Planning scheme amendment GC121 – Geelong and Warrnambool Line Upgrades
Amendment GC121 to the Greater Geelong, Surf Coast, Colac Otway, Corangamite, Moyne and Warrnambool planning schemes was approved by the Minister for Planning on Tuesday 24 December 2019.
The planning scheme amendment will allow the use and development of land in those local government areas to enable project works.

The Geelong Line Upgrade will lead to improved train services, with a second platform, new track and pedestrian overpass at Waurn Ponds Station.
These works will create enough space for trains to pass each other in this section, allowing more train services to be extended to and from Waurn Ponds and helping to improve reliability.
The Warrnambool Line Upgrade will help deliver more frequent and reliable train services for passengers. The project includes building a new crossing loop, level crossing upgrades and signalling upgrades between Waurn Ponds and Warrnambool, which will enable a fifth weekday return service and boost reliability.
Project area designation
On 21 May 2020 the Minister for Planning designated the project area under section 95 of the Major Transport Projects Facilitation Act 2009.
The designation of the project area enables the project proponent (Secretary to Department of Transport and Planning) to use the project delivery powers (including land acquisition) under the Act.
