Managing noise, dust, light and vibration
The Webb Street level crossing removal is part of a $15 billion investment to upgrade the Pakenham Line, which will be boom gate free by 2025.
We're getting ready to start major works to remove the level crossing at Webb Street and build a new Narre Warren Station.
The Webb Street Level Crossing Removal Project team is committed to reducing and minimising noise, dust, light and vibration impacts during construction.
We'll remove the crossing by building a new elevated rail bridge over Webb Street. We'll also build a new Narre Warren Station with modern facilities for the community. By 2025, the level crossing will be gone for good
During construction, we will install piles to form the foundations of the new rail bridge and build retaining walls. We'll also work in and around the existing station platform to make way for the new Narre Warren Station.
What causes noise, dust, light and vibration?
The intensity of the noise and vibrations depends on the ground conditions and distance between your property and the works.
The main sources of noise, dust, light and vibration are:
- excavation and rock breaking
- drilling deep into the ground, known as piling
- heavy machinery, generators and power tools
- lighting towers.
How we manage noise and vibration
Noise
We've completed noise monitoring assessments at different locations in the project area around the Webb Street level crossing. These assessments allow us to identify potential noise impacts of our works, and proactively work with affected residents to minimise noise impacts.
During our works, the project team monitors noise and vibration levels to make sure they are within the Environment Protection Authority (EPA) noise control guidelines.
Vibration
We monitor vibration levels during construction and offer free property condition reports for any buildings close to high impact works. This helps us understand the existing condition of properties close to our works before we start.
How we minimise noise and vibration
- Works are scheduled during the daytime as much as possible, generally from 7am to 6pm Monday to Friday and 7am to 3pm on Saturdays
- We use quieter reversing alarms on our vehicles and machines
- We'll maintain a buffer zone between work areas and homes
- Temporary noise mounds, barriers and enclosures will be used at the site of noisy works
- We keep our machinery in good working order.
How we monitor dust
We'll install dust monitors around the work site to measure air quality and weather conditions at regular intervals. This will help us to ensure we have adequate dust controls in place throughout our works.
How we will minimise dust and dirt
- We'll use water trucks to regularly wet down the site
- All works are staged to minimise disturbed soil areas exposed to wind
- We'll cover truck loads and stockpiles
- Earthworks will be completed on less windy days
- We'll reduce the speed of construction vehicles
- Steel grids will be used at site exit points to reduce mud being dragged onto the roads
- We'll clean the roads around the site with street-sweepers.
How we minimise temporary light spill
There will be times throughout the construction period when temporary lighting is needed to light up an area for the safety of the community and our workers. We'll keep the amount of light to the minimum necessary for safe access or construction. Light towers will be directed away from homes, schools, businesses and public buildings.
Supporting residents
Sometimes it is not possible to avoid disturbing residents and we need to consider other options. This can include temporary respite and relocation, which is offered to eligible residents before impactful works begin, and in response to requests during works.
