by law, LXRP makes no representations or warranties as to the quality, suitability, redeemability or merchantability of the Prize.
  16. Personal information is collected to enable the administration and promotion of the Promotion, including the announcement of the winners’ names on social media or other promotional materials. Personal information collected, used and disclosed in connection with this Promotion is subject to the VIDA Rail Privacy Policy.
  17. LXRP shall not be liable for any loss or damage whatsoever which is suffered (including but not limited to indirect or consequential loss) or for any personal injury suffered or sustained in connection with the prize or the Promotion, except for any liability which cannot be excluded by law.

Mordialloc Spin the Wheel competition

By participating in the Mordialloc Spin the Wheel (Competition), you are consenting to the following Terms and Conditions:

  1. The Competition is conducted by VIDA Rail (formerly known as the Level Crossing Removal Project), a division of the Victorian Infrastructure Delivery Authority, an administrative office in relation to the Department of Transport and Planning (ABN 69 981 208 782) of Level 9, 121 Exhibition Street, Melbourne, Victoria 3000 (VIDA Rail).
  2. There is no entry fee for the Competition.
  3. The Competition is open to current residents of Victoria only.
  4. The Competition will run from Wednesday, 29 October 2025 to Tuesday, 30 June (Competition Period).
  5. To validly enter the Competition, a person (Entrant) must:
    1. attend a Mordialloc Level Crossing Removal Project pop-up in the Mordialloc or Aspendale area (Project Pop-Up) during the Competition Period; and
    2. speak with a project representative in branded VIDA Rail attire, who will administer permission to spin the wheel.
  6. Entrants who spin the wheel and land on the ‘Prize Draw’ wedge will enter a draw to win a $100 voucher to be redeemed at local traders participating in the Competition (Participating Local Traders) (Prize Draw).
  7. Entrants who spin the wheel and land on a wedge other than the ‘Prize Draw’ will win a prize determined by where the clicker on the wheel lands. Prizes outside of the Prize Draw include:
    1. snacks;
    2. coffee vouchers for Participating Local Traders; and
    3. Mordy Gift Cards valued at $10.

The prize (other than prizes related to the Prize Draw) can be collected at the Project Pop-Up.

  1. The total prize pool for the Prize Draw will be $600, consisting of six $100 vouchers redeemable at Participating Local Traders.
  2. VIDA Rail will randomly select from Entrants eligible for the Prize Draw and contact those drawn as a winner via their nominated notification method.
  3. There will be six winners of the Prize Draw, each receiving one of the available $100 vouchers.
  4. VIDA Rail is not liable for any voucher being lost, damaged, uncollected, or undelivered. Vouchers must be redeemed in accordance with the validity period and conditions specified by the relevant voucher.
  5. An individual is allowed no more than one entry into the Competition during the Competition Period. A parent or guardian who has entered the Competition may nevertheless assist their dependent(s) to participate in the Competition.
  6. An entrant cannot spin the wheel more than once.
  7. Employees, contractors, and suppliers of VIDA Rail are not eligible to enter the Competition.
  8. Validity and selection of entries is at VIDA Rail’s sole discretion.
  9. The Project Pop-Up dates and times will be selected and run at VIDA Rail’s discretion.
  10. VIDA Rail reserves the right to cancel all or part of the Competition at its sole discretion.

  12. LXRP will draw 20 winners at random from the Mordialloc SMS subscriber list on 1 September 2025.
  13. There will be a total of 20 prizes valued at $200 each and each winner will receive one prize. Prizes are Mordy Gift cards (see Mordy Gift Card - Mordialloc). Prizes may be subject to their own terms and conditions.
  14. LXRP will contact winners via their SMS sign-up number to arrange a suitable time and date to deliver the prize. If a winner is unable to be contacted after reasonable attempts are made, a replacement winner will be drawn at random.

Mordialloc Say The Word Promotion

By submitting an entry into the Mordialloc Say the Word Promotion (Promotion), you are consenting to the following Terms and Conditions.

  1. The Promotion is conducted by the Level Crossing Removal Project, a division of the Victorian Infrastructure Delivery Authority, an administrative office in relation to the Department of Transport and Planning (ABN 69 981 208 782) of Level 9, 121 Exhibition Street, Melbourne, Victoria 3000, www.levelcrossings.vic.gov.au, 1800 105 105 (LXRP).
  2. There is no entry fee for the Promotion.
  3. The Promotion is open to current residents of Victoria only.
  4. To validly enter the Promotion, a person must be aged at least 18 years old on the first day of the Promotion.
  5. Employees, contractors and suppliers of LXRP are not eligible to enter the Promotion.
  6. The Promotion will run from 12:00AM AEST 12 August to 11:59PM AEST 17 August 2025 (Promotion Period).
  7. There will be 5 rounds during the Promotion Period. Each round will run for one day during the relevant participating trader (Mordialloc Participating Trader)’s business hours on each of the following dates:
    • Wednesday, 13 August 2025
    • Thursday, 14 August 2025
    • Friday, 15 August 2025
    • Saturday, 16 August 2025
    • Sunday, 17 August 2025
  8. On the day prior to each round, the Mordialloc Traders Association will announce on the Main Street Mordialloc’s accounts on Facebook and/or on Instagram (at the handle @mainstreetmordialloc):
    • the name of the Mordialloc Participating Trader for that round;
    • the relevant codeword of the day for that round; and
    • the Mordialloc Participating Trader’s business trading hours for that round, for the following day.
  9. To validly enter the Promotion, on the day of a round, a person must:
    • attend the address of the relevant Mordialloc Participating Trader during its business hours;
    • state the relevant codeword to the shop attendant.

    The first three individuals to state the correct codeword will be eligible for a prize (Prize).

  10. Each winner will be identified by the shop attendant at the relevant Participating Mordialloc Trader at their discretion.
  11. There will be 15 Prizes with a total prize pool of $1,750
    • Five $200 Mordy Gift Cards;
    • Five $100 Mordy Gift Cards;
    • Five $50 Mordy Gift Cards.
  12. Each winner will receive a Mordy Gift Card, which can then be redeemed in accordance with any terms and conditions stated on the relevant voucher. The voucher must be redeemed within the validity period and subject to any conditions specified on the relevant voucher.
  13. The Prize is non-transferable. Neither the Prize, nor any unused part of the Prize, can be sold, scalped, auctioned, raffled, pledged or promoted as an incentive or reward.
  14. LXRP reserves the right to modify, suspend or cancel all or any part of the Promotion at its sole discretion.

Ballarat Station precinct – Spend and Win Competition

By submitting an entry into the Ballarat Station precinct ‘Spend and Win’ Competition (the Competition) you are consenting to the following terms and conditions:

  1. The Competition is conducted by the Level Crossing Removal Project (LXRP), a division of the Victorian Infrastructure Delivery Authority, an administrative office in relation to the Department of Transport and Planning, ABN 69 981 208 782 of Level 9, 121 Exhibition Street, Melbourne, Victoria 3004, levelcrossings.vic.gov.au, phone 1800 105 105 (LXRP).
  2. There is no entry fee for the Competition.
  3. The Competition is open to current residents of Victoria only.
  4. The Competition is not open to employees, contractors or suppliers of LXRP.
  5. The Competition will run from 12:00AM EST 2 June 2025 to 12:00AM EST 31 August 2025, inclusive (Term). The Term may be extended by LXRP at any time.
  6. There will be three (3) rounds during the Term, with each round running for four (4) weeks starting at 00:01AM and closing at 11:59PM, respectively, on the dates below:
    • Monday 2 June to Sunday 29 June
    • Monday 30 June to Sunday 27 July
    • Monday 4 August to Sunday 31 August
  7. To validly enter the Competition, a person must:
    • spend a minimum amount of AUD$10.00 in a single transaction (Minimum Transaction Amount) during a Term at a business displaying advertising material for the Competition in the Ballarat Station precinct (Participating Trader). The Minimum Transaction Amount is the final and total purchase amount that the customer has paid to the Participating Trader, inclusive of GST and any other fees incurred;
    • complete a hard copy and put it in the entry form box at a Participating Trader; OR
    • complete an online entry form at bigbuild.vic.gov.au/ballarat-spend-and-win
    • enter by the closing date of each round as outlined in point 6 above.
  8. The Participating Traders are Itinerant Spirits, Nolans and the Station Refreshment Room.
  9. Entries are valid for the competition round (outlined in point 6) during which the entry is received.
  10. Only one entry form can be summitted per transaction. Entries are unlimited as long as the Minimum Transaction Amount is met.
  11. Prize vouchers are not transferable. Vouchers cannot be sold, scalped, auctioned, raffled, pledged, or promoted as an incentive or reward. LXRP, its partners, contractors and Participating Traders are not liable for any vouchers being lost, damaged, unavailable, uncollected or undelivered. LXRP makes no representations or warranties as to the quality, suitability, redeemability or merchantability of the vouchers.
  12. Eight (8) winners will be drawn at random at the end of each round. The winners of each round will be randomly allocated one of the following vouchers: 4 x $25 vouchers from the Station Refreshment Room, 2 x $50 vouchers from Itinerant Spirits, 2 x $50 vouchers from Nolans. Each voucher will be valid until 30 June 2026.
  13. The validity and selection of entries are at the sole discretion of LXRP.
  14. LXRP reserves the right to modify, suspend or cancel all or any part of the Competition at its sole discretion.
  15. The Competition refers to ‘Spend and Win’ being run by LXRP, which involves a community member making an eligible purchase of $10 or more at a Participating Trader. Entries must be submitted by entering the physical entry form on the trader’s premises or via bigbuild.vic.gov.au/ballarat-spend-and-win, to go into the draw to win a prize voucher to spend at the Participating Trader that issues the voucher.
  16. Each winner will be notified via the contact details included in their completed entry form. If a winner is unable to be contacted after reasonable attempts are made, a replacement winner will be drawn at random.
  17. Personal information is collected to enable the administration of the Competition. Personal information collected, used and disclosed in connection with this Competition is subject to the Level Crossing Removal Project’s Privacy Policy.
  18. Melton Mother’s Day Promotion

By submitting an entry into the Melton Mother’s Day Promotion (the Promotion), you are consenting to the following Terms and Conditions:

  1. The Promotion is conducted by the Level Crossing Removal Project, a division of the Victorian Infrastructure Delivery Authority, an administrative office in relation to the Department of Transport and Planning, ABN 69 981 208 782 of Level 9, 121 Exhibition Street, Melbourne, Victoria 3000, www.levelcrossings.vic.gov.au, 1800 105 105 (LXRP).
  2. There is no entry fee for the Promotion.
  3. Subject to clause 4, the Promotion is open only to individuals who are both:
    1. aged at least 18 years old; and
    2. residents of Victoria, at the commencement of the Promotion.
  4. The Promotion is not open to employees, contractors and suppliers of LXRP or immediate family members of the aforementioned persons.
  5. The Promotion will commence at 12.00am, Friday 9 May 2025 and conclude at 11.59pm, Sunday 11 May 2025 (Promotion Period).
  6. To validly enter the Promotion, an individual must, during the Promotion Period, sign up for Melton SMS updates by scanning the QR code or texting MELTON to 0428 581 917.
  7. By entering the Promotion, you will be added to the Melton SMS subscriber list for community updates. You can opt out of the Melton SMS subscriber list at any time by texting UNSUBSCRIBE to 0428 581 917.
  8. An individual may only enter the Promotion once.
  9. Validity of entries and selection of entries are at the sole discretion of LXRP.
  10. The total Prize pool value is AUD$450.
  11. After the expiry of the Promotion Period, LXRP will select six winners at random from valid entries.
  12. One winner will receive one hamper valued at AUD$250 and two winners will receive one of two vouchers valued at AUD$100 (referred to collectively as Prize or Prizes).
  13. Each winner will be notified via the telephone number submitted with their entry in accordance with clause 6. LXRP will notify the winners of how they can obtain their Prize. If a winner is unable to be contacted after reasonable attempts are made, a replacement winner will be drawn at random from valid entries. Prizes which are vouchers can then be redeemed at a local trade mentioned in and in accordance with any terms and conditions stated on the relevant Prize.
  14. The Prize is non-transferable. Neither the Prize, nor any unused part of the Prize, can be sold, scalped, auctioned, raffled, pledged, or promoted as an incentive or reward.
  15. To the extent permitted by law, LXRP makes no representations or warranties as to the quality, suitability, or merchantability of the Prize. LXRP also makes no representations or warranties that all Prizes will be distributed or claimed.
  16. LXRP is not liable for any Prize being lost, damaged, uncollected, undelivered or unable to be redeemed for whatever reason. The relevant local trader stated on a Prize which is a voucher has the ultimate discretion over the Prize’s redeemability.
  17. LXRP shall not be liable for any loss or damage whatsoever which is suffered (including but not limited to indirect or consequential loss) or for any personal injury suffered or sustained in connection with the Prize or the Promotion, except for any liability which cannot be excluded by law.
  18. LXRP reserves the right to modify, suspend or cancel all or any part of the Promotion, for example by notice via text as to the Melton SMS subscriber list, at its sole discretion.

Mordialloc Spend and Win Competition

By submitting an entry into the Mordialloc ‘Spend and Win’ Competition (Competition) you are consenting to the following terms and conditions:

  1. The Competition is conducted by the Level Crossing Removal Project, a division of the Victorian Infrastructure Delivery Authority, an administrative office in relation to the Department of Transport and Planning, ABN 69 981 208 782 of Level 9, 121 Exhibition Street, Melbourne, Victoria 3004, levelcrossings.vic.gov.au, 1800 105 105 (LXRP).
  2. There is no entry fee for the Competition.
  3. The Competition is open to current residents of Victoria only.
  4. The Competition is not open to employees, contractors or Suppliers of LXRP.
  5. The Competition will run from 12:00AM EST 3 March 2025 to 11:59AM EST 13 April 2025, inclusive (Term).
  6. There will be six (6) rounds during the Term, with each round running for seven consecutive days starting at 00:01am and closing at 11:59pm, respectively, on the dates below:
    • Monday 3 March to Sunday 9 March
    • Monday 10 March to Sunday 16 March
    • Monday 17 March to Sunday 23 March
    • Monday 24 March to Sunday 30 March
    • Monday 31 March to Sunday 6 April
    • Monday 7 April to Sunday 13 April.
  7. To validly enter the Competition, a person must:
    • spend a minimum amount of AUD$10.00 in a single transaction (Minimum Transaction Amount) during the Term at a store displaying advertising material for the Competition in Mordialloc (Participating Trader). The Minimum Transaction Amountis the final and total purchase amount that the customer has paid to the Participating Trader, inclusive of GST and any other fees incurred;
    • complete a hard copy entry form; and
    • submit the completed entry form at the participating trader, by the closing date of each round as outlined in paragraph 4.
    • a clear, legible copy of a valid Australian tax receipt showing the transaction details, including the date of purchase, amount paid and business name; or
    • a screenshot or PDF of the online payment confirmation showing the transaction ID date of purchase and amount paid; or.
    • any other official document or payment verification provided by the Participating Trader.
  8. For transactions to be eligible, the entry must include proof of payment by showing one of the following:
