Overview
We’re planning for long-term upgrades to 2 intersections in Essendon:
- Mt Alexander Road and Napier, Fletcher, and Russell streets
- Mt Alexander, Bulla, Keilor, and Lincoln roads.
We’re exploring options to:
- improve safety for road users
- make it easier for all road users to move through the area
- improve active and public transport connections.
Planning and development
We’re currently undertaking planning and development work to inform the Mt Alexander Road Intersection Upgrades. This includes traffic modelling, engineering designs, constructability assessments, economic modelling, community engagement and environmental investigations.
This work will allow us to understand potential environmental impacts, prepare design options and estimate the costs of different options.
Planning work on the long-term intersection upgrades will be used to inform government decisions on future funding. We expect this initial planning work will be complete in late 2025.
Community feedback
From 24 March to 13 April 2025, we asked for community feedback via Engage Victoria to help inform our planning. 2044 community surveys were completed, and 147 comments were provided on our interactive map.
Feedback has provided important local insights that has helped us to understand community views on safety, traffic flow and what we should consider in our planning.
- The top 3 upgrade improvements that respondents would like us to consider at both intersections are replacing the roundabouts with traffic lights, making upgrades to the existing roundabouts, and providing safer access for pedestrians and cyclists.
- Respondents reported feeling unsafe when driving through the intersections and said they often chose an alternative route to avoid the intersections. Most respondents said they would be supportive of banning certain movements or access points to simplify the intersections.

Safety upgrades
Planning work for the long-term intersection upgrades has identified that safety improvements are a critical priority. Subsequently, we provided advice to government on short-term improvements that could be implemented while long-term solutions continue to be investigated.
This resulted in the Victorian Government announcing $6.55 million in the 2025/26 State Budget for interim safety upgrades at the intersection of Mt Alexander Road and Napier, Fletcher, and Russell streets. This includes safer pedestrian crossings and clearer line marking to make the intersection easier to navigate.
