Terms and Conditions

The Wallan Open for Business Spend and Win Competition (Promotion) – Northern Highway Intersection Upgrade is being distributed by and on behalf of The State of Victoria, through VIDA Roads, a division of the Victorian Infrastructure Delivery Authority, an administrative office in relation to the Department of Transport and Planning, of Level 21, 180 Lonsdale Street, Melbourne ABN 69 981 208 782 (Promoter). Select businesses within the Northern Highway Intersection Upgrade Project (Project) area are invited to participate in the Promotion (Trader/s).

To encourage shopping during the Northern Highway Intersection Upgrade major works construction period, the Promoter is offering the following from Friday 24 April (6am) to Friday 19 June (11pm) 2026:

1. Customers who spend at least $10 per transaction at a participating trader a chance to win a $100 Visa prepaid card (Winners drawn weekly).
2. Customers who spend at least $100 per transaction at a participating trader a chance to win $1000 Visa Prepaid Card (Winners dawn at week 4 and week 8)

Terms and Conditions

1. The Promoter is VIDA Roads, part of the Victorian Infrastructure Delivery Authority (VIDA), ABN 69 981 208 782, whose principal office is at Level 21, 180 Lonsdale Street, Melbourne VIC 3000.
2. This Promotion is being conducted in accordance with these ‘Wallan Open for Business Spend and Win Promotion’ Northern Highway Intersection Upgrade Project – Terms and Conditions. Participation in this Promotion is deemed acceptance of these Terms and Conditions.

Promotion Period

3. This Promotion commences at 6am, Friday 24 April and concludes at 11pm, Friday 19 June 2026 (Promotion Period).

   How to enter

4. Spend $10 or more at a Participating Store during the Promotion Period for a chance to win a $100 Visa prepaid card (drawn weekly).
5. Spend at least $100 per transaction at a participating trader a chance to win a $1000 Visa prepaid card (drawn at week 4 and week 8).
6. Submit a Promotion entry form with proof of purchase via our ‘Wallan Spend and Win Promotion’ online form. (Entry).

Eligibility

7. The Promotion is open to Victorian residents aged 18 years or over (Eligible Individuals).
8. The following are ineligible to enter and will not be Eligible Individuals:
   1. any employee, contracted staff or service provider of the Promoter or Participating Store; or
   2. any spouse, de facto spouse, parent, child, sibling or any other family member of an ineligible employee, contracted staff of service provider.

Conditions of entry

9. It is a condition of entering the Promotion that Eligible Individuals who complete and submit a valid entry form (Entrants) agree:
   1. to the collection of their personal information and the holding of that information in the Promoter’s database for the purpose of this Promotion; and
   2. to the publication of their name as set out in clause 14 of these Terms and Conditions.
   3. to the Promoter using the Entrant’s name in the event they are a winner in any media for an unlimited period without remuneration for the purpose of promoting this Promotion (including any outcome), and promoting any products manufactured, distributed and/or supplied by the Promoter.
10. There is no entry or participation cost for customers to participate in the Promotion.
11. Only one Entry will be granted for each transaction of $10 or more, regardless of the total value of the transaction (e.g. for a spend of $10 in a single transaction, one Entry will be granted. Similarly, for a spend of $100 in a single transaction, only one Entry will be granted).
12. Once a Winner is drawn (for a weekly prize), their Entry will be taken out from future (weekly) draws during the Promotion Period. They can still qualify for the $1000 draw at week4 and week 8.
13. Eligible Individuals may enter the Promotion more than once provided an Entry attaching evidence of a different and subsequent transaction to any previous Entry is submitted by an Entrant.

Draw details

14. Prize Winners (Winner/s) will be randomly drawn by a VIDA Roads representative at the VIDA Roads office at level 25, 180 Lonsdale Street, Melbourne 3000 on the following dates and times:
    1. 12 pm Tuesday 5 May 2026
    2. 12 pm Tuesday 12 May 2026
    3. 12 pm Tuesday 19 May 2026
    4. 12 pm Tuesday 26 May 2026
    5. 12 pm Tuesday 2 June 2026
    6. 12 pm Tuesday 9 June 2026
    7. 12 pm Tuesday 16 June 2026
    8. 12 pm Tuesday 23 June 2026
15. VIDA Roads will publish the names of the Winner/s throughout the Promotion Period.
16. An incomplete, indecipherable or illegible Entry will be deemed invalid. If a drawn Winner cannot be identified, an additional Entrant may be drawn and substituted as the Winner.
17. The decision of VIDA Roads shall be final and no correspondence will be entered into.

Winner notification

18. Winners will be advised in writing within 7 days of a Draw Date and will be provided with details of how to collect the Prize.
19. Winners must claim their Prize within 14 days of the draw, at a location to be nominated by the Promoter.
20. The Promoter is not responsible for any costs associated with collection of the Prize.
21. If a Prize is not claimed within 14 days of the draw, VIDA Roads reserves the right to draw a new substitute Winner for that Prize.
22. Any winner of a prize may, at the discretion of the Promoter, have their name published

Prizes

23. Each Winner will receive a prize, consisting of a $100 Prepaid Visa card (for $10+ spend) or a $1000 Prepaid Visa Card (for a $100+ spend). Prizes are subject to the Visa issuer’s terms and conditions.

    General

24. The Promoter reserves the right to cancel all or any part of the Promotion at any time.
25. The Promoter is not responsible for the condition/quality of any goods or services offered by a Participating Store in relation to the Promotion.
26. The Promoter reserves the right, at any time, to
    1. verify the validity of Entries (including contacting Participating Stores) and Entrants (including Entrant’s identity, age and place of residence or employment); and
    2. disqualify any Entrant who:
       1. submits an Entry that is not in accordance with these Terms and Conditions; or
       2. tampers with the Entry process.
27. Failure by the Promoter to enforce any of its rights at any stage does not constitute a waiver of those rights.
28. Prizes are not substitutable, exchangeable, or transferable and cannot be redeemed for cash.
29. Any additional expenses incurred by Winners other than those outlined in these Terms and Conditions, are the responsibility of the Winners.
30. The Promoter accepts no responsibility whatsoever for late, misplaced, lost or ineligible Entries. The Promoter will not be liable for any loss or damages whatsoever (including but not limited to indirect or consequential loss) or for any personal injury suffered or sustained in connection with the Promotion, except for any liability which cannot be excluded by law.
31. The Promoter’s inclusion of a Participating Store in the Promotion does not mean that the Promoter in any way warrants or makes any representations as to the feasibility of, or assumes responsibility for, or has any obligations in relation to, the goods or services offered by the Trader.

Privacy

32. Personal information collected, used and disclosed in connection with the Promotion is subject to the Promoter’s Privacy Policy, available at https://bigbuild.vic.gov.au/privacy-collection-statement/privacy-policy.

    ForceMajeure

33. If for any reason the Promotion is not capable of running as planned (including due to infection by computer virus, bugs, tampering, unauthorised intervention, fraud, technical failures or any other causes beyond the control of the Promoter, which corrupts or affect the administration, security, fairness, integrity or proper conduct of this Promotion) the Promoter reserves the right, in its sole discretion, to take any action that may be available, and to cancel, terminate, modify or suspend the Promotion. In the case of the intervention of any outside agent or event which naturally changes the result or prevents or hinders its determination, including but not limited to vandalism, power failures, tempests, natural disasters, acts of God, civil unrest, strikes; the Promoter may in its absolute discretion cancel the Promotion. The Promoter reserves the right to modify these Terms and Conditions at any time and to cancel or amend the Promotion at any time without notice.
