A draft planning scheme amendment (GC197) was exhibited with the SRL East EES.
The draft planning scheme amendment proposed changes to the planning schemes for Bayside, Kingston, Monash and Whitehorse so land can be used to build SRL East and also to protect the underground infrastructure from development that is not designed appropriately.
To facilitate the delivery and protection of SRL East rail infrastructure, two planning overlays called Specific Control Overlays (SCO14 and SCO15) have been applied to relevant parcels of land associated with SRL East.
The Minister released the assessment of the EES in August 2022 and the planning scheme amendment was approved and gazetted in September 2022. You can view Special Gazette Number S515 dated September 2022 here.

The SCO15 that protects underground SRL East rail infrastructure from inappropriately designed development has been amended through planning scheme amendment GC244 which was gazetted in July 2025. You can view the approved amendment at Department of Transport and Planning website.
