South Geelong to Waurn Ponds planning process
Rail Projects Victoria received planning approval under Clause 52.36 from the Minister for Planning in February 2022 and endorsement of the Environmental Management Framework in May 2022 for the project.
Seeking feedback from the community and key stakeholders is a key part of the planning process. Feedback received will help inform the development of mitigation and management measures and conditions for the project.
We are committed to working with stakeholders and the community to ensure the design of the new infrastructure responds appropriately to the local environment, supports plans for future growth and improves local amenity.
Clause 52.36 was added to the Victoria Planning Provisions in May 2021, to establish a standard planning approval process to assess all rail projects.

Planning scheme amendment GC121 – Geelong and Warrnambool Line Upgrades
Amendment GC121 to the Greater Geelong, Surf Coast, Colac Otway, Corangamite, Moyne and Warrnambool planning schemes was approved by the Minister for Planning on Tuesday 24 December 2019.
The planning scheme amendment will allow the use and development of land in those local government areas to enable project works.

Planning Scheme Amendment GC104 - Waurn Ponds stabling and maintenance facility
The Minister for Planning has approved the planning scheme amendment (PSA) for the Waurn Ponds stabling and maintenance facility.
The amendment applies a Public Acquisition Overlay (PAO) to 61 hectares of private land at Reservoir Road in Mount Duneed which is required for the facility.
The approval follows a 6 month independent process by the Government Land Standing Advisory Community (GLSAC), which included a review of the proposed amendment, as well as a public hearing and submissions from the community and other key stakeholders.
Project area designation
On 21 May 2020 the Minister for Planning designated the project area under section 95 of the Major Transport Projects Facilitation Act 2009.
The designation of the project area enables the project proponent (Secretary to Department of Transport and Planning) to use the project delivery powers (including land acquisition) under the Act.
