Overview
Planning is progressing for an upgrade to Central Avenue between Lunn Court and Skehan Boulevard in Altona Meadows.
The upgrade will:
- add extra lanes, increasing Central Avenue to 2 lanes in each direction between Lunn Court and Skehan Boulevard
- add traffic lights at the intersection of Central Avenue, Skehan Boulevard and Donald Street South
- build a walking and cycling path on the southern side of Central Avenue
- install a signalised pedestrian crossing between Ascot Street South and Balmoral Street South.
This will:
- enhance the benefits that will result from the Point Cook Road and Central Avenue Intersection Upgrade (currently under construction)
- improve road safety
- increase road capacity, catering for population growth and increased vehicle movements
- make it easier and safer to walk and cycle in the area.

Next steps
The upgrade is in the pre-construction phase. Key activities include:
- refining the upgrade’s design and construction approach
- detailed on-site environmental investigations to further understand flora and fauna which might be impacted by the upgrade
- on-site investigations, including identifying underground utilities, testing ground conditions, drainage and flood modelling
- obtaining planning approvals.
Once we have progressed these key activities further, the project will enter the procurement phase to appoint a construction partner to deliver the upgrade.
Construction timing will be known once pre-construction has further progressed.
Technical investigations
To help inform planning, we need to complete further technical investigations. At times during these investigations, we may need to temporarily close lanes, stop/slow traffic and reduce speeds. We’ll keep traffic disruption to a minimum and avoid busy periods, where possible.
Community and business feedback
From 13 March to 2 April 2023, we asked for community and business feedback via Engage Victoria to help inform our planning. Thank you to everyone who took the time to provide feedback.
Feedback identified strong support to add extra lanes along Central Avenue, noted the need to add safe pedestrian crossing locations along Central Avenue and add traffic lights to the Central Avenue and Skehan Boulevard intersection to improve safety.
