Pakenham Roads Upgrade

Changes to the way you access local businesses

During construction, access to some businesses will change so we can keep Racecourse Road and Healesville-Koo Wee Rup Road open to motorists while we build the intersection with traffic lights and new lanes.

Once the upgrade is complete, access to some businesses will be changed to left in and left out only.

Access to businesses on Bald Hill Road between Racecourse Road/Healesville-Koo Wee Rup Road and O’Sullivan Street

From 6 October until mid-February 2026, Bald Hill Road is closed at the intersection east of Racecourse Road/Healesville-Koo Wee Rup Road so we can build the eastern half of the upgraded intersection.

To access businesses on Bald Hill Road between the intersection and Nar Nar Goon, detour via Peet Street and Hill Street or via Seven Mile Road, Nar Nar Goon.

To help drivers travel through the area while Bald Hill Road is closed on the eastern side of Racecourse Road, drivers will be able to turn left-in/left-out and right-in/right-out to move between Peet Street and Healesville-Koo Wee Rup Road.

Bunnings, Fulcrum Suspension, Rapid Tune

Bunnings, Fulcrum Suspension and Rapid Tune can be accessed from their driveway on Bald Hill Road. Detour via Peet Street and O’Sullivan Street to get to Bald Hill Road.

McDonald’s

You can access McDonald’s from their Bald Hill Road driveway through a detour via Peet Street and O’Sullivan Street. Access to  the Healesville-Koo Wee Rup Road driveway will reopen on Monday 15 December.

Access to businesses on the east side of Healesville-Koo Wee Rup Road between Peet Street and Bald Hill Road

Access to some businesses along Healesville-Koo Wee Rup Road changed to new permanent left in and left out arrangements on Monday 5 December when we opened new southbound lanes.

These businesses include the following:

  • Restoration Industries
  • Diverse Audio Visual Events
  • Kennards Hire
  • Hydra Spa
  • Tint a Car
  • A Plus Auto Care
  • GE Kilns
  • 5 Star Fencing and Decking Supplies
  • Oceania Mattresses.

While the eastern side of Bald Hill Road is closed, these businesses can continue to be accessed via the temporary rear entrances on O’Sullivan Street.

Access to West Gippsland Auto Electrics and McDonalds is available in both directions along Healesville-Koo Wee Rup Road, however you can only exit via a left turn.

Travelling southbound driveways are open.

Travelling northbound towards Princes Highway, you can turn right into the Peet Street service road, and use Peet Street to access the temporary driveways on O’Sullivan Street.

From 15 December to late February 2026

If you are travelling southbound towards Koo Wee Rup, perform a U-turn at West Gippsland Auto Electirical and continue to the McDonald’s driveway.

If you are travelling northbound towards Princes Highway, use the right turn lane to turn right towards West Gippsland Auto Electrics, then continue to the McDonald’s driveway.

From Nar Nar Goon use the Bald Hill Road driveway, as normal.

Permanent access changes

When we upgrade main roads by adding new lanes, it’s important to restrict where cars can turn right across multiple lanes into or out of driveways and side roads.

These changes improve safety for road users, by preventing drivers from attempting risky and uncontrolled movements and improve traffic flow by directing traffic to controlled intersections to turn.

When the upgrade is complete, some property access will be changed to left in and left out only. Right turns and u-turns will only be allowed at the traffic light intersections at Railway Avenue and Bald Hill Road, or the signalised u-turn bay south of Peet Street to travel north on Healesville-Koo Wee Rup Road.
