Terms and Conditions

VIDA Roads, the Promoter, is upgrading Barwon Heads Road. During construction, there will be changed traffic conditions along Barwon Heads Road and a two-week closure of Central Boulevard in January 2026, the signalised intersection to The Village Warralily from Barwon Heads Road.

We understand that roadworks can impact local businesses, and we're committed to supporting them. That's why we're launching "Shop to the Top," a competition designed to benefit traders along Barwon Heads Road, within the work zone between Reserve Road to Lake Road. The competition will also benefit local schools.

How you can make a difference

We are inviting local schools within the Armstrong Creek and Charlemont communities to compete for a significant cash prize. For each dollar spent at participating stores, you will contribute one point for your chosen school.

All members of the public can participate by shopping at these stores and assigning their points to their preferred school among the list of participating schools.

No minimum spend is required. Every purchase, big or small, helps your chosen school.  To submit your entry for proof of purchase, take a photo of your receipt and complete our easy online form. Alternatively, customers can write the name of their preferred school on the hard copy receipt and drop it into an entry box located in The Village Warralily Shopping Centre.

Competition details

The " Shop to the Top" competition runs for eight weeks, from Monday 9 February 2026 to Thursday 30 April 2026.

The winning school will be awarded $5,000 cash prize.

Winning schools must use the prize money for equipment or improvements that benefit the school community and align with the public benefit purpose of this initiative.

Participating schools

The following schools in the list below will be invited to participate. They are located within the communities of Armstrong Creek and Charlemont:

  1. Armstrong Creek Primary School
  2. Biyala Primary School
  3. Mirripoa Primary School
  4. Mount Duneed Regional School
  5. St Catherine of Siena Catholic Primary School
  6. Oberon Secondary College

Terms & Conditions

1. These terms and conditions are for all entrants who enter the Barwon Heads Road Upgrade “Shop to the Top” Competition (Promotion). Participation in this Promotion is deemed acceptance of these Terms and Conditions.

2. The Promoter is VIDA Roads, a division of the Victorian Infrastructure Delivery Authority, an administrative office in relation to the Department of Transport and Planning (ABN 69 981 208 782), whose principal office is at Level 21, 180 Lonsdale Street, Melbourne VIC 3000.

3. This Promotion commences at 12:01am, Monday 9 February 2026 and concludes at 11:59pm, Thursday 30 April 2026 (Promotion Period).

4. Each full dollar spent by a customer will allow that customer to earn points towards a school. A customer will be requested to assign their points to a school of their preference among the list of participating schools.

5. For every full dollar spent by a customer, one point is awarded towards the school of their choice. Dollars will be rounded down to create points. For example: $2.05 = 2 points and $3.99 = 3 points

Prizes

6. The winning school with the most amount of points will be awarded $5,000 cash prize.

7. In the event of a tie between schools the prizes will be distributed evenly between each winner.

Use of Prize

8. The winning school must use the prize money for resources or school improvements, aligning with the initiative's purpose. An acquittal process will be initiated following the Promotion’s conclusion.

Participation process

9. There is no entry or participation cost for a customer to participate in the Promotion.

10. A customer can make an unlimited number of purchases during the Promotion Period and contribute points to a school.

11. To enter this Promotion, a customer must purchase goods or services instore at a Participating Store during the Promotion Period.

12. There is no minimum spend required by a customer to contribute points to allocated schools.

13. A customer can contribute points to their allocated school using the following methods:

  1. scan a unique QR code prominently displayed at the point of sale in participating shops. This QR code links directly to a secure, mobile-friendly online entry form
  2. complete the online form, which requires:
  1. Date of purchase
  2. Total receipt amount
  3. School they wish to support (selected from a predefined dropdown list of Participating Schools)

c. A clear, legible photo of their retail receipt/s. Write the name of a Participating School on the hard copy receipt (a list of schools to choose from will be provided on the entry box).

  1. The receipt must clearly show the store name, the date of purchase, and the total purchase amount.
  2. Drop the full hard copy receipt into the entry box provided within The Village Warralily Shopping Centre.

14. The Barwon Heads Road Upgrade team will undertake a weekly verification process of all submitted online forms and receipt photos to ensure consistency between the amount listed and the amount spent.

15. The Barwon Heads Road Upgrade team will collect receipts from the boxes each week for digital upload.

16. Upon successful verification, points are digitally allocated to the chosen school.

17. Each participating school will receive promotional material for display in a prominent location, along with digital assets for use on social media or for internal communications (e.g., school reception, library, compass etc).

18. Participating schools are strongly encouraged to promote the Promotion to ensure adequate participation.

19. The Barwon Heads Road Upgrade team will maintain an accurate, up-to-date digital tally of points for each school. Weekly updates will be provided to schools showing the current leaderboards.

20. A physical display of the points for each school (leaderboard) will be kept at The Village Warralily Shopping Centre to provide an update on the temporary ranking of the schools. This will be updated weekly.

Winner notification

21. Winning schools will be advised in writing and be provided with details of how to collect the Prize.

22. The Promoter is not responsible for any costs associated with collection of the Prize.

23. VIDA Roads will publish the name of the winning schools on the Promotion’s webpage or other VIDA Roads channels including social media.

General

24. The Promoter reserves the right to cancel all or any part of the Promotion at any time.

25. The Promoter is not responsible for the condition/quality of any goods or services offered by a Participating Store in relation to the Promotion.

The Promoter reserves the right, at any time, to verify the validity of entries (including contacting Participating Stores); and disqualify an entry that is not in accordance with these Terms and Conditions.

1. Failure by the Promoter to enforce any of its rights at any stage does not constitute a waiver of those rights.

26. Any additional expenses incurred by Participating Schools other than those outlined in these Terms and Conditions, are the responsibility of the Participating Schools.

27. The Promoter accepts no responsibility whatsoever for late, misplaced, lost or ineligible entries. The Promoter will not be liable for any loss or damages whatsoever (including but not limited to indirect or consequential loss) or for any personal injury suffered or sustained in connection with the Promotion, except for any liability which cannot be excluded by law.

28. The Promoter’s inclusion of a Participating Store in the Promotion does not mean that the Promoter in any way warrants or makes any representations as to the feasibility of, or assumes responsibility for, or has any obligations in relation to, the goods or services offered by the Participating Store.

Privacy

29. Personal information collected, used and disclosed in connection with the Promotion is subject to the Promoter’s Privacy Policy, available at https://bigbuild.vic.gov.au/privacy

Force Majeure

30. If for any reason the Promotion is not capable of running as planned (including due to infection by computer virus, bugs, tampering, unauthorised intervention, fraud, technical failures or any other causes beyond the control of the Promoter, which corrupts or affect the administration, security, fairness, integrity or proper conduct of this Promotion) the Promoter reserves the right, in its sole discretion, to take any action that may be available, and to cancel, terminate, modify or suspend the Promotion. In the case of the intervention of any outside agent or event which naturally changes the result or prevents or hinders its determination, including but not limited to vandalism, power failures, tempests, natural disasters, acts of God, civil unrest, strikes; the Promoter may in its absolute discretion cancel the Promotion. The Promoter reserves the right to modify these Terms and Conditions at any time and to cancel or amend the Promotion at any time without notice.
