Overview
We’re progressing planning for an upgrade of Ballarat-Carngham Road between Dyson Drive and Wiltshire Lane in the City of Ballarat, to improve safety and cater for population growth.
Options being explored to upgrade Ballarat-Carngham Road include:
- adding more lanes
- improving pedestrian crossings
- upgrading intersections
- building cycling and walking paths.

Planning and development
Planning work underway includes traffic modelling, engineering designs, constructability assessments, economic modelling, and environmental investigations. Our detailed planning work is building on work previously undertaken by Transport Victoria.
This work will give us a complete picture of the area, allow us to understand environmental and social impacts, develop project options, and determine costs of different options to help inform government decision-making.
This project is in planning and is not currently funded for construction. We expect our initial planning work to be complete in late 2025.
Community feedback
From 12 May to 1 June 2025, we asked for community feedback via an online poll, online survey and comment pins on an interactive map on Engage Victoria to help inform our planning. Thank you to everyone who took the time to provide feedback.
We’ll share a summary of feedback received later this year.
Technical investigations
To help inform planning, a range of site assessments will be undertaken. To ensure these assessments are completed safely, there may be temporary lane closures and reduced speeds. Traffic disruption will be kept to a minimum and busy periods will be avoided, where possible.
