Barwon Heads Road Open for Business Spend and Win Promotion

Terms and Conditions

All entries go into a major prize draw to win $500 and nominate their favourite not for profit organisation to receive $1000 (Major Prize Draw).

Participating Stores

Businesses whose primary trade is the sale of alcohol, tobacco products, or gambling services - including bottle shops, liquor retailers, and lottery or TattsLotto agencies - are not eligible to participate in the Promotion as a Participating Store.

Terms and Conditions

1. The Promoter is Big Build Roads (BBR), part of Victorian Infrastructure Delivery Authority (VIDA), ABN 69 981 208 782, whose principal office is at Level 21, 180 Lonsdale Street, Melbourne VIC 3000.

2. This Promotion is being conducted in accordance with these ‘Barwon Heads Road Upgrade Project – Barwon Heads Road Open for Business Spend and Win Promotion’ Terms and Conditions. Participation in this Promotion is deemed acceptance of these Terms and Conditions. 

   Promotion Period

3. This Promotion commences at 9am Monday 22 June 2026 and concludes at 11.59pm, Sunday 11 October 2026 (Promotion Period). 

   How to enter

4. Make a transaction at a Participating Store during the Promotion Period to win a VISA card valued at $150.

5. Submit a Promotion entry form with proof of purchase via our ‘Barwon Heads Road Upgrade Project – Barwon Heads Road Open for Business Spend and Win Promotion’ online form. (Entry). 

   Eligibility

6. The Promotion is open to Victorian residents aged 18 years or over (Eligible Individuals).

7. The following are ineligible to enter and will not be Eligible Individuals:

1. any employee, contracted staff or service provider of the Promoter or Participating Store; or

2. any spouse, de facto spouse, parent, child, sibling or any other family member of an ineligible employee, contracted staff or service provider.

Not for profit criteria

8. Be an incorporated not-for-profit organisation or community group

9. Have an Australian Business Number (ABN) and provide an incorporation number

10. Hold current public liability insurance

11. Incorporated not-for-profit community organisations within the City of Greater Geelong and Surf Coast Shire boundaries and may include but are not limited to: 
    • Charities and trusts registered with the Australian Charities and not-for-profit Commission
    • Australian Public Companies, such as companies limited by guarantee and/or shares (non-distribution of profits or dividends)
    • Cooperatives
    • Not-for-profit associations
    • Registered Australian Bodies
    • Aboriginal Community Controlled Organisations
    • Gathering Places
    • Organisations established under an Act of Parliament

    Ineligible Applicants:

    • For profit organisations
    • Private sector organisations
    • Organisations that derive income from gambling or are proposing to conduct activities that promote gambling.

    Conditions of entry

12. It is a condition of entering the Promotion that Eligible Individuals who complete and submit a valid entry form (Entrants) agree:

1. to the collection of their personal information and the holding of that information in the Promoter’s database for the purpose of this Promotion; and

2. to the publication of their name as set out in clause 21 of these Terms and Conditions.

3. to the Promoter using the Entrant’s name in the event they are a winner in any media for an unlimited period without remuneration for the purpose of promoting this Promotion (including any outcome), and promoting any products manufactured, distributed and/or supplied by the Promoter.

13. There is no entry or participation cost for customers to participate in the Promotion.

14. Only one Entry will be granted for each transaction, regardless of the total value of the transaction (e.g. for a spend of $10 in a single transaction, one Entry will be granted. Similarly, for a spend of $100 in a single transaction, only one Entry will be granted).

15. Entries submitted with proof of purchase from a business whose primary trade is the sale of alcohol, tobacco, or gambling products or services will be deemed invalid, regardless of whether that business is listed as a Participating Store.

16. Recurring membership fees and subscription payments are not eligible transactions for the purposes of this Promotion. Entries must be based on a one-off in-store purchase of goods or services (such as casual classes, retail items or single-session bookings) made during the Promotion Period.

17. Once a Winner is drawn, their Entry will be taken out from future draws during the Promotion Period with the exception of the Major Prize Draw.

18. Eligible Individuals may enter the Promotion more than once provided an Entry attaching evidence of a different and subsequent transaction to any previous Entry is submitted by an Entrant.

19. Traders who have previously received support from BBR are ineligible to participate in the Barwon Heads Road Open for Business Spend and win promotion. 

    Draw details

20. Sixteen (16) $150 Prize winners. Prize Winners (Winner/s) will be randomly drawn by a VIDA Roads representative at the Project site office at 637 Boundary Road Charlemont VIC 3217 on the following dates and times:

1. Tuesday 30 June 2026 at 11am

2. Tuesday 7 July 2026 at 11am

3. Tuesday 14 July 2026 at 11am

4. Tuesday 21 July 2026 at 11am

5. Tuesday 28 July 2026 at 11am

6. Tuesday 4 August 2026 at 11am

7. Tuesday 11 August 2026 at 11am

8. Tuesday 18 August 2026 at 11am

9. Tuesday 25 August 2026 at 11am

10. Tuesday 1 September 2026 at 11am

11. Tuesday 8 September 2026 at 11am

12. Tuesday 15 September 2026 at 11am

13. Tuesday 22 September 2026 at 11am

14. Tuesday 29 September 2026 at 11am

15. Tuesday 6 October 2026 at 11am

16. Tuesday 13 October 2026 at 11am

17. Major prize draw, Tuesday 20 October 2026 at 11am

18. The Major Prize Winner will be selected randomly from the entire database/promotion at the time of the draw.

19. The decision of the VIDA representative shall be final, and no correspondence will be entered into.

21. BBR will publish the names of the Winner/s online at bigbuild.vic.gov.au/barwon-heads-spend-win throughout the Promotion Period.

22. An incomplete, indecipherable or illegible Entry will be deemed invalid. If a drawn Winner cannot be identified, an additional Entrant may be drawn and substituted as the Winner.

23. The decision of BBR shall be final and no correspondence will be entered into. 

    Winner notification

24. Winners will be advised by phone within 7 days of a Draw Date and will be provided with details of how to collect the Prize.

25. Winners must claim their Prize within 14 days of the draw, at a location to be nominated by the Promoter.

26. The Promoter is not responsible for any costs associated with collection of the Prize.

27. If a Prize is not claimed within 14 days of the draw, BBR reserves the right to draw a new substitute Winner for that Prize.

28. Any winner of a prize may, at the discretion of the Promoter, have their name published at the bigbuild.vic.gov.au/barwon-heads-spend-win 

    Prizes

29. Sixteen (16) winners will receive one prize pack, consisting of a $150 Visa Gift card.

30. One (1) Major Prize winner will win $500 and be able to nominate a not-for-profit organisation to receive $1,000

31. Total prize pool $3,900

    General

32. The Promoter reserves the right to cancel all or any part of the Promotion at any time.

33. The Promoter is not responsible for the condition/quality of any goods or services offered by a Participating Store in relation to the Promotion.

34. The Promoter reserves the right, at any time, to

1. verify the validity of Entries (including contacting Participating Stores) and Entrants (including Entrant’s identity, age and place of residence or employment); and

2. disqualify any Entrant who:

• submits an Entry that is not in accordance with these Terms and Conditions; or

• tampers with the Entry process.

35. Failure by the Promoter to enforce any of its rights at any stage does not constitute a waiver of those rights.

36. Prizes are not substitutable, exchangeable, or transferable and cannot be redeemed for cash.

37. Any additional expenses incurred by Winners other than those outlined in these Terms and Conditions, are the responsibility of the Winners.

38. The Promoter accepts no responsibility whatsoever for late, misplaced, lost or ineligible Entries. The Promoter will not be liable for any loss or damages whatsoever (including but not limited to indirect or consequential loss) or for any personal injury suffered or sustained in connection with the Promotion, except for any liability which cannot be excluded by law.

39. The Promoter’s inclusion of a Participating Store in the Promotion does not mean that the Promoter in any way warrants or makes any representations as to the feasibility of, or assumes responsibility for, or has any obligations in relation to, the goods or services offered by the Trader. 

    Privacy

40. Personal information collected, used and disclosed in connection with the Promotion is subject to the Promoter’s Privacy Policy, available at https://bigbuild.vic.gov.au/privacy-collection-statement/privacy-policy. 

    Force Majeure

41. If for any reason the Promotion is not capable of running as planned (including due to infection by computer virus, bugs, tampering, unauthorised intervention, fraud, technical failures or any other causes beyond the control of the Promoter, which corrupts or affect the administration, security, fairness, integrity or proper conduct of this Promotion) the Promoter reserves the right, in its sole discretion, to take any action that may be available, and to cancel, terminate, modify or suspend the Promotion. In the case of the intervention of any outside agent or event which naturally changes the result or prevents or hinders its determination, including but not limited to vandalism, power failures, tempests, natural disasters, acts of God, civil unrest, strikes; the Promoter may in its absolute discretion cancel the Promotion. The Promoter reserves the right to modify these Terms and Conditions at any time and to cancel or amend the Promotion at any time without notice.
