The Victorian Government is removing the dangerous and congested level crossing at Hudsons Road, Spotswood, helping to make the Werribee Line boom gate-free.

We're removing the Hudsons Road, Spotswood level crossing by building a rail bridge over the road. We'll also build a brand-new Spotswood Station with modern facilities for passengers.

Elevating the rail line unlocks opportunities for open space and improved local pedestrian and cyclist connections.

The Hudsons Road level crossing will be removed and the new Spotswood Station open in 2028.

We’ve released concept designs for the new Spotswood Station precinct and planning consultation is now open.

Why this level crossing needs to go

  • Around 6600 vehicles travel through this crossing each day
  • Boom gates are down for up to 50 minutes of the morning peak (7am to 9am)
  • Up to 50 trains during the morning peak
  • More trains, more often on the Werribee Line thanks to the Metro Tunnel, meaning more boom gate down time

Your first look, Spotswood

We've released concept designs for the new Spotswood Station and station precinct.

The new Spotswood Station has been designed to reflect the local character and the heritage look and feel that you have told us the community values.

The locally heritage listed station building on Hope Street, will be incorporated in the design and re-purposed to contain essential station infrastructure.

Two station entries on Hudsons Road and near McLister Street, will provide better and safer connections in and around the station precinct.

Rail passengers will benefit from modern station facilities, which will be safe and accessible for people of all abilities.

Elevating the rail line creates opportunities for community open space underneath. We’ll deliver a welcoming space with seating for passengers, locals and visitors on their way to enjoy all Spotswood has to offer, including Scienceworks, Grazeland and the vibrant retail and dining on Hudsons Road.

Project designs are being developed in collaboration with Bunurong Land Council Aboriginal Corporation, the Registered Aboriginal Party for this Country.

The final designs, materials and landscaping will reflect learnings, stories, legacy, culture and connection to lands and waterways, ecology and geology and share Bunurong stories with the community.

Bunurong Country extends from the west at Werribee River, south around Melbourne CBD, through Mornington Peninsula and to the east at Tarwin River and the periphery of Warragul.

What we’ve heard so far

Late last year, we asked you to share what you value about your local area, how you move around it, and your ideas for the project. We received a high level of community interest, with 195 responses to our survey.

Here’s a high-level summary of what we heard:

  • You value better connections between the station and the local area
  • Walking is the preferred mode of transport for travel to Spotswood Station. Some respondents said they drive or cycle
  • You value living in a vibrant, connected area with a welcoming community and peaceful ‘village’ feel
  • You want active open space with seating

How it has influenced the design:

  • The new station and precinct designs consider the character and heritage look and feel the community values. The local heritage listed station building on Hope Street is not only a key feature of the design but will also continue to serve a functional purpose by housing essential station infrastructure.

How it has influenced the design:

  • Open space under the rail bridge, with seating, will provide a welcoming space for passengers, locals and visitors to enjoy.

How it has influenced the design:

  • The new station will have two entrances, on Hudsons Road and near McLister Street. The design also adopts urban design principles, which prioritise creating safe places, with passive surveillance and lighting.

How it has influenced the design:

  • Removing the boom gates and elevating the rail line will increase safety for all users. It also unlocks opportunities to create improved pedestrian and cycling connections and passenger parking in and around the station precinct.

Planning approval

Planning approvals for the Hudsons Road, Spotswood level crossing removal will be sought from the Minister for Planning under Clause 52.03 (State Rail Projects) of the Hobsons Bay and Maribyrnong planning schemes.

The Level Crossing Removal Project is seeking planning submissions on a range of planning matters relating, including:

  • project boundary
  • construction-related impacts
  • environmental management
  • amenity
  • trees and vegetation removal
  • heritage
  • urban design
  • traffic and aGet ccess
  • any other project matters.

Consultation is now open, providing you with an opportunity to formally submit your feedback.
