Improving pedestrian access to the new SRL East station at Clayton.

The new SRL East station at Clayton will become a transport super hub, connecting more people to Clayton's vibrant town centre and providing faster and more convenient access to destinations across Melbourne and the Gippsland region.

The new station will be located north of Carinish Road. A small section of Carinish Road, west of Clayton Road, will close for up to 10 years to enable the safe construction of the new station (refer map below).

It is proposed to keep this section of Carinish Road permanently closed after construction to provide a new plaza and allow for safe pedestrian and cyclist movements around the new station. The north-south road connection between Carinish Road and Haughton Road under the existing elevated rail will be maintained.

In response to the Minister’s Assessment of the SRL East Environment Effects Statement (EES), we undertook further investigations, traffic modelling and design work to understand potential impacts to local traffic with the proposed permanent closure of Carinish Road.

Our traffic assessments looked at how to maintain access to Clayton Road for drivers making southbound trips and the impacts on the local road network. We considered pedestrian and cyclist safety, traffic movements and impacts to local businesses and residents.

Our assessments found that permanent closure of Carinish Road west of Clayton Road, with the addition of a right turn from Shandeau Avenue heading south onto Clayton Road, is the best outcome for traffic and pedestrian movements.

Benefits

New pedestrian plaza

The closure of Carinish Road will create a 1500m2 plaza, enabling a safe and seamless connection between the new SRL East station and existing Clayton Station.

Increased pedestrian and cyclist safety

Removing the road from the southern edge of the SRL station will provide greater pedestrian and cyclist priority, including for pedestrians walking south to the Clayton Activity Centre and other destinations.

Improved access to Clayton Road

An upgraded intersection of Clayton Road and Shandeau Avenue will improve traffic movements through the area with a new right turn from Shandeau Avenue to head south onto Clayton Road. This will provide residents west of the intersection with easier access to Clayton Road.

Better flowing traffic

The closure of Carinish Road will mean traffic moves more efficiently on Clayton Road and minimise rat runnings through the residential area to the west of Clayton Road.

How your feedback will be used

Community and stakeholder consultation is an important part of planning the design for SRL East. Your feedback will be included in a report for the Minister for Planning to consider an update to the Clayton Surface and Tunnel Plans, confirming the project's permanent closure of Carinish Road and the addition of a right turn at Shandeau Avenue.

Your input will also assist us in early stages of the urban design and landscape planning for the area surrounding the new SRL East station and pedestrian plaza.
