The Environment Effects Statement (EES) included detailed planning studies that examined the feasibility of the options by considering the physical, cultural, economic, social and environmental impacts of each option. It went on public exhibition and the community was invited to make formal public submissions.

These submissions were considered by an Independent Planning Panel Inquiry and included hearings attended by councils, individual planning study specialists and community representatives.
