Stage 2

Barwon Heads Road Upgrade

Overview

This stage of the project extends from Reserve Road, Charlemont to Lower Duneed Road, Connewarre.

As part of this upgrade, we will:

  • add new lanes on Barwon Heads Road between Reserve Road in Charlemont and Lower Duneed Road, Connewarre
  • upgrade intersections at Warralily Boulevard, Central Boulevard and Precinct Road
  • install new traffic lights at Newport Drive and Boundary Road
  • install new pedestrian crossings with traffic lights
  • build new shared walking and cycling paths and dedicated on road cycling lanes
  • install new street lighting, road signage, drainage and landscaping.

Benefits

Once complete, the upgrade will:

  • build on the benefits delivered by the upgrade of Barwon Heads Road between Settlement and Reserve roads (Stage 1 completed mid-2023)
  • provide more reliable journeys for around 35,000 motorists each day
  • improve safety and traffic flow
  • provide better access to public transport
  • make it easier and safer to walk and cycle in the area.

Planning progress

Initial planning work has been completed, including traffic modelling and environmental investigations. Further ecology and cultural heritage assessments are needed for our planning requirements and to help develop the detailed design.

Community and stakeholder feedback

In 2024, we undertook initial stakeholder and community consultation. We will continue with this consultation during 2025-26 to help inform our planning for the Barwon Heads Road Upgrade between Lake Road, Armstrong Creek and Lower Duneed Road, Connewarre.

Construction timelines will be known as our planning progresses. We will keep the community updated.
