New rail bridge and station coming to Webb Street
As part of the Victorian Government’s commitment to removing 85 dangerous and congested level crossings, we’re removing the level crossing at Webb Street Narre Warren.
The removal of the Webb Street level crossing will help make the Pakenham Line boom gate free by 2025.
We’ll remove the level crossing by building a new elevated rail bridge over Webb Street. We’ll also build a new Narre Warren Station. The new station will feature improved and modern facilities and spaces for the community to enjoy.
Building a new rail bridge will ease congestion for the 13,200 vehicles that pass through the crossing each day and make it safer and easier for drivers, pedestrians and cyclists to move around.
Removing this level crossing and creating a level crossing free Pakenham Line will change how locals live, work and travel by delivering a safer and more reliable transport network, better connections and improved travel times.
Construction will start in late 2022 and the level crossing will be removed by 2025.
Project benefits
- Improved safety and connections for drivers, pedestrians and cyclists
- Easing congestion and better travel times
- New modern facilities at Narre Warren Station
- Making way for more trains to run more often
- Stimulate economic growth by creating hundreds of jobs
Introducing your new Narre Warren Station
The final designs for the new Narre Warren Station and rail bridge over Webb Street are here.
In March, we heard from the Narre Warren community that you wanted a modern station and forecourt.
The new Narre Warren Station will deliver modern facilities and a new station precinct.
Station features
The community will enjoy more seating and shelter, including a new air-conditioned waiting room.
The new elevated platforms will be accessible by lifts and stairs.
The station will also include new bathroom facilities, an updated ticket office and kiosk.
To ensure the safety of the community, the station design will feature security cameras and improved lighting.
The perforated aluminium surface around the stairs will allow commuters to see out over the station precinct and Narre Warren Village while still being protected from the weather elements.
Forecourt
The timber-like surfaces around the station building will give a natural and earthy feel to the station and integrates with the new landscaping and pebble finishes on the pathways.
The station forecourt will include seating, shelter, drinking fountains as well as trees and shrubs which will grow to create the green gardens pictured for the community to enjoy.
Getting around the new station
The community will find moving around Webb Street and Narre Warren Station safer and easier.
A new signalised pedestrian crossing will be installed on Webb Street to ensure the community can cross the street safely and conveniently at Narre Warren Station.
We will also build a new pick-up, drop-off and taxi zone south of the station and upgrade the existing car parks.
The new bus bays on Webb Street will be expanded in length and width to allow for two buses to stop on either side of the road without blocking traffic.
There will be a secure 52 bike bay Parkiteer (secure bike parking cage), 62 bike hoops and a bike repair station for people to cycle to the station and Narre Warren Village.
Going over Narre Warren-Cranbourne Road
In addition to the elevated rail bridge over Webb Street, we will build a new steel structure over Narre Warren-Cranbourne Road beside the existing bridge.
The elevated rail bridge over Webb Street will connect to this new bridge to the east of the station.
The existing bridge will remain to provide important maintenance access to the rail track.
What we heard
In March 2022, the Narre Warren community provided feedback on the Webb Street Level Crossing Removal Project. Some key themes emerged from this feedback.
How the designs reflect this feedback
Improved station facilities and safety
The car parks and forecourt of Narre Warren Station will have security cameras and improved lighting. Weather protected stairs, shelter and seating on the platforms and an enclosed, air-conditioned waiting room will be part of the new station. When we rebuild and modernise the station, we will include a new kiosk, ticket office and accessible toilet facilities.
Landscaping and public space in the station precinct
The community will have new seating, pathways and greenery to enjoy in the station forecourt.
Improved bus access
The new bus stops on Webb Street will be expanded in length and width to allow for two buses to stop on either side of the road without blocking road traffic.
Practical design and signage that is easy to read and follow
The new elevated platforms will be accessible by lifts and stairs. There will be plenty of signage to navigate you around the station and forecourt to ensure you know when your train is due to arrive.
Shared pedestrian and cycling connections
New pathways will be built around the station. There will also be a 52 bike bay Parkiteer (secure bike parking cage) and 62 bike hoops for people to cycle to the station and Narre Warren Village.

How you wanted the station to look and feel
- 'Look and feel should be sleek and timeless.'
- 'A place where you could sit and have a cup of coffee.'
- 'Make it modern and neat looking. I hope it becomes timeless.'
- 'Natural greenery and modern feel.'
Early works underway
From August, you’ll see us out and about as we start to prepare the area for major construction on Webb Street.
Early works include installing fencing, setting up site offices and facilities for workers, and relocating utilities and services.
These works can take place during the day and overnight. This will prepare the site for major works later this year.
Keeping you moving
Our works will take place on and next to key local and arterial roads.
This may lead to occasional changes to how you drive, use public transport, cycle and walk through the area. For your safety, and the safety of our workers, follow the detour signs in place and allow extra time for your travel.
We will let the community and local businesses know in advance of any works and travel disruptions.

Shop local and support your traders.
It's important to support our local traders! We’re encouraging the community and our workforce to shop local during our works.
We will work closely with local businesses to help minimise any impacts and disruptions from our works. We will meet regularly with traders to keep them up to date with the progress of the project, and discuss any disruptions or access changes to their business ahead of time, which will help their staff and customers get around.
If you run a local business and would like to speak to a project member, call us on 1800 105 105 or email contact@levelcrossings.vic.gov.au.
Level crossing-free Pakenham Line
The Pakenham Line is one of Victoria’s longest and busiest rail lines, with Metro Trains Melbourne, V/Line trains and freight trains all using the line.
With no level crossings on the train line by 2025, journeys will be faster and local roads safer.
We removed the Hallam Road level crossing in April 2022 with an elevated rail bridge and the new Hallam Station opened in May 2022, alleviating congestion for the 20,000 vehicles passing through the crossing daily.
At Clyde Road we removed the level crossing in February 2022 by building a road underpass beneath the rail line, with an upgraded bus interchange at Berwick Station. New walking and cycling connections are soon to be completed.
The level crossings on Main Street, McGregor Road and Racecourse Road in Pakenham will all be gone for good by 2024, with a new rail bridge built over the roads. Two new stations and plenty of open space will also be developed at Pakenham and East Pakenham stations.
When the Metro Tunnel opens in 2025, passengers travelling into Melbourne’s CBD from Pakenham Station will benefit from peak-hour trains every six minutes.
