Bulleen Park is being upgraded to support sporting clubs during the construction of North East Link.
Delivering game changing sporting facilities
North East Link is investing in multimillion-dollar sporting upgrades to deliver game-changing community benefits that will keep local clubs playing and thriving during construction and beyond.
North East Link will connect the M80 Ring Road to an upgraded Eastern Freeway – finally fixing the missing link in Melbourne’s road network.
As part of the project, some community sports fields and facilities within Bulleen Park will need to be temporarily or permanently relocated to make way for the tunnels, an interchange between North East Link and an upgraded Eastern Freeway.
Major sports upgrades have already been completed at Ford Park, Binnak Park, Greensborough College and at the Veneto Club.
Bulleen Park upgrades
North East Link has prepared a Master Plan for the development of Bulleen Park in consultation with Manningham City Council. The redevelopment will result in a major upgrade to the football (AFL) and cricket facilities and include:
- 2 new replacement pavilions
- realignment and redevelopment of the three existing sports ovals
- upgrades to sports field lighting, cricket nets, and fencing
- planting of new trees and vegetation
- upgrading playground equipment and park amenities
- reconfigured car parking.
Upgrades to Bulleen Park are expected to start in 2024. Construction will be staged to ensure the current users of the existing ovals 2 and 3 continue to have access throughout the construction period, which includes Yarraleen Cricket Club, Bulleen Templestowe District Junior Football Club, Marcellin Old Collegians Football Club and Yarra Junior Football League training.
Planning Scheme Amendment
We are preparing a Planning Scheme Amendment (PSA) to facilitate planning approval for North East Link to undertake the works at Bulleen Park.
Planning Schemes set out how land can be used and developed. In order to facilitate the relocation of sporting clubs and upgrades to existing facilities at Bulleen Park, North East Link is seeking approval from the Minister for Planning to amend the Manningham Planning Scheme via PSA c135mann.
Public consultation on the PSA will commence on 31 January and finish on 4 March 2022.

Why are you upgrading Bulleen Park?
To build the North East Link tunnels and connection to the Eastern Freeway, some community sports fields and facilities in Bulleen Park will be impacted. Upgrades to the park will be delivered to mitigate construction impacts.

What is a Planning Scheme Amendment (PSA)?
All local councils have planning schemes in place. Planning schemes set out how land can be used, including what can be built on and under it.
North East Link Program will seek approval from the Minister for Planning for a PSA to apply a Specific Controls Overlay and Incorporated Document to the land required to deliver upgrades to Bulleen Park. The Incorporated Document will include controls to regulate how land at Bulleen Park can be used and developed.
What does this mean for me?
Any member of the public can comment on PSA c135mann including the proposed Master Plan from 31 January to 4 March 2022.
When will construction begin?
Construction works at Bulleen Park are expected to commence in 2024. We will share further details with the community closer to the time.
Will any trees be lost to construction?
We're expecting some trees will be impacted to cater for construction of the pavilions, ovals and carpark. We’re currently reviewing our designs to minimise tree impact where possible and identify areas for replanting. We will have more detail about tree loss and replanting in future community updates.
Who will have ownership of the land once the new facilities have been built?
Bulleen Park will continue to be owned and managed by Manningham City Council.
