Background
Community Liaison Groups (CLGs) have for many years played an important role in the planning and delivery of major infrastructure projects. Recent examples include Metro Tunnel, Level Crossing Removal Project and West Gate Tunnel.
The North East Link Program (NELP) CLGs were created in 2018 for the planning phase of the project and then refreshed in 2020 to coincide with the early works and final design phase.
Over the past 2 years, the CLGs have met to discuss several topics with a heavy focus on early works but also sports upgrades, the jobs and skills program, business engagement and the process to appoint the tunnel builder.
Now that NELP has appointed the tunnelling package contractor and we’re preparing for major tunnel construction, it is time to search for new members to be involved in the next phase of the project.
Before applying for a position on the North East Link CLG applicants should read the Terms of Reference and Code of Conduct (PDF, 82.5 KB) to understand what is involved.

Community group representatives will be appointed through a formal recruitment process:
Key Stakeholders
Local councils located within the NELP project boundary will nominate a representative to be a part of the CLG.
Other representative bodies may be invited to nominate representatives.

There are currently two CLGs – North and South/Eastern Freeway. Applications are welcome from people who can represent communities in the project area, including:

- North Kew
- Ringwood
- Templestowe
- Watsonia
- Yallambie
- Balwyn North
- Blackburn North
- Bulleen

- Mont Albert North
- Nunawading
- Rosanna
- Viewbank
- Watsonia North
Applications will also be considered from people who represent other communities or groups who feel their interests may be affected by North East Link.
All applicants should meet the following selection criteria:
Required
- Able to demonstrate strong community networks and linkages.
- Able to demonstrate ability to constructively participate in an advisory capacity.
- Proven ability to represent a broad range of views within the local community.
- Proven strong understanding of the local community and its environment.
- Knowledge of local issues and opportunities related to North East Link.
- No known or potential conflicts of interest.
- Intent and ability to attend all meetings in person unless otherwise directed as per government guidelines and comply with the Terms of Reference and Code of Conduct (PDF, 82.5 KB).
- Capacity to communicate a viewpoint and provide considered feedback within set timeframes.
- Provide 2 relevant referees.
Desirable
- Understanding of and experience in specialist areas relevant to the construction planning phase for North East Link.
Examples could include project delivery, construction, landscape and visual design, active and passive recreation.
