Work is powering ahead to make the Lilydale Line level crossing free by 2024, a year ahead of schedule.

Works are ramping up to remove the congested level crossing and roundabout by elevating the rail line, building a new Croydon Station and transport hub, and creating new road links to connect Croydon’s town centre.


What we’re doing throughout mid-late May

Croydon Station

Croydon Station is closed until the new station opens in late July. During this time, Lilydale Line trains are not stopping at Croydon Station. A shuttle bus connects passengers from Croydon to train services at Mooroolbark and Ringwood East stations.

The pedestrian walkway through the old station car park is closed until the new station opens in late July.

To cross the train line, use the pedestrian level crossings at:

  • Mount View Street to Alto Avenue
  • Kent Avenue to Main Street (near Vinnies at the roundabout).

The status of pedestrian walkways may change as works progress, please observe signage on footpaths and walkways.

Main Street and Lacey Street

Throughout May, major works to construct the new road connection between Kent Avenue and Lacey Street will continue, including the relocation of drainage services, installation of new traffic signals, public lighting and construction of the new road surface.

A temporary closure of the westbound lane on Main Street and Lacey Street between Main Street and the Lacey Street car park entrances is currently in place. Due to wet weather earlier in April, works will continue day and night until late May. Traffic will be maintained in an eastbound direction (towards Coolstore Road) on Main Street. Pedestrian access between the corner of the Main Street and Lacey Street intersection (adjacent to Miss Lacey Cafe) and Gem Dental Care on Lacey Street will be temporarily closed for the duration of the works. Access to Main Street businesses will be via Thomas Brew Lane.

From late May, the eastbound lane on Main Street will be closed between the pedestrian crossing adjacent to 68 Main Street and the Vinnies shop. Traffic will continue to flow in an eastbound direction during this period using the westbound lane. Car parking spaces will be closed adjacent to 57 and 61 Main Street and also adjacent to Vinnies.

From Monday 13 May to Friday 17 May, day and night work will be carried out on Lacey Street adjacent to the Lacey Street car park entrances. Access to the three-hour customer car park (adjacent to Thomas Brew Lane) will be temporarily closed at Lacey Street. Alternative entry and exit points will remain open on Hewish Road. The Croydon Traders Permit Parking on Lacey Street (adjacent to Harry Lacey Lane) will remain accessible via Coolstore Road and Lacey Street.

Coolstore Road

As part of works to build new road connections and a new elevated rail line, Coolstore Road is closed at the level crossing. The new road connection between Kent Avenue and Lacey Street will open in early July, and a new connection between Coolstore Road and Main Street will open by spring 2024.

Access between Wicklow Avenue, Kent Avenue and Croydon Road is maintained via a temporary intersection, which replaces the roundabout.

Access into Railway Crescent will be maintained via Kitchener Road. A two-way traffic arrangement will be reinstated on Railway Crescent.

Throughout May, streetlights will be installed on existing poles on nature strips and footpaths around the area and some vegetation trimming will be carried out in the rail corridor.

Pierson Drive

Pierson Drive is closed at the intersection of Pierson Drive and Railway Grove until late May so we can carry out roadworks.

Driveway access is temporarily closed throughout this period. Pedestrian access is also temporarily closed so we can build the kerb adjacent to the back of the buildings. Some minor vegetation trimming may be required at this location.

Access to the trader car park on Pierson Drive will be impacted throughout May. Alternative parking is available at the Devon Street multi-deck car park during this period.

Gallipoli Parade and Devon Street

Work to build a construction working platform within the rail corridor at Gallipoli Parade will continue throughout May to prepare for building the retaining walls for the rail bridge. Delivery of materials and compaction of the ground will be undertaken throughout these works.

A one-way traffic arrangement is currently in place on Gallipoli Parade between Anzac Street and Lemnos Street to store rail sleepers. On-street parking is temporarily closed between 13 and 17 Gallipoli Parade. Traffic management will be in place during work hours.

From Thursday 16 May for up to three days, traffic management will be in place on Devon Street to facilitate large deliveries. Some delays of up to 10 minutes can be expected while these deliveries take place.

Wicklow Avenue

From Monday 20 May for approximately one week, traffic control will be in place on Wicklow Avenue to install concrete panels, which will form part of the Wicklow Avenue retaining wall. The retaining wall will form part of the support structure that enables trains to travel on and off the rail viaduct from ground level. There will be delays of up to 15 minutes at the Alto Avenue pedestrian level crossing while the panels are installed.

Footpath reinstatement works will continue along Wicklow Avenue adjacent to Alto Avenue and adjacent to Platter Pantry Café throughout May. A pedestrian detour will be in place at times. Please follow the signage in place and our traffic control staff.

Croydon Road, Kent Avenue

From Monday 13 May to Tuesday 21 May, Croydon Road will be temporarily closed in the westbound direction between Wicklow Avenue and Joffre Street to enable construction of the new Kent Avenue and Lacey Street intersection. During this time, traffic will travel on Croydon Road in an eastbound direction (towards Maroondah Highway). Access to rear business parking will be maintained via the laneway alongside the old fire station at 14 Croydon Road between the hours of 7am and 7pm.

From Wednesday 22 May to Friday 31 May, Kent Avenue will be closed at the Wicklow Avenue intersection to continue construction of the new intersection.

Construction will take place day and night so we can complete our work as quickly as possible. Traffic management and pedestrian detours will also be in place. Please refer to signage and follow directions from traffic management staff.

School pedestrian crossings and access to teacher parking will be maintained during this time.

Railway Crescent

Bridge beams are currently being installed during day and night shifts until 7pm, Friday 17 May. Throughout these works, some access changes are required to driveways on Railway Crescent, to allow for safe crane movements while the beams are being installed. Our team will ensure affected residents are individually notified before the access changes.

Kitchener Road

To facilitate access into site for large trucks and deliveries, some on-street parking will be temporarily closed on Kitchener Road adjacent to properties located at 30, 33 and 34 Kitchener Road. One car space will also be temporarily closed adjacent to 24 Railway Crescent, between 7am and 6pm on Thursday16 May and Friday 17 May, and from 7am Thursday 30 May until 7am Saturday 1 June.

Site-wide

Work to carry out cable hauling as part of signalling works within the rail corridor will be undertaken throughout April and May between Mount Dandenong Road and Railway Crescent. Some vegetation trimming will be carried out in the rail corridor at various locations

Information for shuttle bus users travelling from Croydon to Ringwood East

As part of the Dublin Road Level Crossing Removal Project, some bus stops in Ringwood East have been temporarily relocated.

While the eastbound lane is closed along Railway Avenue east, the Croydon shuttle bus stop has been relocated to the other side of Railway Avenue east (outside Ringwood East shops), opposite the entrance to Ringwood East Station.

The PTV 380 bus and rail replacement (to Lilydale) bus stops are temporarily relocated to the northern side of Knaith Road between Dublin Road and Laurence Grove. These changes will be in place until late June.


Upcoming out of hours works

Croydon Road, Kent Avenue

Night works will be carried out throughout May between 7pm and 7am to carry out intersection construction works. These works will also take place on Saturdays and Sundays.

Railway Crescent and Coolstore Road

Night works will be carried out to lift bridge beams in place and will continue throughout May. Some out of hours works will take place as machinery is moved between the Railway Crescent and Coolstore Road sites and to carry out significant concrete pours.

Northern car park area

Until late May night works will continue between 7pm and 7am, to install bridge beams, station services, deliver station elements, install L-beams, carry out steel fixing and significant concrete pours to prepare for upcoming station building deliveries. These works will also take place on Saturdays and Sundays between 7am to 6pm.

Bridge foundation works across various locations

Works are underway to build the new rail bridge foundations, which include piling, pier and crosshead construction works. On some occasions, these works may exceed normal construction hours while significant concrete pours are carried out and large machinery is being transported between sites. We’ll keep nearby residents updated when this happens.


Major works over winter

Construction crews will work day and night in Croydon from Friday 24 May to early July 2024 along the railway line and in adjacent streets while trains are not running.

Buses will replace trains on sections of the Belgrave and Lilydale lines from 8.30pm Friday 24 May to early July 2024.

What to expect

There will be changes to the way you travel around the precinct while we work. Please take care when moving through the area. At times local traffic changes involving lane and road closures will be required to facilitate delivery of materials, plant, and machinery, utility relocations, road asphalting and reinstatement and other work activities. We will provide detail of these works to impacted residents and businesses.

You may experience moderate noise from machinery such as piling, cranes, rollers, and excavators. Please be aware that works can sometimes take longer than expected or need to be rescheduled due to weather and other factors outside of our control.
