Planning and development

Planning work is underway and key activities include:

  • developing a project design
  • detailed traffic analysis and modelling
  • on-site investigations to test ground conditions and map utility services
  • environmental investigations to understand flora, fauna and tree species.

We expect initial planning work will be complete in mid-2027.

Construction timelines will be known once planning has progressed further.

Site investigations

To help inform planning, a range of site investigations will be undertaken. At times, we may need to implement traffic control measures, including temporary lane closures, stop/slow traffic and reduced speeds.

Traffic disruption will be kept to a minimum, and busy periods will be avoided, where possible.

Community feedback

From 8 to 31 May 2026, we asked for community feedback via Engage Victoria to help inform our planning. Thank you to everyone who took the time to provide feedback.

We’ll share a summary of feedback received later in 2026.
